Description

The RTA is assisting the CTA with developing a strategy for bus route enhancements that will address slow zones along CTA Bus Route #8 - Halsted Street. The strategies are being developed in coordination with other transportation analyses along the corridors. The improvements will work to speed bus operations in persistent congested areas and accommodate expected growth in the North Branch area with improved transit service.

Current Activities

The team has identified nine slow zones along CTA Route 8, Halsted and is now prioritizing future improvements based on feedback from the Federal Transit Administration as well as roadway jurisdictional agencies.

Description

The RTA convened a Developer Discussion Panel in Chicago's 45th Ward to gather guidance and advice from development experts. The objective was to attract development to vacant sites and encourage infill development. The Developer Discussion Panelist helped the Ward Alderman and the City determine goals and needs in order to best utilize vacant land along North Milwaukee Avenue near the Jefferson Park Transportation Center.

Description

The RTA assisted the Village with developing a TOD plan for downtown Elburn and the areas near the Elburn Metra station. Plan objectives included identifying ways to unify and connect the downtown business district with the Metra station and TOD development south of the station and identifying development opportunities that support a vibrant area serving the entire village while incorporating the Metra station as a focal point of new development.

Current Activities

Work on this project began in 2021 with an existing conditions analysis and a series of community engagement events and surveys.  After developing a set of recommendations and implementation steps, the project team presented the draft plan at the third public workshop in April 2022. The Elburn Village Board adopted the plan as an amendment to the Comprehensive Plan at their July 18 meeting after receiving a unanimous recommendation for adoption from the Planning Commission. The adopted plan is available under "Related Reports."

Description

The RTA partnered with the City of Crystal Lake to create a transit-oriented development plan for the areas surrounding the Crystal Lake and Pingree Road Metra stations. The project created a development strategy for increasing the density in these areas with the goals to strengthen pedestrian walkability and to expand mixed use and transit supportive land uses for increased travel efficiency.

Current Activities

The plan was adopted by Crystal Lake City Council on September 7, 2021. The RTA will monitor for implementation activity.

In 2022 construction commenced to build a new multi-family development at the southwest corner of E. Crystal Lake Avenue and S. Main Street. The community will include 48 apartments and 51 townhouses just a short walk from the Crystal Lake Metra rail station.

Description
This project created a master plan and implementation strategy for the redevelopment of the area surrounding the North Chicago Metra rail station. The redevelopment would include high-density housing, retail and commercial services. The project will also analyze the inter-modal connections between Pace and Metra.
Current Activities
The final plan was adopted by the City Council in January 2008. Currently, the City has been exploring ways to acquire some or all of the excess property in the TOD area owned by Abbott Laboratories, which would allow them to pursue TOD opportunities recommended in the plan.

Description

In September 2009, the City and consultant team worked with a steering committee including neighborhood residents and business owners to develop a plan for the area around the Cumberland Metra Station. The plan identifies streetscape, pedestrian, and roadway opportunities to improve access and circulation near the station. The final report adopted by the board is comprised of three different volumes: concept plan, design guidelines, and appendix. Implementation of the plan will strongly rely on market forces and actions from the City. The City Council approved the plan as an amendment to the City's Comprehensive Plan in January 2011.

Current Activities

The plan was adopted by the City Council on January 3, 2011. In June 2015, a development team submitted a proposal for the redevelopment of the Littelfuse site along Northwest Highway. The residential project will consist of 127 townhouses and a five-story apartment building with 270 units, located a half-mile from the Cumberland Metra Station. Construction began in late 2016 with townhome units being available for occupancy as soon as 2017.

The 397 unit Buckingham Townhomes and Apartments opened in 2018 to residents along Northwest Highway, within walking distance to the Cumberland station.

Description
This project will create a transit-oriented development plan for an approximate ½ mile radius of the future relocated and elevated Skokie-Dempster Station on the CTA Yellow Line. The CTA is currently conducting an Alternatives Analysis to extend the Yellow Line from the current terminus at Skokie-Dempster to Old Orchard Road. If the line is extended, the existing Skokie-Dempster Station will be elevated near its current location. The new elevation presents an opportunity to improve circulation around the station where the at-grade tracks and station currently act as a physical barrier limiting development. The goal of the project is to create a circulation plan, a corresponding market study, and land use analysis for the Skokie-Dempster Station area.
Current Activities
The plan has been finalized. The RTA will offer implementation assistance as needed. In 2015, Skokie received CMAQ program funding, via the RTA's Access to Transit Improvement Program, for pedestrian access improvements and additional bicycle parking at the Dempster Station. In 2016, the Village announced that a Target store will be built on a formerly Village-owned property adjacent to the Dempster station. It is expected to be open in late 2017. Description

Through this study, the Village developed transit-oriented development plans for two locations along the Metra North Central Line: Deerfield Parkway at Commerce Court and Route 22 at Prairie. This study produced transit-oriented development plans for two Metra stations on the North Central Line in the Village of Buffalo Grove: Buffalo Grove and Prairie View.

Current Activities

The study was completed in January 2007. The Village surveyed area employers within the station area in summer of 2010 to identify any needed revisions to Pace Bus Route #626, which serves the station. Upgrades were made to the route shortly after.

Buffalo Grove was also chosen as part of the 2011 RTA Community Planning Program of Projects to update their zoning regulations in both station areas to include transit-supportive regulations. This project began in the 4th Quarter of 2011 and updated regulations & design guidelines for both station areas were completed in August 2012. 13 new townhomes were built in the Waterbury Place development within the Prairie View TOD area in 2013, but these units were approved for development prior to the start of the TOD zoning project. In spring of 2016 the Easton Station project broke ground in the Prairie View station area just west of I-94 and just south of Route 22. The development will consist of 15 luxury townhomes.

In 2019 the Village completed an update to the Prairie View plan and is now working to implement the revised vision. The updated plan calls for single-family homes and townhouses clustered around more than 12 acres of park space; a central area with a mix of uses, including single-family homes, multifamily housing and commercial properties, along with a gateway paying tribute to the neighborhood's history; and a south area featuring townhouses and a mixed-use building overlooking a plaza. The RTA continues to track development progress in both station areas and offer implementation assistance when appropriate.

+ Pace Harlem Avenue Corridor Plan Community Planning Corridor Planning Southwest Conference of Mayors $197,155

Description

This project was sponsored by the Southwest Conference of Mayors and resulted in a plan to improve traffic movement and transit options along Harlem Avenue from 63rd Street to I-80, making Harlem Avenue a more vibrant and active corridor in the southwest suburbs.

Current Activities

The Southwest Conference of Mayors hosted a Developers Summit on September 2013 to discuss the recommendations of the Harlem Avenue Corridor Plan with potential developers.

In late 2013 Pace received CMAQ funding for Pedestrian Infrastructure Improvements along and / or adjacent to Pace Routes along the Harlem Avenue Corridor. This project funds concrete pads and sidewalks, implementing recommendations from the Harlem Avenue Corridor study.

Pace advanced construction for the Toyota Park Transit Center with a ground breaking ceremony that took place on November 12, 2013. Meanwhile, new Bus on Shoulder (BoS) service began October 24, 2016 between the Pace Toyota Park Transit Center & Park-n-Ride in Bridgeview and the East Loop and North Michigan Avenue in Chicago. Pace Express buses are allowed to ride on the shoulder along I-55 when traffic is congested.

Pace initiated the Tinley Park Call-n-Ride in August 2014. Pace continues to advance transit signal priority and designated route restructuring throughout the corridor. A new Pete's Fresh Market open edin Spring 2015 in Bridgeview, and a mixed-use residential and retail building was constructed in 2015 in Palos Heights. Additionally, the Village of Chicago Ridge has created a TIF District for the Yellow Freight site, which has significant frontage on Harlem Avenue; the Village of Tinley Park is pursuing development of a Master Plan for the Mental Health Center site, near 183rd and Harlem; and a Harlem Avenue Overlay District Rezoning Plan is in the process of being adopted by the Palos Heights City Council.

The Village of Worth, a corridor town, completed a "Planning Priorities Report" through the CMAP LTA Program as well as TOD Plan for the area surrounding the Worth Metra Station through the 2015 RTA Community Planning program.

The City of Palos Heights received Congestion Mitigation and Air Quality (CMAQ) funding, via the RTA's Access to Transit Improvement Program, for access to transit capital improvements, as recommended in the Harlem Avenue Corridor Plan. Installation of these improvements were completed in summer of 2016.

In September of 2020 demolition commenced of a long-vacant trucking terminal at 10301 S. Harlem Ave. in Chicago Ridge. The 75-acre property originally owned by Yellow Freight property lies within a 105-acre TIF zone stretching along Harlem, the largest tract of land available for development in the Village.

In 2021 the Village of Worth was awarded Invest in Cook funding for a 0.8-mile long new sidewalk and multi-use path north of the Cal-Sag Channel between Harlem Avenue and Metra’s SouthWest Service Station in Palos Heights. The project will help connect Pace bus routes, retail corridors, recreational facilities, and community destinations as well as tie the Cal-Sag Trail to commuter rail service, which were recommendations of the plan.
