Regional Capital Program

Capital programming is a core function of the RTA. RTA and the Service Boards have worked to articulate as well as advance a capital strategy for transit projects in the Chicagoland region.

Priority Projects have been identified by the Service Boards. These priority projects are updated on an annual basis. This page shows details about the funding for each priority project.

The 2024-2028 5-Year Regional Capital Program includes over 250 projects that are advancing many of these Priority Projects. The capital projects are shown in the table below, organized by Priority Project and can also be seen in a mapped form on the RTA Capital Projects Dashboard. Each project listing shows the amount of funding programmed in the 2024-2028 Regional Capital Program. Beginning with the 2024-2028 Capital Program, projects are evaluated based on 15 measures which were identified in the new Regional Transit Strategic Plan, Transit is the Answer. All projects in the 2024-2028 program show the detailed evaluations in this site.

The metrics include evaluations of Equity and Accessibility which are used in the performance-based allocation process. The region has committed to dedicating 20% of programmed funds to projects that fulfill the regional goals of improving equity and accessibility for 2025 and beyond as a part of the new performance-based capital allocation process

The Service Boards have met and exceeded the 20% goal for the 2025-2028 budget years.

Description
This project calls for the implementation of a comprehensive Transit Cyber Security and Risk Mitigation Project within the Chicago Transit Authority (CTA). Project will include the upgrade, modernization, and hardening of CTA’s core firewall and network infrastructure, adding cyber security tools and services to identify, protect, detect, respond, and recover from and against cyber threats and vulnerabilities. The project will address findings, recommendations, and best practices from recent Threat and Vulnerability Assessments (TVA) and specifically target CTA systems potentially vulnerable from the global Solarwinds hack of 2020.

Description
This project identifies needs for the complete upgrade and cyber security mitigation of CTA’s CCTV video management system across the rail system. Recent cyber security threat and vulnerability assessment (TVA) findings determined the existing video system has significant cyber vulnerabilities with the operating systems, is beyond useful life and is no longer supported. It is necessary to upgrade the video capture and storage infrastructure at over 200 rail facilities. The system upgrade will address cyber security vulnerabilities with unsupported and insecure Windows XP and Windows 7 operating systems.

Description
Various Technology upgrades, such as: Replace RETS engineer computers with ones similar to Infrastructure Engineering at 567 be able to run CAD including using 3D modeling software (SolidWorks, CATIA, Polyworks). Needed for new car programs for which vendors increasingly are providing files in these formats. Improve Skokie server capacity for storage of larger files related to new car/overhaul programs, incident investigations. WiFi at various shops to allow class material to be accessible remotely from various classrooms and shops; live or remote demonstrations via classrooms will assist with troubleshooting and learning. New laptops are needed for instructors to properly address troubleshooting, event recorder and diagnostics. Tablets for repairers connected via WiFi to MMIS to allow easy access to maintenance manuals/bulletins/etc, quick parts ordering and work order updates.

Description
The MMIS application is used for managing repairs and issuing parts to the CTA Bus and Rail fleet. The last upgrade of this application started in 2016 with target completion of 2018. By 2022, this version of the MMIS product will no longer be supported by Trapeze, the vendor of the MMIS application. This request is for the next anticipated major upgrade for this mission critical software. Without the upgrade CTA will not be entitled to fixes and support of this application and can be in danger of operating this critical software with risk of bugs or failureswithout a means to resolve them. Theexpected length of time for this upgrade is 18 months. This project will be to upgrade the MMIS application, and its related hardware. This includes upgrading the MMIS application, Documoto Cloud application, all various interfaces between the applications and other enterprise applicationslike TOPS, ERP, Clever etc. The hardware infrastructure for the MMIS servers (Dev, Test, Training, PROD) will need to be upgraded. The 256 KIOSKS spread across the various CTA facilities will need to be upgraded.

Description
The purpose of this project is to upgrade to Hastus Version 2022 (or later) to ensure bus and rail scheduling utilizes the advanced scheduling tools Hastus provides to provide 24/7 transit service to CTA riders. This scheduling software utilizes customized rules based on CTA's union rules and also current transit industry trends. Target October 2022 to have hardware in place and start software upgrade project. The current Hastus contract with vendor GIRO requires CTA to begin the update project in Oct 2022 by providing a notice to proceed order in Q4 2022. Delays may result in change orders by the vendor. The CTA uses Hastus software to optimize the efficiency of bus and rail vehicle and crew schedules. Hastus software has been the agency’s exclusive transit scheduling tool since 1999 and CTA has been upgrading its Hastus version every 4-5 years to keep up with the industry trends and improved practices. Hastus is used for bus schedule changes four times annually, and for rail schedule changes, twice annually. In addition, Hastus is used to generate supplemental schedules associated with school trips and special events. Hastus provides critical interfaces for CTA’s operations, bidding - TOPSsystem, Customer Timetables, Clever works and on other budget functions for external stakeholders. Over the course of the 20 years with Hastus, CTA has made significant investments in customizations with each new version and intends to upgrade to the latest version in 2022 to take advantages of the better algorithms and industry trends available at that time.

The facilities will be built on a 22-acre site that is situated next door to Pace’s SouthDivision Garage in Markham and owned by Pace. The purpose of this project is to consolidate certainoperational functions currently operating at each garage into one location. This will improve productivityand control costs by eliminating duplication. The original plan was to construct three separate buildings:1) an Active Transit Management Center to accommodate Central Dispatching; 2) a new Central StoresWarehouse and 3) Acceptance Facility for preparing new buses to put in service. The Active TransitManagement Center will include Central Dispatching, Customer Service, Safety, Operator Training, etc.The Acceptance Facility Garage will replace the facility in South Holland and include body repair work,mechanic training, Tech Services (farebox and radio repair), sign and shelter shops, etc. The thirdfunction is a new Central Warehouse for parts and materials.

Description
Pace is in need of a stand-alone storage solution and will construct a shed to store and secure up to 10tons of bulk rock salt that is used during the winter season. The construction of the shed will be within thefootprint of Pace's parcel. This shed will allow for accessible use with Pace's skidsteer to load rock saltonto the pickup trucks and distribute it on approximately more than 15,000 square yards of grounds(parking lots and driveways), in addition to sidewalks, in a safe and more efficient manner. CurrentlyPace purchases 50-pound bags of salt that have to be loaded manually which has become very unsafein term of personal injury risk and is very time consuming as it has to be loaded multiple times per day.

Description
The City of Joliet is redeveloping the existing publicly owned Joliet Union Depot and nearby publicproperties as a Multi-Modal Transportation Center to be owned by the City. As part of this redevelopmentthe City of Joliet has partnered with Pace to construct a new Bus Station and turn-around for public andinter-city transit which will include parking improvements and the construction of new vehicular andpedestrian access and circulation system. The new Bus Station is south of New Street, north of MarionStreet and west of the BNSF/Union Pacific Railroad. The bus station will have 13 berths, with Pacehaving exclusive use of 11 berths, passenger loading islands with canopies and shelters, signage andlandscaping. There will also be a widening of the St. Louis Street, Pace bus operator and public toilets ata location immediately northeast of the existing Pace Heritage Division garage, and ADA accessiblesidewalks.

Current Status
The City of Joliet and Pace entered into an Intergovernmental Grant Agreement for this project. The overall Joliet Gateway Terminal project is being managed by the City of Joliet. The City of Joliet prepared 100% design and bid the larger Intermodal Transportation Project, of which the Bus Turnaround Component is a part of. A construction contract was awarded, notice to proceed was issued in February, and construction began in March. Substantial completion and beneficial occupancy for the depot building was achieved in December 2021, after a walk?through inspection of depot building. The Scott Street pedestrian tunnel was completed in April 2022. Punch list items on building, passenger platforms and site landscaping were completed in June 2022.

Description
Metra will procure 7 new, cleaner switcher locomotives to retire the current fleet that first went into service at least 50, and as many as, 85 years ago. One all-electric, zero-emission switch locomotive would be the first in Metra’s fleet. Six additional switch locomotives purchased under this project will meet the Environmental Protection Agency’s (EPA) Tier IV standards, the highest emission standards currently in effect. The project will significantly reduce emissions, improve local air quality near Metra's yards, reduce fuel consumption, greatly improve reliability, and lower maintenance costs.

Description
This project funds the long-term railcar replacement program and will purchase up to 500 state-of-the-art railcars. The modern, multilevel railcars will offer a smoother and more comfortable ride. Metra's new railcars will have two entranceways on each side with doors nearly level to the platform which will improve the speed of boarding and deboarding at each station. Boarding will require only one step to enter and faster wheelchair lifts will bridge the slight difference between the station platform and the floor of the railcars. The new railcars will require significantly less maintenance time and frequency, thereby reducing operating costs. Initial plans are to retire as many as 300 railcars from Metra's fleet that are nearing 50 years old.

Description
This project continues Metra's ongoing locomotive rehabilitation program. It consists of the life-extending rebuild of F40 locomotives and the mid-life overhaul of MP36 locomotives. The project may include, but is not limited to, the complete rebuild of a diesel engine, overhaul of the Head End power alternator and gear boxes, and painting and body repair.

Current Status
This project will improve the overall state of good repair for Metra rolling stock. As with the locomotive rehabilitation projects, vehicles are being removed from service in such a manner as to not disrupt operations. Seventy-four cars completed the rehabilitation continues with the remaining cars as they cycle through the rehabilitation program. The next phase of the rehabilitation work will be installing new AC units into the cars. Additional cars are being completed as a more precise and limited rehab program.

Current Status
The new technology allows recording at a faster frame rate and higher resolution, allowing slowing down the recording to less than real time rates without distortion, blurring, or loss of resolution. Currently, the DVR system is being installed by Metra Forces and passenger cameras are being installed by a vendor. All prototype installations were completed with them running with no issues. The full-scale installation began, and kits started delivery in October 2022. In total, 71 cars were completed, and the project is on-going and continuing installation activities.

Description
This project will fund the conversion of three diesel locomotives to zero-emission battery power. The battery powered locomotives will be fully compatible with Metra's existing fleet and will be capable of operating on any Metra line that uses diesel-hauled trains. Description
Automatic passenger counting on all coaches for planning and passenger communication purposes. We can use the feed to tell operations when coaches are full and how many people are boarding at each station. Current Status
Pace awarded a new contract for the purchase of additional vehicles in March 2022. The first order was a quantity of 47 CNG buses. The production of these vehicles has been put on hold during this reporting period. A portion of these vehicles will be utilized at the Northwest Wheeling Garage, which is an ongoing project. As Pace establishes a construction schedule for the Wheeling Garage, a production scheduled will be developed for the order of 47 buses.

A total of 67 buses have been ordered to date. The first order consisted of 23 buses, all of which are in service. These were delayed due to the COVID-19 crisis. The second order consisted of 44 buses. All of the buses under the second order were received, with the final bus delivered in February 2023. The buses service the areas currently serviced by Fox Valley and Batavia. Pace will not pursue purchasing anymore buses under this contract. This will be the final update on this project.
