Description

The RTA will assist the Village with developing a TOD plan for the areas near the Elburn Metra station and downtown Elburn. Plan objectives include identifying ways to unify and connect the downtown business district with the Metra station and TOD development south of the station, and to identify development opportunties that support a vibrant area serving the entire town and incorporating the Metra station as a focal point.

Current Activities

Work on the project began in July of 2021 with initial data collection and analysis. A Steering Committe will be formed to guide the work of the project and will have their first meeting in late summer.

Description

The RTA is assisting the Village with updating the zoning code for its Village Center TOD area in an effort to enable the type of development envisioned in its TOD Plan. Zoning revisions will address parking requirements, number of dwelling units per acre, allowable land uses and the development review process.

Current Activities

A new zoning district for downtown and areas surrounding the Hanover Park Metra station is being refined based on comments from the Village staff. The district elements will be presented to the Steering Committee in late summer.

Description

The RTA is assisting the City to update its TOD Plan that was completed in 2005 for areas surrounding the Pace Harvey Transportation Center, including the Metra station, the adjacent civic campus and points west to connect to residential areas and the University of Chicago Medicine Ingalls Memorial Hospital. The plan will address population loss, leverage improvements underway at the Transportation Center and provide new insights to high-density, transit-supportive, quality infill development.

Current Activities

A summary of existing conditions in downtown Harevey is complete based on data analysis and findings from a market assessment. Community engagement will begin in late July followed by the development of initial themes for recommendations to be included in the plan.

Description

The RTA will convene a Developer Discussion Panel in Chicago's 45th Ward to gather guidance and advice from development experts. The objective is to attract development to vacant sites and encourage infill development. The Developer Discussion Panel will help the Ward Alderman and the City determine goals and needs in order to best utilize vacant land along North Milwaukee Avenue near the Jefferson Park Transportation Center.

Current Activities

The panel of development experts met in June for the 1/2 day workshop with the 45th Ward. The report of recommendations will be available at the end of summer.

Description

The RTA will assist the Village to update its TOD plan that was completed in 2002 for the University Park Metra station. The study will include an analysis of surrounding land uses and zoning codes, local road safety improvements and a last mile mobility strategy.

Current Activities

The RTA is currently seeking a consultant for this planning effort. Work is anticipated to begin in the fall of 2021.

Description

This RTA assisted the Village of Cary in the creation of the Downtown Cary Strategic Plan, a transit-oriented development plan for the area generally located within a half mile of the Cary Metra station. Particular attention was given to properties located within the first quarter mile of the station and the plan details a vision for downtown with a focus on future land use and infrastructure improvements that will help to strengthen the inner core of the community and encourage private reinvestment near the station.

Current Activities

The Downtown Cary Strategic Plan was adopted by the Cary Village Board on June 15, 2021. The RTA will monitor for initial plan implementation.

Description

The RTA is assisting CDOT in determining a course of action for improving mobility along 31st Street from Sacramento Avenue to the city limits, particularly for non-auto users (pedestrians, transit riders, and bicyclists). This work includes collecting and aggregating data of travel trends and traveler demographics in the study area and assisting with community outreach to obtain consensus on plan recommendations.

Current Activities

Work on the project began in May of 2021, starting with existing conditions and data analysis along with developing a community engagement strategy. Interviews with community stakeholders is also being planned.

Description

The RTA is working with the City of Crystal Lake to create a transit-oriented development plan for the areas surrounding the Crystal Lake and Pingree Road Metra stations. The project will create a development strategy for increasing the density in these areas with the goals to strengthen pedestrian walkability and to expand mixed use and transit supportive land uses for increased travel efficiency.

Current Activities

Draft recommendations have been reviewed by the RTA, City and the project Steering Committee. An Implementation Strategy is being developed in July and a final community workshop will be held in August. Visit the plan website for more frequent updates.

Description

The RTA and the Chicago Metropolitan Agency for Planning (CMAP) are working together with Elevated Chicago, a collaboration of 17 public, private and nonprofit organizations, to develop an implementation plan and strategy for the Washington Park area surrounding the Garfield CTA Green Line station. The assistance will focus on CTA station access, traffic and circulation, community safety, equity, placemaking, and beautification. Public outreach will be conducted to generate public interest and engage partners to identify implementable recommendations.

Current Activities

The RTA is working with community groups and CMAP to update the Community Work Plan put together by Elevated Chicago, with the specific goal of continuing the progress of turning the station into a community asset. The project team will also review past plan recommendations to understand where progress has been made, and where barriers remain. Work to assemble a Resident Advisory Council is underway as well as the solicitation for consultant services to develop an asset-based economic development strategy.

Description

The RTA will work with the Village of Itasca to update their Downtown Strategic Action Plan aimed at strengthening the downtown business environment surrounding the Itasca Metra station, guiding development and redevelopment, building on the Village's unique assets in the downtown area including historic buildings, parks and open space, and enhancing opportunities for transit oriented-development.
