The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the June 2023 Project Management Oversight report

Current Status

The installation of shelters and benches is in progress. Similarly, the contractor continues to make headway with installation of concrete pads. Finally, A/E services for bus stop infrastructure continues to progress.

+ Pace New Northwest Garage - Wheeling Support Facilities & Equipment Bus $0 $0 Behind Schedule

PROJECT DETAILS

Description:

Northwest Wheeling Garage - Completion of the renovation of a 430,000 square feet bus storage and maintenance facility in Wheeling that will replace Pace's Northwest Division garage in Des Plaines. This CNG fueling facility will house approximately 133 buses with 17 maintenance bays and administrative offices.

Current Status

Pace has entered into an Intergovernmental Agreement (IGA) with the Village of Wheeling. The improvements to Old Willow Road have been completed. The initial design has been finalized. The project is in the process of being re-scoped to add the electrification component. The design will be updated once Pace’s electrification study is completed to include the additional scope of work.

+ Pace Construct Salt Shed Support Facilities & Equipment Bus $0 $0 On Schedule

PROJECT DETAILS

Description:

Pace is in need of a stand-alone storage solution and will construct a shed to store and secure up to 10
tons of bulk rock salt that is used during the winter season. The construction of the shed will be within the
footprint of Pace's parcel. This shed will allow for accessible use with Pace's skidsteer to load rock salt
onto the pickup trucks and distribute it on approximately more than 15,000 square yards of grounds
(parking lots and driveways), in addition to sidewalks, in a safe and more efficient manner. Currently

Current Status

A construction contract was awarded. There were some delays related to the Village code requirements and permits. All activities were completed during this reporting period and final invoices remain. This will be the final update on this project.

Description:

Bus Tracker Signs - Production of new electric signs and associated installation costs to provide real-time bus information to riders. In 2021, ten will be replacements for Pulse Milwaukee Line vertical markers, while an additional ten will be for new locations.

Activities continued related to the real time signs installed at various transit centers along the Pulse Milwaukee Line with various details on the specifics of screen size. Concurrently, real time bus information signage and electrical connections continued for various project elements. Permitting, installation, and invoicing continued as well.

Current Status

Activities continued on this project with Pace submitting an order for 10-15 shelters. Shelters are expected to be delivered in Q3-2023. The general contractor for concrete pads continued by applying for additional permits as well installation of pads during this reporting period.

+ CTA 2022 - Bus Maintenance Rolling Stock Bus $0 $0 On Schedule

PROJECT DETAILS

Description:

Funding for this project will provide for an ongoing capital maintenance program that consists of tasks necessary to keep buses in service through systematic inspection, detection, and prevention of incipient failure. CTA’s scheduled maintenance program consists of planned preventive maintenance work to maintain bus performance. While major overhaul work is performed on a mid-life cycle basis, additional focused maintenance work is required at certain intervals, outside of the mid-life overhaul, during the life of buses.

Description:

Plainfield Garage - Completion of construction of a new 189,000 square foot bus storage and maintenance facility in Plainfield, housing up to 130 buses with 12 maintenance bays and administrative offices. Pace has executed an I.G.A. with Northern Builders and the village of Plainfield to construct the project.

Current Status

Construction of the facility has been completed in September 2022. Pace received the occupancy permit and the facility operations as well as bus service started in October 2022. Pace added an additional phase to the project to include an electric bus charger and electric car chargers, as well as procurement of various furniture and equipment for the facility and offices. This last phase of the project has reached substantial completion in April 2023. This project is currently in close out.

+ Pace ADA ADA Technology Upgrades and Transfer Centers Miscellaneous Bus $0 $0 On Schedule

PROJECT DETAILS

Description:

Regional ADA Paratransit Communication Technology and Transfer Locations - Projects include upgrades to the Trapeze software, TripCheck online booking and tracking, TripCheck Interactive Voice Response phone system, text/email notifications, and Ventra integration. In areas with frequent transfers, funding will be used to purchase land, build facilities, and provide amenities for riders. Pace has identified a location that is adjacent to the Northwest Transportation Center in Schaumburg that is planned to be the first of these transfer locations.

Current Status

A Notice to Proceed was issued in February 2023 for the construction of the Northwest Transportation Center ADA Transfer Facility. The contractor is currently working on submittals, permits and is getting ready for field mobilization. Progress continues on the implementation of various technology enhancement projects. The first two phases of the Taxi Access Program have been completed and the vendor is currently working on the third phase. Activity continues on two phases of Trapeze technology enhancements to Pace’s Trapeze paratransit scheduling system. Work has progressed on enhancements to the Account Base Processing back-office system.

PROJECT DETAILS

Description:

This project will provide for construction, project management oversight, project administration, and any associated equipment and services for the Pace South Campus project. New facilities will be built on a 22-acre site that is situated next door to Pace’s South Division (2107 W. 163rd Place) Garage in Markham, Illinois, which is already owned by Pace. The purpose of this project is to consolidate certain operational functions currently operating at each garage into one location.

Current Status
