The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the June 2023 Project Management Oversight report

PROJECT DETAILS

Description:

Construct a new non-revenue vehicle maintenance facility for maintenance and repair of non-revenue
equipment. Facility will also include covered storage tracks for track maintenance equipment. The
purpose of the new Non-Revenue Rail Vehicle Maintenance Facility is to provide facilities for
maintenance and repair of over 125 pieces of non-revenue equipment used for right-of-way maintenance
and other rail-mounted non-revenue vehicles.

Current Status

The 61st rail shop project had most site planning activities completed. The foundations were poured, and the building enclosure erected as well as roof installed. The contractor continues to make headway with procurement of equipment related to installation of utilities such as transformers for the electrical requirements of the facility and plumbing elements. The contractor is working on design work packages for the parking lot and landscaping for the facility.

Description:

Purchases various pieces of equipment that will be utilized at Metra Headquarters and outlying Metra facilities. Purchases may include, but are not limited to, replacement of obsolete information technology infrastructure, upgrade network switches, computers and printers, copiers, new and replacement servers, financial system software, and other software.

Current Status

This is a multiple year and multiple project type of capital project. Purchase orders have been awarded for various computer hardware and software. Hardware has been delivered and installed. Purchase Order Releases for computer hardware and software continue in process and deliveries will continue over the next several years.

+ Metra Car Rehab - Budd Rolling Stock Rail $0 $0 On Schedule

PROJECT DETAILS

Description:

This project involves the life‐extending rehabilitation of up to 85 commuter cars,
originally built by the Budd Company between 1974 and 1978, last rehabilitated
between 1990 and 1993. The rehab includes, but is not limited to, replacement
and/or repair to electrical and control lines, heating and lighting systems,
replacement of seats, floors, walls, AC units, overhaul of trucks, replacement of all
windows, door mechanisms, and emergency lighting requirements, etc..

Current Status

This project will improve the overall state of good repair for Metra rolling stock. As with the locomotive rehabilitation projects, vehicles are being removed from service in such a manner as to not disrupt operations. Seventy-one cars completed the rehabilitation continues with the remaining cars as they cycle through the rehabilitation program. The next phase of the rehabilitation work will be installing new AC units into the cars. Additional cars are being completed as a more precise and limited rehab program.

Description:

The CTA's Forest Park Blue Line Upgrades Project is the first of four phases of the Forest Park Branch. This project will provide for new trackwork from Halsted to Illinois Medical District (IMD), an accessible station at Racine, advanced utility work, and a new substation and traction power equipment upgrades at Hermitage. This work will enhance service quality via speed, reliability, and comfort, and improve operational efficiency on the Forest Park Branch of CTA's rapid transit Blue Line service.

The design for this project has been completed. The Notice to Proceed for construction was issued in March 2023. The contractor is working on submittals and getting ready to mobilize for field work.

PROJECT DETAILS

Description:

This project provides for the development and implementation of an Enterprise Resource Planning (ERP) System at Metra. This project will replace Metra's payroll software that is nearing technical obsolescence as Microsoft is scheduled to end support of the current application. The replacement system will integrate internal and external management of information across the Metra organization, including such areas as finance, accounting, sales, inventory, customer service and human resources.

Current Status

Metra was able to complete the conversion to Dynamics 365. The vendor continues to work on additional scope for post-software implementation. The procurement package for the Payroll System replacement received proposals are they are currently in evaluation.

+ Metra Gresham Area Bridges Track & Structure Rail $15,000,000 $15,000,000 On Schedule

PROJECT DETAILS

Description:

This project funds the remainder of construction costs to replace two bridges on the Rock Island (RI) Line in the Auburn Gresham neighborhood of Chicago. The Vincennes Bridge on the RI Main Line is a concrete structure built in 1916 at milepost 9.75. The Morgan Bridge on the RI Beverly Branch is a timber structure at milepost 10.15 and was erected in 1973 by the now-defunct Rock Island Railroad with the intention of being a temporary solution.

Current Status

Design work for the Vincennes Ave. Bridge #98 and Morgan St. Bridge #S- 102 were completed. City land swap negotiations are ongoing. Metra is proceeding without the property swap and is investigating the original elevation ordinance for the legal right to construct on City property. The designer submitted 100% drawings for review and coordination with the City of Chicago is ongoing. Bid documents are in process.

Description:

This project will fund the installation of shelters at stations across the system, which will provide on-demand heat. Specific locations are to be determined, based on existing conditions and demand. Shelters will be pre-fabricated structures and may include on-demand heating elements.

Current Status

Aluminum shelters continue to be installed throughout the system including planned shelters at Morton Grove, Western Ave., 67th St., and 83rd St. stations. The Woodstock station design is at 90% design and proceeding to 100% final design. Design for new station shelters are at 30% design.

Description:

Pace is in need of a stand-alone storage solution and will construct a shed to store and secure up to 10
tons of bulk rock salt that is used during the winter season. The construction of the shed will be within the
footprint of Pace's parcel. This shed will allow for accessible use with Pace's skidsteer to load rock salt
onto the pickup trucks and distribute it on approximately more than 15,000 square yards of grounds

Description:

Blue Line O'Hare Branch Traction Power Improvements GTT - Project will include targeted track repairs to remove existing slow zones on the Congress Branch of the Blue Line. CTA has identified traction power voltage drop issues along the Blue Line. Scope of work will include but not limited to the following elements: New infill substations, infill wayside energy storage systems, infill tie houses, third rail replacement, addition of auxiliary negative rail; work will be performed by an outside contractor.

Current Status

The contractor completed installation and testing of wayside signal equipment and all cutovers along the specific portion of the blue line. + Metra Clarendon Hills Station Stations & Passenger Facilities Rail $0 $0 On Schedule

PROJECT DETAILS

Description:

This project redevelops the Clarendon Hills Station on the Metra BNSF line. The station improvements include new platrofm canopies, enclosed shelters, benches, and covered bike parking. The shelters will feature green roofs. The parking lot improvements will feature kiss‐and‐ride areas on both sides of the tracks. Landscaping improvements will also be included.

Current Status

Metra entered into an Intergovermental Agreement (IGA) with the Village of Clarendon Hills for the reconstruction of the station. This project is part of the Village of Clarendon Hills downtown revitalization project. The Village procured a contractor and led the construction project. The substantial completion was reached in the first quarter of 2022. This is the final update on this project.
