Description

This project will integrate and coordinate the McHenry County Transit Pilot Program, the City of Crystal Lake Dial-a-Ride, the City of McHenry Dial-a-Ride, and the City of Woodstock Dial-a-Ride and initiate services for seniors and the disabled in Greenwood Township. Tracking and automated dispatching software will be used to help manage the available fleet.

Description

This program provides transportation and mobility management services for persons with disabilities, the elderly and low-income individuals residing in eastern Will County townships. The program is an outgrowth of the county's coordinated paratransit plan funded through the RTA's Subregional Planning program. The RTA Board approved the 2011 Program of Projects at its November 16, 2011 meeting. Grant agreements have been executed. By agreement with Washington Township this project has taken on the management responsibilities for grants initially awarded to Washington Township. As a result of this agreement an additional $32,970 in federal funding has been added to this project. Will County formed the Paratransit Council that will help to set policy for the project. This program provides transportation and mobility services seniors and individuals with disabilities residing in eastern Will County townships.

Description

The RTA is assisting the City of Geneva with establishing a special financing district to implement recommendations contained in the Downtown Station-Area Master Plan. An existing Special Service Area (SSA) is in place but set to expire in 2023. The RTA will assist the City to determine whether to extend and expand the scope of the SSA and/or create a different funding source, funding generated from which would work to implement plan recommendations.

Current Activities

The RTA has awarded the project to Transystems. Existing conditions and background data analysis is being conducted. Steering committee will be formed and engaged in May.

Description

The RTA will provide assistance to the Village of University Park with identifying a financial strategy to implement the recommendations contained in their newly completed TOD Plan. The RTA will assist the Village with analyzing the plan recommendations, reviewing funding and financing options to spur investment, and recommend a financial strategy that will position the Village for future development at the University Park Metra station.

Current Activities

The project contract has been awarded to Transystems. A steering committee kickoff meeting was held in April. Work continues on existing conditions and background data analysis.

Description
This project created a transit-oriented development plan for the Metra station area located in the Village's downtown. The Village plans to provide recommendations to improve walkability and improve streetscaping, redevelop vacant and underutilized land, promote the Village as a tourist destination and encourage the use of Metra.
Current Activities
The Village Board formally adopted the Plan on August 13, 2013. To continue support of the Village's TOD efforts, the RTA selected the Village as part of the 2014 Community Planning Program of Projects for a Developer Discussion Panel. The Panel convened on February 10, 2015 and a summary of this discussion can be found on the Fox Lake Developer Discussion Panel RTAMS page.

In September of 2017 the Village Board designated the Fox Lake station area as a Business District, where an additional 1% sales tax will be applied to generate revenue for promoting redevelopment and constructing public infrastructure.

Description
The project developed a plan to guide the location of a park and ride and potential a station area site for the proposed Metra Burlington Northern Santa Fe extension. The resulting plan provided recommendations to link the proposed station area with the existing downtown, residential areas and employment centers as well as transit-oriented development options. Initial phases of the plan call for the development of a Park-N-Ride that would service the Aurora Metra Station.
Current Activities
The Village Board adopted the Plan in September 2009. Two potential sites were identified for a future Park-N-Ride: one site north of Route 30 east-adjacent to railroad tracks and one site south of Route 30 west-adjacent to the railraod tracks. Pace and the RTA will continue to monitor the market to implement a Park-N-Ride at one of the two locations.

This plan was awarded an IL-APA Award in 2010.

Description

This project assisted the City of Chicago in creating a comprehensive, station area master plan for the Jefferson Park neighborhood in the vicinity of the Jefferson Park Transit Center. This plan developed recommendations for transit access improvements and transit-supportive land uses that will complement the renovated Jefferson Park Transit Center, which facilitates CTA Rail and Bus, Metra Rail and Pace Bus service.

Current Activities

The plan was reviewed and adopted by the Chicago Plan Commission on December 20, 2018. The CTA completed station renovation work in 2019. The RTA further supported implementation activities by convening a panel of developer experts in June of 2021 to provide detailed guidance to attract infill redevelopment along Milwaukee Avenue.

During the summer of 2021 the People's Alley identified in the plan will be constructed in the alley between 4870 N Milwaukee and 5438 W Higgins. The alley will feaure a pedestrian plaza, new pavers, decorative overhead lights, seating and an identifying arch at the entrance.

In January of 2021 Chicago's City Council Committee on Housing and Real Estate unanimously voted to approve the sale of the property at 4841 N. Lipps Ave., formerly the Jefferson Park Firehouse, to a developer with plans to convert it into a mixed used development, with a first floor brewery with residential units on the upper floors.

Description

This project assessed current conditions and recommended improvements for the Elmwood Park station area located on the Metra Milwaukee District West Line. The plan identified transit supportive opportunities and addressed auto and pedestrian circulation issues.

Current Activities

The study was completed in July 2006. In June 2021 the Village of Elmwood Park purchased the vacant lot at 7505 W. Grand Avenue, across from the Metra station, to facilitate future development.

The RTA is monitoring progress and will provide technical assistance and support as needed.

Description

The Westmont Transit-Oriented Development Opportunity Study identified mixed-use redevelopment opportunities in the Metra station area. The study recommended the development of mid-rise medium density housing within the station area. In addition, the study addressed improved transit access to the station area and along Cass Avenue in the vicinity of the station.

Current Activities

The study was completed in September 2000. Over the past 10 years, Westmont has built a new Village Hall & Police and Fire Department facility, a new Library, updated their Metra Station and built a new community park and fountain. Additionally, the Village installed new decorative streetscapes and a community sound system which provides background music and community announcements to enhance the pedestrian friendliness of the area.

Westmont was chosen as part of the 2012 RTA Community Planning Program of Projects to update their zoning regulations their TOD study area to include transit-supportive regulations. Although the TOD regulations developed during the project have yet to be adopted, the Village Board did adopt a new zoning map on March 15, 2018. The proposed regulations developed during this project continue to be used as guidelines for downtown projects in the Village.

Quincy Station, a 5-story mixed use building was completed in spring of 2022.  Located at the intersection of South Cass Avenue and West Quincy Street, this mixed-use, multi-family residential building features 94 residential units and a ground floor retail/commercial space.

+ Geneva Downtown / Station Area Master Plan Community Planning Transit-Oriented Development Plan Geneva $124,081

Description
This project created a transit-oriented development plan for an approximate ½ mile radius of the Geneva Metra Station. The plan recommendations focused on the expansion of retail development, increasing housing diversity, mixed-use development, parking expansion and improving access to and around the station. The final report consists of an existing conditions report, market analysis, concept plan, parking and circulation plan, design guidelines and implementation recommendations.
Current Activities
The plan was formally approved as an amendment to the Geneva Comprehensive Plan in November 2012. In May 2015, the City completed construction of a third tier on the Third Street parking deck, adding an additional 180 spaces.

Geneva continues to build transit supportive infill residential development per the plan recommendations. Two recent developments are noteworthy Campbell Row and Park Place, both completed in 2017. Campbell Row is a 5-unit townhome development at the corner of Campbell and Fourth Streets, 1/3 of a mile from the Geneva Metra station and within two blocks of Pace routes 801 and 802. Park Place is a 30-unit row house development at the corner of First and Stevens within 3/4 mile of the Metra station and Pace bus routes. In addition, in August 2019, approval took place for Phase I of Hamilton Place, which includes the construction of 16 single-family homes at the Northeast corner of Richards & State street.
