Description

The Westmont Transit-Oriented Development Opportunity Study identified mixed-use redevelopment opportunities in the Metra station area. The study recommended the development of mid-rise medium density housing within the station area. In addition, the study addressed improved transit access to the station area and along Cass Avenue in the vicinity of the station.

Current Activities

The study was completed in September 2000. Over the past 10 years, Westmont has built a new Village Hall & Police and Fire Department facility, a new Library, updated their Metra Station and built a new community park and fountain. Additionally, the Village installed new decorative streetscapes and a community sound system which provides background music and community announcements to enhance the pedestrian friendliness of the area.

Westmont was chosen as part of the 2012 RTA Community Planning Program of Projects to update their zoning regulations their TOD study area to include transit-supportive regulations. Although the TOD regulations developed during the project have yet to be adopted, the Village Board did adopt a new zoning map on March 15, 2018. The proposed regulations developed during this project continue to be used as guidelines for downtown projects in the Village.

Quincy Station, a 5-story mixed use building was completed in spring of 2022.  Located at the intersection of South Cass Avenue and West Quincy Street, this mixed-use, multi-family residential building features 94 residential units and a ground floor retail/commercial space.

Description

The Village was chosen as part of the 2012 RTA Community Planning Program of Projects to update the zoning ordinance in the Village's TOD study area to include transit-supportive regulations.

Current Activities

Description

Called the "Queen Suburb of Chicago" by early realtors, Western Springs is known as a community with lovely homes, great neighborhoods, and a strong sense of community. It also has a wonderful, small downtown with unique restaurants and shops centered on a Metra commuter rail station. To maintain and enhance this unique core of community life, in 2011 the Village crafted a Downtown Redevelopment Plan. The planning process involved an extensive public participation process, including a community survey, participatory workshops, a temporary storefront office for walk-in conversations about downtown, direct interviews and meetings with property owners and developers, and oversight by a steering committee. The intensive process resulted in a Plan that was adopted by the Village Board on August 22 by Ordinance 11-2643 as an amendment to the Village's Comprehensive Plan. Highlights of the plan include a wayfinding system, a renovation strategy for the overall streetscape, identification of nine potential redevelopment sites, creation of design guidelines, façade renovation sketches, implementation strategies, a marketing and promotions strategy, and examination of parking demand and identification of parking improvements.

Current Activities

Construction completed in 2020 of Foxford Station, a 28 unit condominium development with 3,800 square feet of ground-floor commercial space at Wolf Road and Burlington, across the street from the Metra station.

A developer plans to break ground in the fall of 2022 on a 10-unit condominium development on Hillgrove Ave., between Franklin and Howard Avenues.

The RTA will continue to monitor progress and offer assistance as needed.

Description
This project assisted the City with a developer panel to review the City's existing CBD area plans, analyze the CBD for prospective development, and make recommendations for the City's future efforts to market and enhance the Downtown area. Future enhancements to the CBD will support mass transit with new development and redevelopment in the Main Street Corridor and West Washington Street Area.

Description

The WTW program provides small, short-term, low-interest loans to low-income families for the purpose of purchasing or repairing a car to get to work, childcare, and to pursue educational or job training opportunities. The project funding will be used to support operating costs associated with client screening and case management, and for a small loan guarantee pool. This project will replicate other JARC projects that have been successfully implemented in other parts of the country.

Current Activities

The Salvation Army launched the Ways to Work project on September 26, 2011. Since the program's inception through March 2015, 2,369 individuals have attended personal finance education classes and 506 loans have been approved. This project is complete.

Description

This project will add multi-modal access improvements to multiple Pace Routes on the Washington Street corridor. Route 572 is the primary route that serves the corridor, although Route 562 also serves portions of the corridor and four others connect to it (561, 565, 566, 569). Improvements include bus shelters and concrete pads, wayfinding to important destinations, curb extensions at the intersection with the Robert McClory Bike Path, crosswalk improvements along the project area, and bike parking at the Metra station.

Description
The Waukegan Intermodal Transit Facility Study recommends connecting the downtown area, which is located on a bluff, with the lakefront and the Metra commuter rail station utilizing transit-oriented development principles. A key component includes provisions for the development of an intermodal facility. The plan also recommends improved pedestrian, vehicular and transit access as part of the new facility. The study was completed in December 2000.
Current Activities

Waukegan completed the Washington Street Commercial Corridor Plan with assistance from CMAP's Local Technical Assistance Program in 2015. The plan identifies opportunities for economic development along a main artery of downtown Waukegan.
