Description
This project will provide reverse commute employment transportation for low-income persons who have criminal records and are residing in Cook County. The daily service, to be operated by a private contractor, will cover three employment shifts. Individuals will be transported to and from five designated pick-up points in the City of Chicago to employers located in the suburbs. The designated pick-up points may all be accessed through CTA.
Current Activities
The grant contract with the Safer Foundation was executed effective August 11, 2010. Funds for this service were exhausted in August 2011. In its last year of funding the project averaged 153 trips per month. The Safer Foundation is continuing the service with its own resources. This project is complete.

Description
The City of Blue Island Transit-Oriented Development study recommended improving the pedestrian environment between the Metra Electric and Rock Island District stations that are located within 500 feet of each other and where significant passenger transferring between the stations occur. The study also recommended providing streetscaping and guidance signage enhancements from the two stations to downtown Blue Island and Saint Francis Hospital, which was renamed to MetroSouth Medical Center in 2008.
Current Activities

The study was completed in May 1999. The RTA recently completed a Phase II Transit Corridor Study which developed conceptual development programs for two parcels in the TOD area; one parcel is an under-utilized parking area Southeast of the Vermont Street Rock Island station and the other is adjacent to the station. Additionally, through an RTA Pilot Project providing implementation technical assistance, a new zoning district called the Uptown Transit-Oriented District was created and formally adopted into the City Zoning Ordinance on June 14, 2012. The new regulations can be found here

In 2012 Metra received a grant from the Innovation, Coordination and Enhancement (ICE) Program for improvements to the Blue Island, Vermont Street Interagency Transfer Station. This project includes additional interagency signage at multiple locations, including both Metra stations. Additionally, the RTA chose Blue Island as part of the 2013 Community Planning Program to work with ULI to assemble a developer discussion panel to provide input, guidance and advice to the City as they work to attract TOD investment on a City-owned parcel adjacent to the 119th Street Metra station. This discussion took place on August 12, 2013 and a summary of this discussion can be found in the Related Reports link. The City is currently working to implement the recommendations from this discussion.

Description
This project assisted the Village with the creation of revised zoning regulations to encourage, attract and allow TOD investment in areas near the Morton Grove Metra station. Previous to the update the zoning code did not reflect current market demands or development patterns, nor did it always allow the types of development the Village envisions in the Metra station TOD area.
Current Activities
The Village Board adopted the code amendments in December 2018. The RTA will monitor for success of the revised zoning code.

Description
This project assisted the City in determining what changes to the City zoning ordinance should be considered to better reflect the actual supply and demand for parking in TOD areas, and encourage increased transit use by residents and businesses in these areas. Parking requirement alternatives were analyzed for all CTA and Metra station areas in the City of Evanston. The City's goal was to increase the use of transit, balance the supply of parking needs in TOD areas and refine policy that will lead to the elimination of unnecessary parking being constructed in the City. A parking research and best practices report was written to based on TOD parking best practices,recommendations to reduce parking requirements for the City as well as other strategies to reduce the parking demand near transit stations.
Current Activities
A Text Amendment to officially reduce the parking requirements in TOD areas was adopted by City Council in September 2017 and is being applied to new developments in the City's TOD areas.

Description

The RTA and the Chicago Metropolitan Agency for Planning (CMAP) assisted the Village to develop the Robbins TOD and Industrial Areas Plan, which examined strategies and locations for potential redevelopment near the Village's Metra station. As part of the Robbins Stormwater Park and Midlothian Creek Restoration project conducted by the Metropolitan Water Reclamation District, approximately 140 acres of land near the Robbins Metra station will be removed from the floodplain, making it available for potential development. To establish a development strategy for this area, the Village embarked on the TOD and Industrial Areas Plan, which envisions a mixed-use neighborhood with a stormwater park to the north.

Current Activities

The Robbins Board of Trustees adopted the Robbins TOD and Industrial Areas Plan at their February 28, 2023 meeting. The adopted plan can be found in "Related Reports."

Description
This project developed specific zoning regulations and guidelines to reflect and implement the previously-adopted Village Town Center Plan. This plan outlines strategies for the Village to attract and encourage TOD investment near the 203rd Street Metra station. Form-based regulations were included in the revised code.

Description

The RTA is assisting the City of Berwyn to make transit-supportive amendments to the zoning regulations along the Harlem Avenue corridor from Roosevelt Road to Pershing Road. The result will include code revisions that foster a pedestrian-friendly development style along the corridor, preparing it for future Pace Pulse service. Revising the code along Harlem Avenue is a recommendation for the City in the Central Harlem Avenue Corridor Study.

Current Activities

Work on this project began in 2023 with stakeholder interviews and an elected/appointed officials roundtable discussion in June with the Berwyn Committee of the Whole. The project team has completed community engagement activities and is developing draft recommendations for City staff review.

Description

The RTA is assisting the Village of Maywood to amend the Village’s Zoning Code in the downtown area as recommended in the Maywood TOD Plan Update, completed through the RTA’s Community Planning program in 2020. Code updates will foster the type of development envisioned in the plan, address current parking in downtown Maywood, and respond to the historic nature of the area. The project’s focus area includes Lake Street and 5th Avenue.

Current Activities

This project began in 2023 with a series of community engagement events to gather input from the public on potential amendments. These included stakeholder interviews, a public open house, and an elected/appointed officials roundtable discussion with the Maywood Planning Commission/Zoning Board of Appeals. Based on Village staff review of initial recommendations, the project team developed draft zoning amendments for Village consideration. Village staff and relevant committees are currently reviewing the draft amendments. The draft amendments will be refined during spring 2024, with anticipated adoption in the summer.

Description

The RTA assisted the VIllage of Riverside with an update to the Village of Riverside's Zoning Ordinance. The update reflects current development trends and is a step towards implementing the Central Business District Plan that promotes pedestrian oriented redevelopment near the Riverside Metra station while preserving the character of the downtown. The code revisions also align the zoning code along Harlem Ave in a manner that more transit friendly and is based on the recommendations of the Harlem Avenue Corridor Plan, developed by the RTA and Pace. The update also addresses zoning issues related to protecting the Village's national historic landmark designation.

Current Activities

Zoning Code and Sign Code amendments as well as corresponding Zoning Map updates were adopted by the Village Board in January 2023.

+ Olympia Fields Town Center Development Plan Community Planning Transit-Oriented Development Plan Olympia Fields $37,949

Description
This project developed a concept plan for a new town center on a 54 acre green-field site adjacent to the Metra Electric station in Olympia Fields. The proposed town center includes a mix of civic, commercial, retail, and residential land uses adjacent to an expanded commuter rail facility.
Current Activities

The study was completed in October 2000 and in 2014 CMAP funded an update to this study with support from the RTA. 

Additionally, the RTA coordinated with ULI to assemble a panel of developers on June 12, 2013 to solicit guidance, advice and input from the development community on TOD opportunities near the 211th Street Metra Station. This discussion focused on property adjacent to the Metra station in both Park Forest and Olympia Fields. A summary of this discussion can be found here: 211th Street Station

The Village was selected by the RTA to complete a TOD zoning code update as part of the 2016 Community Planning program. Work on the zoning code is now complete and the updated zoning code and design guidelines were adopted by the Village Board in September 2018.
