Description
This project assisted the Village of Brookfield with a Developer Discussion Panel to gather guidance and advice from development experts. The objective is to attract development to vacant sites and encourage infill development. The Developer Discussion Panel helped the Village determine goals and needs in order to best utilize the land. Current Activities
The panel was held in August 2018 with members of the Village of Brookfield, ULI Chicago and the RTA in attendance. The Village continues to experience incremental growth near the Brookfield station in the form of new apartment development. A summary report can be found to the right in Related Reports. Description
This project developed a transit-oriented master plan for 2.16 acres of land located immediately adjacent to the Village's Metra station, building off recommendations in the Grand Avenue Village Center Plan completed in 2006. The plan also includes a market assessment of market-supportable densities and transit-supportive uses appropriate for this site and conceptual ideas for various other opportunity sites throughout the TOD area. The plan was adopted on June 5, 2014. To continue support of their efforts, the RTA selected the Village to receive funding assistance for a Developer Panel as part of the 2015 Community Planning Program. The RTA, in conjunction with ULI convened a panel of development experts to provide guidance and advice to Village staff and elected officials on ways to attract investment in the TOD area. This discussion took place on November 18, 2015 and the summary report is available on the project's RTAMS webpage. In 2021, the River Grove Station development was completed and began leasing units. The 40-unit multi-family development is located adjacent to the River Grove Metra station in the area designated as "Site 1" in the River Grove Thatcher Avenue Transit-Oriented Development Plan (2014). Description
This project developed a comprehensive town center revitalization plan for the Winfield station area located on the Union Pacific West line.
Current Activities
In August 2010, a newly-constructed pedestrian underpass opened to facilitate pedestrian access to both sides of the Metra tracks. Additionally, the Village is currently exploring funding opportunities for a shared parking deck in their TOD area to free up various parcels of land currently used as surface lots, a key recommendation in this study.
In 2019 the Village approved the construction of Winfield Station, the development planned for the former Winfield Fuel & Material Co. site immediately south of the train tracks along Winfield Road. The plans calls for a five-story building that will offer 162 units, including 15 efficiency units, 90 one-bedroom units and 58 two-bedroom units. Project DetailsDescription
The RTA worked with the Village to convene a working group consisting of Village staff, the City of Blue Island, RTA staff, CMAP, Metra, ATA and Cook County Highway Department to identify ways to improve pedestrian mobility and access to the Metra Station.

Project DetailsDescription
This project developed service specifications, potential funding sources and a marketing plan for a local transit circulator system in Naperville, as recommended in the DuPage Area Transit Plan. The final report was approved by the Naperville City Council on July 17, 2009.
Current Activities
Naperville has been exploring strategic funding opportunities since completion of this project with support from the RTA and Pace.

Project DetailsDescription
This project assisted DuPage County in developing options to improve transit connections to major employment centers in the County, with a focus on first and last mile transportation gaps with existing transit services. The ultimate goal of the project was to improve commuting options and access to jobs for those commuting to and within the County.
Current Activities
The final report, completed in the summer of 2017, identifies ways to improve transit connectivity and enhance the reach of the transit network in DuPage County. RTA is monitoring future implementation efforts by the County.

Project DetailsDescription
The Village of Hazel Crest 170th Street Station Transit-Oriented Development Planning Study resulted in a concept plan, design criteria and strategies for redevelopment of the station area. The study also recommended improved pedestrian and vehicular access, shared parking for commuters and business patrons, and physical improvements to buildings and infrastructure in the study area.
Current Activities
The study was completed in October, 2002 however, the Village received funding in 2016 from SSMMA to complete and update of the TOD Plan to take into account changes in market conditions as well as availability of affordable housing. In 2012, the Village was part of a Homes for a Changing Region report that explored regional and state strategies to address imbalances in northeastern Illinois' housing stock. Also involved were the Villages of Lansing, Olympia Fields and Park Forest with the RTA providing support as needed. This report recommends that Hazel Crest focus on rehabilitating existing housing stock and prioritize infill development around the Metra station area and along key corridors by revising zoning regulations to allow for higher densities. Project DetailsDescription
This project assessed the existing Ride in Kane program and recommended areas of improvement. Program performance and financial conditions were examined. Solution strategies of the report focus on elements such as trip scheduling, reporting procedures, and trip pooling. An implementation plan and sponsor toolkit resource guide were prepared to assist program participants in enacting recommendations.
