Description
This project assisted the Village to plan for mixed use development in their core downtown area surrounding the Libertyville Metra station. The plan details the creation of a livable and walkable downtown area that remains architecturally significant and that will contribute to economic development and transit ridership. Current Activities
The final report was adopted by the Village Board in November 2017. In July 2018 the Village Board approved $1,289,800 to modify the basic downtown Metra station to add restrooms and upgrade the design to what is considered more in keeping with Libertyville's historic character. Station improvements were completed in 2019. In 2021 the 116-year old historic building at the southeast corner of School street and Milwaukee Avenue, former home to the La Villa Theatre in downtown Libertyville was renovated to include eight apartments on the upper two floors and the restoration of the building's original features. In early 2024 the Village of Libertyville completed the installation of five new wayfinding signs throughout the downtown, including one directly outside the Metra station. This was a transportation recommendation in the Downtown TOD Plan. The RTA will monitor the Village's progress to implement the Plan. Funding Amounts by Source

Project DetailsDescription
The Maywood station area planning project developed a plan for revitalizing the downtown core and improving pedestrian and vehicular access in the station area.
The station area plan was developed in concert with a new Village comprehensive plan.
Current Activities
The study was completed in January 2004. The Village was chosen as part of the 2012 RTA Community Planning Program of Projects for assistance with developer recruitment and solicitation of opportunities in the TOD study area. A panel of development experts met in December 2012 to discuss redevelopment opportunities in the TOD area. A Summary of this discussion can be found in the Related Reports section. Project DetailsDescription
This study created a transit-oriented development plan for the area adjacent to the Manhattan Metra station. The plan provides guidance for the location of civic, residential, office, commercial, and recreational spaces. Particular attention is paid at enhancing the core downtown while developing a 100-acre parcel adjacent to the station. The plan makes recommendations for the surrounding land uses, transportation improvements, and proposed crossings while outlining an implementation plan and design guidelines to be used by the Village and potential developers. The Manhattan Village Board unanimously adopted the Village Center Master Plan in September 2010 and this plan was awarded an IL-APA Award in 2011.
Current Activities
The RTA provided the Village with continued support through Community Planning Program with two projects: Updating the Village's TOD zoning regulations and a ULI Developer Discussion Panel. The Village of Manhattan unanimously approved the Downtown Zoning District in June 2012. As a follow-up, the RTA worked with ULI to convene panel of development experts to discuss the future of development in the TOD area in April 2013. A summary of this discussion can be found below in Study Documents.
The Village is currently focusing on improving the attractiveness of public space in the TOD area. The first project completed was a new public parking lot on Wabash between North Street and US Route 52 and the Village will soon begin preparing a layout for the area behind Village Hall to include additional public parking, landscaping and a gathering space for community events as recommended during the Developer Panel Discussion. Project DetailsDescription
This project created a transit-oriented development plan for the Village's Metra station area. The station area was designated in the 2010 Village of Hanover Park Comprehensive Plan as the location of the new Village Center and this plan built upon this vision by planning for increased residential density, mixed use retail, and freestanding retail and office space. The plan is anchored on the Village's existing Metra station and also accounts for anticipated land use changes due to a planned boulevard as an approach to the western terminus of the Elgin-O'Hare Expressway. The Village Board formally adopted the Transit-Oriented Development Plan as an amendment to their comprehensive plan in May 2012.
Current Activities
The Village's TOD plan continues to encourage development adjacent to the Hanover Park Metra station. A 126 unit townhome development was completed in 2014 and is located approximately 1/4 mile north and within convenient walking distances of the Metra station and connecting Pace bus services (route 554).
Through the RTA Community Planning Program, the Village participated in a RTA/ULI Developer Discussion Panel to solicit guidance and advice from the development community on ways to attract investment in the TOD area. Description
The RTA is assisting the City of Geneva with establishing a special financing district to implement recommendations contained in the Downtown Station-Area Master Plan. An existing Special Service Area (SSA) is in place but set to expire in 2023. The RTA will assist the City to determine whether to extend and expand the scope of the SSA and/or create a different funding source, funding generated from which would work to implement plan recommendations. This program provides transportation and mobility management services for persons with disabilities, the elderly and low-income individuals residing in eastern Will County townships. The program is an outgrowth of the county's coordinated paratransit plan funded through the RTA's Subregional Planning program. The RTA Board approved the 2011 Program of Projects at its November 16, 2011 meeting. Grant agreements have been executed. By agreement with Washington Township this project has taken on the management responsibilities for grants initially awarded to Washington Township. As a result of this agreement an additional $32,970 in federal funding has been added to this project. Will County formed the Paratransit Council that will help to set policy for the project. This program provides transportation and mobility services seniors and individuals with disabilities residing in eastern Will County townships. Current Activities

These reservation based, curb-to-curb services that pick up general public riders within a specified geographic area of approximately 8 square miles and takes them anywhere within that same area. Three Call-n-Rides will operate in the communities of Park Forest (Rich Township), Tinley Park (Orland Township), and Huntley (Grafton Township). The services will allow reverse commuters to be transported to employment areas within the respective service areas as well as providing connections to Metra stations for the traditional commuter market. The RTA Board approved this project at the November 2012 meeting. As the next step, Pace will submit an application to the Federal Transit Administration. The Ride in Kane program is in its second year of operation. This program coordinates paratransit services in Kane County into a centralized system that optimizes transportation resources for older adults, persons with disabilities and low-income individuals.
