Project Management Oversight (PMO) Capital Projects

The design for this project has been completed in October 2022. CTA has developed a construction procurement package and it is currently out for bid.

Activity for this project continued in this reporting period with real time bus information signage and electrical connections installed. Additional signs will be installed using other PAYGO funding for additional signs. This will be the final update on this project.

Construction of the facility has been completed in September 2022. Pace received the occupancy permit and the facility operations as well as bus service started in October 2022. Pace added an additional phase to the project to include an electric bus charger and electric car chargers, as well as procurement of various furniture and equipment for the facility and offices. This last phase of the project has reached substantial completion in April 2023. This project is currently in close out.

A Notice to Proceed was issued in February 2023 for the construction of the Northwest Transportation Center ADA Transfer Facility. The MWRD permit was approved and construction fencing was installed for the west canopy demolition work. Similarly, the underground storm sewers and drainage structure installation were completed in the west parking lot area and have been connected to the existing storm sewers east of the bus driveway. The existing detention basin west of the bus driveway has been backfilled. The Issued for Construction (IFC) drawings are being revised by the designer based on comments from Pace. Progress continues on the implementation of various technology enhancement projects. The first two phases of the Taxi Access Program have been completed and the vendor is currently working on the third phase. Activities continued related to the real time signs installed at various transit centers along the Pulse Milwaukee Line with various details on the specifics of screen size. Concurrently, real time bus information signage and electrical connections continued for various project elements. Permitting, installation, and invoicing continued as well.

There are 100 complete buses and 100 buses in service from the base order. Option 1 has 91 buses completed and 66 buses in service. Training is ongoing for the proper function and maintenance of the buses. Inspections are still ongoing. The delivery of the last 9 buses from option 1 are expected to be delivered in October 2023. Option #2 has nine buses delivered and are being prepped to be put in service.

A contract was executed with STV Construction Inc. for project management consulting services. Task 1 involved a systems review of Pace's capital projects completion process and recommendations of industry best practices. The consultant completed the task order for this funding. This will be the final update of this project.

The City of Joliet and Pace entered into an Intergovernmental Grant Agreement for this project. The overall Joliet Gateway Terminal project is being managed by the City of Joliet. The City of Joliet prepared 100% design and bid the larger Intermodal Transportation Project, of which the Bus Turnaround Component is a part of. A construction contract was awarded, notice to proceed was issued in February, and construction began in March. Substantial completion and beneficial occupancy for the depot building was achieved in December 2021, after a walk?through inspection of depot building. The Scott Street pedestrian tunnel was completed in April 2022. Punch list items on building, passenger platforms and site landscaping were completed in June 2022.

A total of 67 buses have been ordered to date. The first order consisted of 23 buses, all of which are in service. These were delayed due to the COVID-19 crisis. The second order consisted of 44 buses. All of the buses under the second order were received, with the final bus delivered in February 2023. The buses service the areas currently serviced by Fox Valley and Batavia. Pace will not pursue purchasing anymore buses under this contract. This will be the final update on this project.

The milestones related to accepting the two pilot buses was completed in November 2023. Work on Milestone 3 continues but is behind schedule. The CTA is waiting for NFI to submit a new Recovery Schedule that will demonstrate how the schedule will make up for the delays to the project to get it back on schedule. A new Recovery Schedule is expected by the next reporting period.
