Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Description
This project involves the purchase of a digital video recording (DVR) system. The system will replace the 12-year old, obsolete system currently running on Metra’s rolling stock. The new system will allow for video recording of railroad signal aspects and incidents and includes inward-facing cameras and outward-facing, dual-lens cameras.

Current Status
The new technology allows recording at a faster frame rate and higher resolution, allowing slowing down the recording to less than real time rates without distortion, blurring, or loss of resolution. Currently, the DVR system is being installed by Metra Forces and passenger cameras are being installed by a vendor. All prototype installations were completed with them running with no issues. The full-scale installation began, and kits started delivery in October 2022. In total, 71 cars were completed, and the project is on-going and continuing installation activities.

Description
Metra acquired an existing warehouse facility to develop a centralized warehouse for materials that support the activities of the commuter railroad system. The central warehouse will combine 4 existing buildings that are overcrowded and create efficiencies by allowing Metra to buy in bigger quantities and lower freight delivery costs. Renovations will continue as part of a multi-year, phase-funded project.

Current Status
The property acquisition, environmental site assessment and interior demolition were previously completed. Roof rehabilitation work has been ongoing and is scheduled to be completed at the end of May. Interior build out work, lighting and fencing will be completed by Metra forces after the roof work is finished.

Description
This project involves upgrades to protected grade crossings to improve safety and reliability of grade crossing protections. Metra has approximately 300 active grade crossings with warning devices. This project will fund upgrades of circuitry at these grade crossings to the latest technology. Metra will install monitors to remotely check the condition of the grade crossing protection system. When a monitor detects an anomaly, the system will send notice to the back office and dispatch a signal maintainer to perform repairs.

Current Status
Metra has executed a contract with a software vendor in January 2023. Currently, the 14 locations are being updated with remote monitoring. The software vendor is also working on the user interface. The construction at grade crossings is ongoing and will be completed at all locations this summer along with complete software installations and training.

Description
This project is the first phase of installing up to 310 ticket vending machines (TVMs) at selected stations throughout the Metra system to provide added amenities to Metra customers. The TVMs will offer a variety of ticket purchasing options and make purchasing tickets faster, easier, and more convenient for our customers. The TVMs will be fully ADA-accessible and will offer the ability to purchase tickets using contactless cards and mobile wallet applications and will no longer need to insert debit/credit cards into the machine.

Current Status
This project is currently in the production phase. The manufacturing of the first 100 TVMs is in progress. Seventy-Seven (77) total TVM’s have been delivered and installed. The extended pilot program continues with the newly installed TVM’s.

Description
Life Extending Overhaul - Up to 430 Standard (1000 Series) - This project will overhaul the engine and other major sub-components to provide the minimal amount of work necessary to keep the fleet going. By end of FY2020 630 buses will have met their estimated 12 year life expectancy. This extension would extend the bus life by four years. The life extension for the 40 foot 1000-1629 New Flyer Bus is essential to keeping a majority of the CTA fleet running in optimal condition. The current fleet of 40 foot NF buses is over 1000 buses. This project is essential to meet availability requirements for CTA. These buses were purchased in 2006-2007 and this life extension is essential to maintaining peak availability requirements at all 7 bus garages.

Current Status
The CTA Team drafted technical specs and project scope are under review as of this reporting period. The team completed testing the pilot Haldex air dryers on two buses and the buses were put back in service. The Team continues to complete the project independent cost estimate and release the updated specifications to the Purchasing Department to start the bid review/release process.

+ CTA All Station Accessibility Program - Elevator Replacement Stations & Passenger Facilities Rail $0 $4,633,224 Behind Schedule

Description
Funding will provide for second installment of funds to rehabilitate and/or replace elevators throughout the system. This funding along with the granted Rebuild Illinois funds provide in part for phase one of the program. For the Elevator Replacement Program, complete inspection of an elevator will need to be conducted to identify all deficiencies. Once inspections are complete, the CTA will need to determine whether rehabilitation or replacement is warranted. The individual scope of work for each elevator will vary depending on its condition and elevator type (machine room-less (MRL), geared, gearless, or hydraulic). Current Status
The Notice to Proceed for the designer has been issued in June 2022. The designer is completing site assessments and elevator inspections. An assessment report will be developed to prioritize the elevator replacement or rehabilitation locations. The report will also provide the scope of work needed for each individual elevator. A draft report is expected to be submitted to CTA in June. Once the report is finalized, CTA will issue a procurement for construction based on the priority recommendations from the assessment report.

Description
This project involves lifting a bridge between 78th Street and 79th Street on Metra’s Rock Island Line. The bridge spans over three sets of railroad tracks owned by The Belt Railway of Chicago and Norfolk Southern in Chicago at milepost 8.7. This project is a necessary component of the new Auburn Park station project.

Current Status
The design for the project has been completed. Metra advertised the construction procurement and received only one bid. The proposed cost exceeded the allocated construction budget for the project. Metra made a decision to re-design the project to reduce the risk off of the potential contractor and attract more bids. A change order has been issued to the designer and the re-design is 90% complete.
