Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Description
The scope of this project will provide for the engineering, purchase, and inspection of fully accessible, air conditioned Clean Diesel buses; including a spare parts inventory. Engineering includes: development of specifications, pre-bid engineering meetings, onsite inspections of prospective bidders and/or their vendors’ plants, inspection of buses during production and acceptance of vehicles after delivery. 5 Year funds will continue funding stream for the Option(s) to replace up to 500 additional buses. Option(s) to the Base (100) contract order consist of up to an additional 500 buses that will initiate multiple orders to replace the 1000 Series New Flyer buses that have been in service since FY 2006.

Current Status
There are 100 complete buses and 100 buses in service from the base order. Option 1 has 91 buses completed and 66 buses in service. Training is ongoing for the proper function and maintenance of the buses. Inspections are still ongoing. The delivery of the last 9 buses from option 1 are expected to be delivered in October 2023. Option #2 has nine buses delivered and are being prepped to be put in service.

Current Status
A contract was executed with STV Construction Inc. for project management consulting services. Task 1 involved a systems review of Pace's capital projects completion process and recommendations of industry best practices. The consultant completed the task order for this funding. This will be the final update of this project.

Current Status
A total of 67 buses have been ordered to date. The first order consisted of 23 buses, all of which are in service. These were delayed due to the COVID-19 crisis. The second order consisted of 44 buses. All of the buses under the second order were received, with the final bus delivered in February 2023. The buses service the areas currently serviced by Fox Valley and Batavia. Pace will not pursue purchasing anymore buses under this contract. This will be the final update on this project.

Current Status
The milestones related to accepting the two pilot buses was completed in November 2023. Work on Milestone 3 continues but is behind schedule. The CTA is waiting for NFI to submit a new Recovery Schedule that will demonstrate how the schedule will make up for the delays to the project to get it back on schedule. A new Recovery Schedule is expected by the next reporting period.

+ CTA 2021 - Bus Maintenance Rolling Stock Bus $0 $0 On Schedule

Description
Funding for this project will provide for an ongoing capital maintenance program that consists of tasks necessary to keep buses in service through systematic inspection, detection, and prevention of incipient failure. CTA’s scheduled maintenance program consists of planned preventive maintenance work to maintain bus performance. While major overhaul work is performed on a mid-life cycle basis, additional focused maintenance work is required at certain intervals, outside of the mid-life overhaul, during the life of buses. When certain maintenance tasks are needed to repair or replace, before it reaches its end of useful life and failing with an increased frequency, specific component campaign work is conducted.

Current Status
The contractor, STV, completed all the work under contract for PMO services Task Order #5, which included e-Builder administration, augmentation of Pace staff, and other consulting services. Final invoices remain and this will be the final update on this project.

Description
Pace is in need of a stand-alone storage solution and will construct a shed to store and secure up to 10tons of bulk rock salt that is used during the winter season. The construction of the shed will be within thefootprint of Pace's parcel. This shed will allow for accessible use with Pace's skidsteer to load rock saltonto the pickup trucks and distribute it on approximately more than 15,000 square yards of grounds(parking lots and driveways), in addition to sidewalks, in a safe and more efficient manner. CurrentlyPace purchases 50-pound bags of salt that have to be loaded manually which has become very unsafein term of personal injury risk and is very time consuming as it has to be loaded multiple times per day.

Description
The purpose of this project is to eliminate building maintenance costs and security liabilities to CTA associated with the vacant buildings at the Forest Glen Bus Garage (located at 5353 W. Armstrong Avenue and 5601 N. Elston Avenue), as well as to provide additional capacity for bus parking at the Forest Glen Bus Garage. The project scope includes demolition of the buildings at 5353 W. Armstrong Avenue, 5601 N. Elston Avenue, and the existing salt shed (all currently owned by the CTA).

Current Status
Both of the vacant buildings have been demolished and the debris has been removed from the site. Fencing has been installed around the vacant lot. This project was significantly delayed due to the extensive environmental abatement process that was not initially anticipated. Final invoicing related to this process is outstanding. This is the final report on this project.

Current Status
Pace awarded a new contract for the purchase of additional vehicles in March 2022. The first order was a quantity of 47 CNG buses. The production of these vehicles has been put on hold during this reporting period. A portion of these vehicles will be utilized at the Northwest Wheeling Garage, which is an ongoing project. As Pace establishes a construction schedule for the Wheeling Garage, a production scheduled will be developed for the order of 47 buses.

+ CTA Facilities Critical Needs - Kedzie Bus Garage Façade Support Facilities & Equipment Bus $0 $0 On Schedule

Description
The project will retain a DoR firm to complete a comprehensive assessment of the structure’s exterior envelope to develop remediation and/or replacement plans for concerns regarding the exterior brick veneer delaminating from the backing block. The work will include detailing for caulking, flashing, or other treatments to prevent future similar issues from occurring due to water infiltration. Construction will repair portions of the brick that have fallen from the structure and other repairs to prevent recurrence of the failure.
