Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Description
This project involves the life?extending rehabilitation of up to 85 commuter cars,originally built by the Budd Company between 1974 and 1978, last rehabilitatedbetween 1990 and 1993. The rehab includes, but is not limited to, replacementand/or repair to electrical and control lines, heating and lighting systems,replacement of seats, floors, walls, AC units, overhaul of trucks, replacement of allwindows, door mechanisms, and emergency lighting requirements, etc..

Current Status
This project will improve the overall state of good repair for Metra rolling stock. As with the locomotive rehabilitation projects, vehicles are being removed from service in such a manner as to not disrupt operations. Seventy-four cars completed the rehabilitation continues with the remaining cars as they cycle through the rehabilitation program. The next phase of the rehabilitation work will be installing new AC units into the cars. Additional cars are being completed as a more precise and limited rehab program.

Description
This project involves the purchase of up to forty-two (42) remanufactured diesel locomotives. Thecontract has a base order of fifteen (15) locomotives with three (3) Options to order nine (9) additionallocomotives each. Metra ancipicates these locomotives to have increased horsepower, lower emissions,and greater fuel efficiency than the current fleet average.

Current Status
The bsae order of fifteen locomotives were delivered to Metra. Metra executed option #1 for additional (9) locomotives and work has begun on them. Of the new locomotives, four have been added to the rebuild schedule.

Description
The scope of this project will provide for the engineering, purchase, and inspection of fully accessible, air conditioned Clean Diesel buses; including a spare parts inventory. Engineering includes: development of specifications, pre-bid engineering meetings, onsite inspections of prospective bidders and/or their vendors’ plants, inspection of buses during production and acceptance of vehicles after delivery. 5 Year funds will continue funding stream for the Option(s) to replace up to 500 additional buses. Option(s) to the Base (100) contract order consist of up to an additional 500 buses that will initiate multiple orders to replace the 1000 Series New Flyer buses that have been in service since FY 2006.

Current Status
There are 100 complete buses and 100 buses in service from the base order. Option 1 has 91 buses completed and 66 buses in service. Training is ongoing for the proper function and maintenance of the buses. Inspections are still ongoing. The delivery of the last 9 buses from option 1 are expected to be delivered in October 2023. Option #2 has nine buses delivered and are being prepped to be put in service.

+ Metra Zero-Emissions Trainsets Rolling Stock Rail $0 $78,604,137 On Schedule

Description
Metra's investment in innovative, cleaner energy locomotives will be funded in part by this project which will procure multiple-unit car that produce zero mobile emissions. This multi-year, multi-phase project will acquire battery-electric trainsets. Metra will be among the first passenger rail transit agencies to purchase and operate self-propelled trainsets that will not require the construction and maintenance of wayside power. Metra estimates that replacing one old diesel locomotive with a zero-emission locomotive will reduce nitrogen oxides (NOx) emissions by more than 30 tons per year, thus significantly reducing the agency’s greenhouse gas footprint and greatly improving air quality in the region.

Current Status
A total of 67 buses have been ordered to date. The first order consisted of 23 buses, all of which are in service. These were delayed due to the COVID-19 crisis. The second order consisted of 44 buses. All of the buses under the second order were received, with the final bus delivered in February 2023. The buses service the areas currently serviced by Fox Valley and Batavia. Pace will not pursue purchasing anymore buses under this contract. This will be the final update on this project.

Description
This project funds the continued rehabilitation of self-propelled electric cars used on the Metra Electric. The cars delivered between 2005 and 2007. This first rehabilitation may include, but is not limited to, repair of the car body structure, interior components, and overhaul of propulsion control systems.

Current Status
The project is currently in phase 8 of 10 of the rehabilitation process. As of the end of March 2024, 227 cars were completed with another three expected to be completed in April. Overhaul activities continue on this project.

Current Status
The milestones related to accepting the two pilot buses was completed in November 2023. Work on Milestone 3 continues but is behind schedule. The CTA is waiting for NFI to submit a new Recovery Schedule that will demonstrate how the schedule will make up for the delays to the project to get it back on schedule. A new Recovery Schedule is expected by the next reporting period.

Current Status
Status conferences continued with CRRC to address/track various items. Revenue service testing ended and production deliveries begun in this reporting period. CTA inspection personnel continue working in China and continue to conduct welded subassembly checks and production car body shell inspections for production cars. There are approximately 62 car body shells in various states of assembly. Final assembly continues on 74 cars in the US. CTA has accepted 48 of the cars thus far for revenue service.

Description
Funding for this project will provide for an ongoing capital maintenance program that consists of tasks necessary to keep buses in service through systematic inspection, detection, and prevention of incipient failure. CTA’s scheduled maintenance program consists of planned preventive maintenance work to maintain bus performance. While major overhaul work is performed on a mid-life cycle basis, additional focused maintenance work is required at certain intervals, outside of the mid-life overhaul, during the life of buses. When certain maintenance tasks are needed to repair or replace, before it reaches its end of useful life and failing with an increased frequency, specific component campaign work is conducted.

+ Metra GPS Train Tracking Rolling Stock Rail $0 $0 On Schedule

Description
This project involves the replacement of the current GPS, which has exceeded its useful life. Metra will replace the GPS, on-board announcement system and signs on the entire fleet. Metra will also install automatic passenger counters and event recorders. The new system will maintain the necessary current functions, while potentially adding video surveillance, customer information displays and an information system. This project will enable Metra to track trains, count passengers and provide information with one system.

Current Status
The project design is 100% complete. The First Article of Inspection and training were completed. All installation work on the MED and RID yards were completed. Station control unit for station announcements installations were completed. Field testing is ongoing. Production installation phase is ongoing for all districts with cab car installation was completed this reporting period. Trailer car installation is at 2% completion.
