Project Management Oversight (PMO) Capital Projects
The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently. The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.
Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.
PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site. The latest report is the December 2023 Project Management Oversight report.

Project DetailsDescription
CTA complex (campus) to include a Control Center and Training Facility. The facility will be equipped with modern state of the art technology, heighten security criteria and redundant power sources. The Control Center portion of campus will include an auditorium, situation room, network operations center, and communication and training rooms. While, the new training facility portion of the campus will contain offices, classrooms, and conference rooms for CTA employee training. The training facility will contain both bus and railcar inspection pits including embedded rail track and testing track for rail operations. This project consolidates training functions across the agency within a centralized facility. Currently training is dispersed throughout the CTA system at various garages, yards, and offices due to space limitations. Thousands of CTA operating and maintenance employees use these facilities for employee training, instruction programs, and employee engagement. The primary rail and maintenance training is performed at a leased space and lacks all components necessary for proper training.

The 30% Schematic Design submittal was submitted on 01/24/2024. The 60% Detailed Design submittal was submitted on 03/4/24. CTA is working with the contractor for items related to that design submittal. The 100% advance work package for earthwork was submitted to DoR on 3/8/24 and continues to have the contractor working on it to address comments.
The 90% design submittal is expected to be submitted to CTA in mid-May and the 100% design submittal is expected to be submitted in September 2024.

Project DetailsDescription
Plainfield Garage - Completion of construction of a new 189,000 square foot bus storage and maintenance facility in Plainfield, housing up to 130 buses with 12 maintenance bays and administrative offices. Pace has executed an I.G.A. with Northern Builders and the village of Plainfield to construct the project.

Construction of the facility has been completed in September 2022. Pace received the occupancy permit and the facility operations as well as bus service started in October 2022. Pace added an additional phase to the project to include an electric bus charger and electric car chargers, as well as procurement of various furniture and equipment for the facility and offices. This last phase of the project has reached substantial completion in April 2023. This project is currently in close out.

Project DetailsDescription
Metra acquired an existing warehouse facility to develop a centralized warehouse for materials that support the activities of the commuter railroad system. The central warehouse will combine 4 existing buildings that are overcrowded and create efficiencies by allowing Metra to buy in bigger quantities and lower freight delivery costs. Renovations will continue as part of a multi-year, phase-funded project.

The property acquisition, environmental site assessment and interior demolition were previously completed. Roof rehabilitation work has been ongoing and is scheduled to be completed at the end of May. Interior build out work, lighting and fencing will be completed by Metra forces after the roof work is finished.

Project DetailsDescription
Construct a new non-revenue vehicle maintenance facility for maintenance and repair of non-revenueequipment. Facility will also include covered storage tracks for track maintenance equipment. Thepurpose of the new Non-Revenue Rail Vehicle Maintenance Facility is to provide facilities formaintenance and repair of over 125 pieces of non-revenue equipment used for right-of-way maintenanceand other rail-mounted non-revenue vehicles.

The 61st rail shop project continued to make headway. The building enclosure erected as well as roof installed. The contractor completed the bulk of scope for the project and requested substantial completion during this reporting period. The request is under review by CTA as of this reporting period.

Metra will build a new crew facility at Fox Lake Station on the Milwaukee North District Line. The design for this location is 90% complete and the 100% design is expected in July 2023. The designs for the Western Ave and Elgin facilities are 25% complete. Design activities are ongoing.

These projects will improve CTA's capacity to maintain stations and improve customer comfort and safety. CTA's Facilities department will identify stations for this targeted preventive maintenance work, driven by regular field audits performed by maintenance staff. Projects currently anticipated for this funding source may include leak remediation and grouting in stations; rehabilitation of CTA elevators and escalators (ADA); ceiling, roof or canopy repair / patching; lighting upgrades; painting and signage, among other items. This work will be performed by CTA maintenance forces with material procured as part of this project. Work will be conducted throughout the system and is considered routine preventive maintenance.

Project DetailsDescription
This project will provide for the expansion of four areas that are currently situated in the West Building of Skokie Shops to support the 5000 and 7000-series railcars maintenance cycles. All areas will be upgraded to new “clean” rooms that require the space to be enclosed, well lit, properly grounded, and air conditioned.

Currently, the General Contractor continues to submit process plans for construction and mobilization on site. Delivery of onsite storage containers was completed in this reporting period. CTA continues to coordinate and plan with the contractor for the phasing of the expansion. Concrete removal in one of the areas was completed and the contractor continues to install structures for upgrades to the existing mezzanine. The contractor will work to complete the mezzanine and then work next to the Diagnostic Center.

Project DetailsDescription
This project will provide design and construction funds for large-scale yard improvement projects at the various yards utilized by Metra. Sub-projects may include, but may not be limited to, the improvement or replacement of machines and equipment, upgrades to buildings and crew facilities, and the construction of new equipment and systems. Project activities may include, but are not limited to, HVAC and MEP system upgrades, securing hazardous and flammable materials, fire suppression system improvements, track renewal, new crosswalks, and yard platforms, replacing switch machines and components, and other activities. This project will allow for flexibility to implement high-priority yard improvements between districts that are integral to the continuation of Metra’s safe and reliable operations.
