Project Management Oversight (PMO) Capital Projects
The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently. The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.
Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.
PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site. The latest report is the December 2023 Project Management Oversight report.

Project DetailsDescription
Equipment and Non-Revenue Vehicles (Diesel Locomotives): Funding will provide for the replacement of CTA's diesel locomotive snow fighters. The self-propelled locomotives with special attachments to remove snow and ice during severe winter weather conditions are able to operate and clear system track, so that CTA can safely power up the system to restore/provide service. When traction power is down, this equipment will also be used to move rolling stock to secure locations.

The structural design was approved by the CTA and the first snowfighter was received on CTA property as of this reporting period. The contractor and CTA are working to finalize modifications and testing on the first snowfighter and then will be pushed to the remaining three snowfighters. Project DetailsDescription
This project funds the continued rehabilitation of self-propelled electric cars used on the Metra Electric. The cars delivered between 2005 and 2007. This first rehabilitation may include, but is not limited to, repair of the car body structure, interior components, and overhaul of propulsion control systems.

The project is currently in phase 8 of 10 of the rehabilitation process. As of the end of March 2024, 227 cars were completed with another three expected to be completed in April. Overhaul activities continue on this project.

Project DetailsDescription
The new station in the Edgewater neighborhood of Chicago will be built to modern standards and feature a platform-length canopy and a heated headhouse. Four ADA-compliant pedestrian ramps and six staircases will provide numerous access points that are accessible to all. A landscaped plaza with benches and bicycle parking will be installed at the station entrance. A passenger drop-off drive aisle, five accessible parking stalls, and 50 parking stalls will be constructed.

Design for the new station was completed. The contracts for construction management and construction contractor were procured and awarded in June and July 2021, respectively. Notice to Proceeds were issued in June 2021 for the Construction Manager and August 2021 for the Construction Contractor. The project had a stop work order in place but it was rescinded. Construction continues with the contractor working on concrete ramps and stairs, platform work, and bridge waterproofing. Union Pacific continues to perform flagging activities for the station construction.

Project DetailsDescription
The CTA's Forest Park Blue Line Upgrades Project is the first of four phases of the Forest Park Branch. This project will provide for new trackwork from Halsted to IMD, an accessible station at Racine, advanced utility work, and a new substation and traction power equipment upgrades at Hermitage. This work will enhance service quality via speed, reliability, and comfort, and improve operational efficiency on the Forest Park Branch of CTA's rapid transit Blue Line service.

FHP heavy mobilization is expected to begin in late April 2024 at the new laydown location at Leavitt and Lake. Heavy mobilization is expected to involve FHP’s construction materials, construction trailers and equipment.
FHP plans on having their first 54-hour line cut that is scheduled for April 26, 2024, with May 3, 2024, being a backup date as contingency. During this line cut, FHP expects to perform steel erection at Racine Station and Morgan house. FHP has requested a TAO (Track Access Occurrence) that allows manpower to work without ROW (Right of Way) training due to the complete power shut down and no train service in the work zone. The line cut work zone will extend between UIC Halsted and IMD and will be supported by CTA bus shuttles in the area. The dates are contingent on steel fabrication and submittal approvals. Project DetailsDescription
This project will provide for the expansion of four areas that are currently situated in the West Building of Skokie Shops to support the 5000 and 7000-series railcars maintenance cycles. All areas will be upgraded to new “clean” rooms that require the space to be enclosed, well lit, properly grounded, and air conditioned.

Currently, the General Contractor continues to submit process plans for construction and mobilization on site. Delivery of onsite storage containers was completed in this reporting period. CTA continues to coordinate and plan with the contractor for the phasing of the expansion. Concrete removal in one of the areas was completed and the contractor continues to install structures for upgrades to the existing mezzanine. The contractor will work to complete the mezzanine and then work next to the Diagnostic Center.

Blue Line O'Hare Branch Traction Power Improvements GTT - Project will include targeted track repairs to remove existing slow zones on the Congress Branch of the Blue Line. CTA has identified traction power voltage drop issues along the Blue Line. Scope of work will include but not limited to the following elements: New infill substations, infill wayside energy storage systems, infill tie houses, third rail replacement, addition of auxiliary negative rail; work will be performed by an outside contractor. In addition project will aslo provide for the replacement of ties, track fasteners, footwalks, and incidental signal and traction power; this part of work will be performed by CTA Field Forces.

Project DetailsDescription
This project will fund the rehabilitation of the 95th Street / Chicago State University Station on the Metra Electric Line in Chicago. The project elements may include the replacement and/or rehabilitation of station platforms, new lighting, rehabilitation of the headhouse, repair or replacement of roofs, installation of warming shelters, new platform amenities, and other related work. The project may also include wayfinding signage or other station identifiers. A new tunnel entrance will be added and parking facility upgrades will be completed. The station will be made fully accessible with the addition of elevators.

The design for this station reached 100%. There were delays on this project associated with the National Environmental Policy Act (NEPA) review process as well as coordination with the Chicago State University and additional scope added to the design. Project DetailsDescription
This project will fund the professional services of a consultant team to provide additional program management capacity made necessary by the extra funding from the state of Illinois. Funds programmed in 2022 will finance the second year of a five-year agreement with WSP Inc. for professional services under the Project Management Oversight (PMO) contract awarded by Metra’s Board in August 2020.

Project DetailsDescription
The Green Line Improvements project will largely focus on track replacement and structural repairs.This funding would support track improvements on both sides of the Lake Street Bridge, which isscheduled to be completely replaced by the Chicago Department of Transportation in 2023. The scopeof the project will include: improve the curve geometry on the east side of the bridge; replace thetimber ties and rail fasteners, install new gauge planking, replace equipment at both the east and westturnouts, and replace structural steel framing for the three side platforms adjacent to the track.

Project DetailsDescription
Rehabilitate Rail Stations - ASAP (AUSTIN): This project is part of CTA’s All Stations Accessibility Program (ASAP). The goal of ASAP is to create a vertically accessible rail system within 20 years. ASAP also adds accessibility features to vertically inaccessible stations such as sidewalks and crosswalks, power-assisted doors, accessible fare array, braille and signage, accessible Customer Assistance (CA) kiosks and staff toilet rooms, enhanced lighting as appropriate, and expanded platform clearances for wheelchair maneuverability.This project is to improve the vertical accessibility at the Lake Line Austin station (Austin station). The original street level station opened on April 15, 1899 as a section of the “Lake Street Elevated Railroad’s” surface level extension. The current stationhouse was rebuilt in 1962 as part of the project that moved the western end of the Lake Street line from a street level alignment to an abandoned strip of the parallel “Chicago and Northwestern Railway” embankment. The Lake Line began using this elevated right-of-way on the CN&W (today’s Union Pacific) embankment between Laramie and Harlem on Sunday, October 28, 1962. This station has not been upgraded since it was rebuilt. The Austin station has been identified as a station that is not vertically accessible for all customers and will require the installation of an elevator to serve this center platform configuration. Work on this project will also bring elements of the station up to current Chicago Building Code requirements and meet the National Fire Protection Association (NFPA) 130 Standard for Fixed Guideway Transit and Passenger Rail Systems emergency egress requirements.
