Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Description
This project involves the purchase of up to forty-two (42) remanufactured diesel locomotives. Thecontract has a base order of fifteen (15) locomotives with three (3) Options to order nine (9) additionallocomotives each. Metra ancipicates these locomotives to have increased horsepower, lower emissions,and greater fuel efficiency than the current fleet average.

Current Status
The first four locomotives have been delivered to Metra. The remaining locomotives continued to work in various stages of the refurbishing process including testing, cab wiring, and painting. Metra also executed option #1 for an additional (9) locomotives to the project. Of the new locomotives, four have been added to the rebuild schedule.

Description
This project funds the complete rehabilitation of the 79th Street, 87th Street and 103rd Street Stations in Chicago along with the Metra Electric (ME) Line. The project scope includes the repair or replacement of aging shelter enclosures, station lighting upgrades, and platform renovation work. Additional project elements may include but are not limited to, sidewalk repairs, upgraded bike facilities, landscape enhancements, bench repairs, and other related work as needed. The station will be made fully ADA accessible upon completion of the project.

Current Status
The designs for these stations were completed. The Notice to Proceed with construction has been issued in January 2023. The contractor is currently working on 79th St. Station where they finished the earth retention system. The contractor continues to install the foundations and concrete pours for the stairs, as well as elevator shaft. The contractor will then begin to pour the concrete slab for the station headhouse and continue with mechanical, electrical, and plumbing connections.

+ CTA Facilities Critical Needs - Kedzie Bus Garage Façade Support Facilities & Equipment Bus $0 $0 On Schedule

Description
The project will retain a DoR firm to complete a comprehensive assessment of the structure’s exterior envelope to develop remediation and/or replacement plans for concerns regarding the exterior brick veneer delaminating from the backing block. The work will include detailing for caulking, flashing, or other treatments to prevent future similar issues from occurring due to water infiltration. Construction will repair portions of the brick that have fallen from the structure and other repairs to prevent recurrence of the failure.

Subway Waterproofing & Track - Funding will provide for critical waterproofing patchwork needed to continue rail service through the Blue Line O'Hare branch.. Due to funding restrictions CTA cannot move forward with original scope of work to mitigate water infiltration in the Dearborn subway.

Description
Regional ADA Paratransit Communication Technology and Transfer Locations - Projects include upgrades to the Trapeze software, TripCheck online booking and tracking, TripCheck Interactive Voice Response phone system, text/email notifications, and Ventra integration. In areas with frequent transfers, funding will be used to purchase land, build facilities, and provide amenities for riders. Pace has identified a location that is adjacent to the Northwest Transportation Center in Schaumburg that is planned to be the first of these transfer locations.

Current Status
A Notice to Proceed was issued in February 2023 for the construction of the Northwest Transportation Center ADA Transfer Facility. The contractor is currently working on submittals, permits and mobilized on site. The MWRD permit was approved and construction fencing was installed for the west canopy demolition work. Progress continues on the implementation of various technology enhancement projects. The first two phases of the Taxi Access Program have been completed and the vendor is currently working on the third phase. Activity continues on two phases of Trapeze technology enhancements to Pace’s Trapeze paratransit scheduling system. Work has progressed on enhancements to the Account Base Processing back-office system.

Description
This project redevelops the Clarendon Hills Station on the Metra BNSF line. The station improvements include new platrofm canopies, enclosed shelters, benches, and covered bike parking. The shelters will feature green roofs. The parking lot improvements will feature kiss?and?ride areas on both sides of the tracks. Landscaping improvements will also be included.

Current Status
Metra entered into an Intergovermental Agreement (IGA) with the Village of Clarendon Hills for the reconstruction of the station. This project is part of the Village of Clarendon Hills downtown revitalization project. The Village procured a contractor and led the construction project. The substantial completion was reached in the first quarter of 2022. This is the final update on this project.

Description
This project involves the modernization and upgrading of outmoded interlockings at the north and south ends of Chicago Union Station (CUS). The project will include, but not be limited to, new rail, ties, ballast cleaning or replacement, upgrades to signal infrastructure, replacement of switches and components, and other related work as needed. Amtrak contributes funds towards a portion of the project work.

Current Status
Amtrak identified scope of work for 2023 and has executed with Metra a Fixed Facility Agreement to complete the project. The project has started where Amtrak began the replacement and upgrades of switches, signal and rail at Harrison St and Taylor St of the North and South end of CUS.

Project Details

Description
This project continues Metra's ongoing locomotive rehabilitation program. It consists of the life-extending rebuild of F40 locomotives and the mid-life overhaul of MP36 locomotives. A locomotive rehabilitation is less expensive than a purchase, saving approximately $5 million per vehicle. The project may include, but is not limited to, the complete rebuild of a diesel engine, overhaul of the Head End power alternator and gear boxes, and painting and body repair.

Current Status

Description
Establish a new 3rd main on the Rock Island Line. The project study limits shall be from MP 0.0 (LaSalle Station) to MP 10.5 (Gresham Jct.). The new 3rd main is anticipated to extend from the new 16th Interlocking at MP 1.0 presently in design to the new CREATE P2 Interlocking at CP 74th. It is also anticpated that a new crossover will be required at Gresham to faciliate train movement into and out of the new 3rd main.

The preliminary engineering for this project has started. The NEPA Scope-of-Work (SOW) was advertised in October 2022. Survey work started first week of October 2022. NEPA activities are progressing.

+ CTA 2021 - Bus Maintenance Rolling Stock Bus $0 $0 On Schedule

Description
Funding for this project will provide for an ongoing capital maintenance program that consists of tasks necessary to keep buses in service through systematic inspection, detection, and prevention of incipient failure. CTA’s scheduled maintenance program consists of planned preventive maintenance work to maintain bus performance. While major overhaul work is performed on a mid-life cycle basis, additional focused maintenance work is required at certain intervals, outside of the mid-life overhaul, during the life of buses. When certain maintenance tasks are needed to repair or replace, before it reaches its end of useful life and failing with an increased frequency, specific component campaign work is conducted.
