Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Plainfield Garage - Completion of construction of a new 189,000 square foot bus storage and maintenance facility in Plainfield, housing up to 130 buses with 12 maintenance bays and administrative offices. Pace has executed an I.G.A. with Northern Builders and the village of Plainfield to construct the project.

Current Status
Construction of the facility has been completed in September 2022. Pace received the occupancy permit and the facility operations as well as bus service started in October 2022. Pace added an additional phase to the project to include an electric bus charger and electric car chargers, as well as procurement of various furniture and equipment for the facility and offices. This last phase of the project has reached substantial completion in April 2023. This project is currently in close out.

Description
Northwest Wheeling Garage - Completion of the renovation of a 430,000 square feet bus storage and maintenance facility in Wheeling that will replace Pace's Northwest Division garage in Des Plaines. This CNG fueling facility will house approximately 133 buses with 17 maintenance bays and administrative offices.

Current Status
Pace has entered into an Intergovernmental Agreement (IGA) with the Village of Wheeling. The improvements to Old Willow Road have been completed. The initial design has been finalized. The project is in the process of being re-scoped to add the electrification component. The design will be updated once Pace’s electrification study is completed to include the additional scope of work.

+ CTA Non-Revenue Vehicles - Diesel Locomotives Support Facilities & Equipment Rail $0 $0 Behind Schedule

Description
Equipment and Non-Revenue Vehicles (Diesel Locomotives): Funding will provide for the replacement of CTA's diesel locomotive snow fighters. The self-propelled locomotives with special attachments to remove snow and ice during severe winter weather conditions are able to operate and clear system track, so that CTA can safely power up the system to restore/provide service. When traction power is down, this equipment will also be used to move rolling stock to secure locations.

Current Status
The structural design was approved by the CTA and the first snowfighter was received on CTA property as of this reporting period. The contractor and CTA are working to finalize modifications and testing on the first snowfighter and then will be pushed to the remaining three snowfighters. Testing and modification activities continue.

+ Metra Peterson Ridge New Station Stations & Passenger Facilities Rail $0 $0 On Schedule

Description
The new station in the Edgewater neighborhood of Chicago will be built to modern standards and feature a platform-length canopy and a heated headhouse. Four ADA-compliant pedestrian ramps and six staircases will provide numerous access points that are accessible to all. A landscaped plaza with benches and bicycle parking will be installed at the station entrance. A passenger drop-off drive aisle, five accessible parking stalls, and 50 parking stalls will be constructed.

Current Status
Design for the new station was completed. The contracts for construction management and construction contractor were procured and awarded in June and July 2021, respectively. Notice to Proceeds were issued in June 2021 for the Construction Manager and August 2021 for the Construction Contractor. The project had a stop work order in place but it was rescinded. Construction continues with the contractor working on concrete ramps and stairs, platform work, and bridge waterproofing. Union Pacific continues to perform flagging activities for the station construction.

Current Status
The vans will be utilized in the six county Pace service area. To date a total of 25 vans have been ordered, all have been received. Pace has executed a contract to install OEM passenger running boards on the first order of 25 vans. All the running boards have been installed and are in the active fleet. Pace continued to work on an action plan for ordering more vehicles based on projected needs under a separate contract. This will be the final update on this project.

Current Status
A total of 67 buses have been ordered to date. The first order consisted of 23 buses, all of which are in service. These were delayed due to the COVID-19 crisis. The second order consisted of 44 buses. All of the buses under the second order were received, with the final bus delivered in February 2023. The buses service the areas currently serviced by Fox Valley and Batavia. Pace will not pursue purchasing anymore buses under this contract. This will be the final update on this project.

Current Status

Current Status
Pace awarded a new contract for the purchase of additional vehicles in March 2022. The first order was a quantity of 47 CNG buses. The production of these vehicles has been put on hold during this reporting period. A portion of these vehicles will be utilized at the Northwest Wheeling Garage, which is an ongoing project. As Pace establishes a construction schedule for the Wheeling Garage, a production scheduled will be developed for the order of 47 buses.

Description
Purchase up to 70 Electric Buses and up to nine Chargers - Bus funding provides for a future order of up to 70 40-foot battery-powered, zero-emission, all-electric, fully accessible, public transit buses with en-route charging capabilities. CTA will retire up to 70 1000-Series New Flyer buses that are over 14 years old. Turnkey project to procure Electric buses and associated charging infrastructure.

Current Status
The charging stations were received and installed and reached substantial completion in January 2021. In Q4-2021, seventeen (17) production buses were completed and delivered to CTA. The installation of revenue fare collection systems, communication equipment, network systems were completed in Q2-2022. A total of twenty-three (23) buses were delivered. Nineteen (19) are in service and four are being used at the 74th Garage for operator training. In this reporting period, CTA has exercised an option for an additional twenty-two (22) buses. CTA’s Infrastructure department is working with Bus Engineering to finalize the budget breakdown and scope for the 103rd Garage.

+ CTA Rail Car Overhaul - 2600-Series Rolling Stock Rail $0 $0 On Schedule

Description
This project consists of three phases. Phase A is for rail car motor replacement and was completed in October 2019. Phase B is for procurement and installation ofthe propulsion kits with the parts contract was executed, and kits were received. Work for this phase began in November 2019 and all 90 cars were completed inAugust 2020. Phase C is for the procurement of material contracts and installation. The contract was approved at the October 2020. The first delivery ofmaterial is expected to arrive in May 2021 and the overhaul is expected to take place in the first half of 2022.
