Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Description
Metra is partnering with Pace to create the Harvey Transportation Center on the Metra Electric line. Metra will utilize funds for platform reconstruction and to construct other enhancements that will make the station ADA accessible, improve the commuter environment, and facilitate intermodal transfers between Pace and Metra.

Current Status
This project is in the design phase. The National Environmental Policy Act (NEPA) process has been completed. The design is progressing and is currently at 30% completion. Pace and Metra held an open house in January to get the community’s feedback on the design alternatives for the new Transportation Center. Community engagement is ongoing.

Description
This project provides for the development and implementation of an Enterprise Resource Planning (ERP) System at Metra. This project will replace Metra's payroll software that is nearing technical obsolescence as Microsoft is scheduled to end support of the current application. The replacement system will integrate internal and external management of information across the Metra organization, including such areas as finance, accounting, sales, inventory, customer service and human resources.

Current Status
Metra was able to complete the conversion to Dynamics 365. The vendor continues to work on additional scope for post-software implementation. Metra submitted a revised procurement package for the Payroll System replacement and currently out on the street waiting for bids.

Description
This project provides for the purchase of fleet vehicles and equipment utilized by Metra’s various departments to help service and maintain the system. This project includes, but is not limited to, vehicles used for supervision of fieldwork, small pickup trucks, construction equipment, and other vehicles. Project funds will replace and retire vehicles and equipment in Metra's current fleet that has surpassed its useful life.

Procurement activities are in progress. Metra is waiting on delivery of vehicles, including 23 highway vehicles, 48V service carts, two electric vans, police vehicles, and service vehicles.

Description
This project involves the replacement of the current GPS, which has exceeded its useful life. Metra will replace the GPS, on-board announcement system and signs on the entire fleet. Metra will also install automatic passenger counters and event recorders. The new system will maintain the necessary current functions, while potentially adding video surveillance, customer information displays and an information system. This project will enable Metra to track trains, count passengers and provide information with one system.

Current Status
The project design is 100% complete. The First Article of Inspection and training were completed. All installation work on the MED and RID yards were completed. Station control unit for station announcements installations were completed. Field testing is ongoing. Production installation phase is ongoing for all districts with cab car installation was completed this reporting period. Trailer car installation is at 2% completion.

Description
This project will fund the rehabilitation of the 111th Street / Pullman Station on the Metra Electric District Line in Chicago. The project elements may include the replacement and/or rehabilitation ofstation platforms, new lighting, gatehouse/head house rehabilitation, replacement of leaking roofs, installation of new warming shelters, new platform amenities, and other related work. The project mayalso include wayfinding signage or other station identifiers.

The design for this station is 40% complete. The design is currently on hold until the National Environmental Policy Act (NEPA) review process is complete. Coordination with the State Historic Preservation Office (SHPO) is required as part of the NEPA process since the station is located in a historic district.

+ CTA 2021 - Rail Car Maintenance Rolling Stock Rail $0 $0 On Schedule

Description
CTA will continue investing in the rail car fleet maintenance program. This program is intended to correct critical defects and operational deficiencies discovered during inspections of rail cars. CTA’s scheduled maintenance program consists of planned work to maintain rail car performance. While major overhaul work is performed on a quarterly and mid-life cycle basis, additional focused maintenance work is required at certain intervals of the car’s life, outside of the overhaul cycle. When certain maintenance tasks are needed to repair or replace a component before it reaches its end of useful life and fails with an increased frequency, specific component campaign work is conducted.The major systems that must be maintained on CTA’s rail cars include the following:Propulsion, Safety, HVAC, Braking, Battery/Charging, Signage, Doors, Windows, Traction Power, RCA, Lighting, Automatic Train Control, Communication , Suspension, Car body/Structure. CTA’s Rail Terminal Shops are responsible for the maintenance that may result in replacement of a variety of components such as: traction motors, HVAC components and packages, lights, public address system components, trucks, wheels assemblies, hydraulic units, couplers, drawbars, and numerous other mechanical and electrical components. CTA’s Heavy Maintenance Shop is responsible for the rebuild/repair/manufacture of components for the railcar fleet such as wheel assemblies, truck assemblies, traction motors, air comfort units, electronic devices, control units, and associated devices including solid state and microprocessor-controlled units.

Description
This project provides engineering and construction funds to modernize the A-20 Interlocking near Techny Road in Northbrook on the Milwaukee District North Line. The scope of work includes improving two grade crossings (Shermer and Techny Road), modernizing signals, and improving track between the Morton Grove Station and Deerfield Station. Under this project, work may include adding rail, switches, signals, crossovers, and renewal of track and signal circuits and cables. The project will implement a signal control system that is PTC compatible.

Description
This project funds the complete rehabilitation of the 79th Street, 87th Street and 103rd Street Stations in Chicago along with the Metra Electric (ME) Line. The project scope includes the repair or replacement of aging shelter enclosures, station lighting upgrades, and platform renovation work. Additional project elements may include but are not limited to, sidewalk repairs, upgraded bike facilities, landscape enhancements, bench repairs, and other related work as needed. The station will be made fully ADA accessible upon completion of the project.

Current Status
The designs for these stations were completed. The Notice to Proceed with construction has been issued in January 2023. The department of building permits have been approved for all 3 stations. The contractor continues to work on acquiring the deep excavation permits. 79th street construction continues at track and platform level. 103rd street construction also continues at track and street level.
