Project Management Oversight (PMO) Capital Projects
The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently. The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.
Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.
PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site. The latest report is the December 2023 Project Management Oversight report.

These buses will service DuPage, Kane, Lake, Will and Cook counties. Pace awarded a new contract in November 2020. The first order was for a quantity of 210 paratransit buses. Chassis availability has delayed production. As of May, Pace has received the 152 vehicles and the remaining are in the final stages of production and aiming to deliver all buses by end of 2023. The second order of paratransit buses are ongoing and are expected to be executed in Q4-2023 for the community vehicle program.

Project DetailsDescription
This project will provide design and construction funds for the replacement of the Morgan Street Interlocking on Metra’s Milwaukee C&M subdivision, the signal system infrastructure between Canal Street and A-2 interlocking. The Morgan St. Interlocker and crossings were originally installed in the early 1960’s. The signal system is also affected by the extreme weather conditions common to the Chicago region. It has become extremely difficult in recent years to get parts to make repairs to keep the system operational.

The Morgan Non-Vital 60% design was completed. The Morgan Vital work has a 60% preliminary design submittal which was submitted and under review. An IGA with CDOT was executed and CDOT is reviewing the civil drawings. Once approved and comments addressed, the civil drawings before the designer can proceed to the 90% design submittal.

Project DetailsDescription
This project will fund the installation of shelters at stations across the system, which will provide on-demand heat. Specific locations are to be determined, based on existing conditions and demand. Shelters will be pre-fabricated structures and may include on-demand heating elements.

Aluminum shelters continue to be installed throughout the system. Currently, shelter installation is in progress at Morton Grove, Western Ave., 67th St., 83rd St., and the Woodstock station. Procurement packages for the next package of stations is in process.

The goal of this project is to enhance Metra's cybersecurity and implement Metra’s cybersecuritystrategy. The objectives of this strategy are to implement vulnerability risk management, institute patchautomation, establish security operations sharing, and counter emerging threats through detection andresponse.This project will fund the purchase and installation of equipment and software for scanning,prioritization, and remediation of vulnerabilities. This also includes the purchase of hardware andsoftware for multiple networks and segments including IT systems, positive train control (PTC),SCADA infrastructure, and signal, telecom, and camera networks. The purchased equipment will covervulnerability scanning and prioritization, patch automation and remediation, Security Information andEvent Management (SIEM), and endpoint detection and response (EDR).

Project DetailsDescription
Regional ADA Paratransit Communication Technology and Transfer Locations - Projects include upgrades to the Trapeze software, TripCheck online booking and tracking, TripCheck Interactive Voice Response phone system, text/email notifications, and Ventra integration. In areas with frequent transfers, funding will be used to purchase land, build facilities, and provide amenities for riders. Pace has identified a location that is adjacent to the Northwest Transportation Center in Schaumburg that is planned to be the first of these transfer locations.

A Notice to Proceed was issued in February 2023 for the construction of the Northwest Transportation Center ADA Transfer Facility. The MWRD permit was approved and construction fencing was installed for the west canopy demolition work. Similarly, the underground storm sewers and drainage structure installation were completed in the west parking lot area and have been connected to the existing storm sewers east of the bus driveway. The existing detention basin west of the bus driveway has been backfilled. The Issued for Construction (IFC) drawings are being revised by the designer based on comments from Pace. Progress continues on the implementation of various technology enhancement projects. Project DetailsDescription
This project involves the purchase of up to forty-two (42) remanufactured diesel locomotives. Metra ancipicates these locomotives to have increased horsepower, lower emissions,and greater fuel efficiency than the current fleet average.

The bsae order of fifteen locomotives were delivered to Metra. Metra executed option #1 for additional (9) locomotives and work has begun on them. Of the new locomotives, four have been added to the rebuild schedule.

Project DetailsDescription
This project involves the replacement of 22 bridges on the UP North Line in Chicago, Illinois. The structural scope of work will include, but not be limited to, replacement of existing stone abutments, retaining wall construction, steel spans, and decks. Also, some track work will be accomplished between the bridges, including the replacement of wood ties with concrete ties, and some commuter station modifications will be required, including the Ravenswood Station. To ensure reliable train operations, theproject will include various signal improvements, including: new interlockers at Addison Street (MP 5.0) and Rosehill (MP 7.3, between Balmoral Avenue and Bryn Mawr Avenue), and upgrades to the Deering interlocker (MP 3.2). The bridge construction has been completed in September 2021. The station contractor reached substantial completion in August 2023. The contractor continues to address punch list items on the station. The station had a soft opening at the beginning of August and its opening ceremony at the beginning of October. Project DetailsDescription
This project will provide funds for the replacement of the Seeger Interlocking on Metra’s Union PacificNorthwest line (MP 18.5). The layout of the control point only allows 30 mph crossover speeds forcommuter trains. The goal of this upgrade, in addition to updating the equipment, would be to increasethe train speeds to 40 mph, and upgrade the switch layouts to meet current railroad designspecification.The existing signal system is approximately 50 years old and requires replacement due to age andcondition. The signal system has had malfunction issues that have caused delays. The replacementequipment will include a modern, solid state control point and an upgraded switch machine.By renewing the signal infrastructure with the latest technologies, Metra can increase operationalefficiency, enhance safety, reduce delays, and have a life expectancy of additional twenty plus years.FY2020 PAYGO funds will be used to implement this project.

Project DetailsDescription
This project provides for the development and implementation of an Enterprise Resource Planning (ERP) System at Metra. This project will replace Metra's payroll software that is nearing technical obsolescence as Microsoft is scheduled to end support of the current application. The replacement system will integrate internal and external management of information across the Metra organization, including such areas as finance, accounting, sales, inventory, customer service and human resources.

Metra was able to complete the conversion to Dynamics 365. The vendor continues to work on additional scope for post-software implementation. Metra submitted a revised procurement package for the Payroll System replacement and currently out on the street waiting for bids.
