Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Description
This project funds construction services for the replacement of an existing diesel generator and uninterruptible power supply (UPS) system. The new diesel generator will be powered by natural gas, thereby reducing operating costs and emissions. The system provides an important backup power supply.

Current Status
This project is in the design phase. The 60% design mark was reached during this reporting period and 90% design mark is underway. Benesch is continuing to review and respond to comments from Metra and UPRR as they come in. Once all comments are addressed. Concurrently, a new Existing Facility Protection package will be submitted once a construction contract si awarded.

Current Status
Metra continued the preparation of the final design Architectural and Engineering task orders for elevator replacement. The Randolph St. elevator has NEPA issues to resolve. The two other elevators at Grand & Cicero are at 90% and proceeding to 100% design completion. A systemwide elevator inspection and assessment is in progress as well.

+ CTA Facilities Critical Needs- Substation Roof Repairs - Phase II Support Facilities & Equipment Rail $0 $0 On Schedule

Description
Program would address the most immediate critical needs at CTA facilities systemwide to enable theirsafe and reliable operation. The goal would be to have an annual appropriation in the CIP that wouldbe solely dedicated toward addressing this Program. Transit service safety and reliability is affected byout-of-date rail, bus, and maintenance facilities.The project will complete roof replacements at five CTA substations: Calvary, Lotus, Des Plaines,Ashland, and O’Hare. The project will also complete exterior façade repair at the O’Hare Substation,including wall panel and louver replacement, masonry wall and expansion joint repairs, painting, doors,and new surface mounted exterior light fixtures. Design will be completed in-house by CTAengineering staff.

Current Status
Design has been completed by CTA’s in-house engineering staff. The Notice to Proceed for construction was issued in March 2023. The contractor is currently working through the submittal process and getting ready to mobilize for field work.

+ CTA Non-Revenue Vehicles - Diesel Locomotives Support Facilities & Equipment Rail $0 $0 Behind Schedule

Description
Equipment and Non-Revenue Vehicles (Diesel Locomotives): Funding will provide for the replacement of CTA's diesel locomotive snow fighters. The self-propelled locomotives with special attachments to remove snow and ice during severe winter weather conditions are able to operate and clear system track, so that CTA can safely power up the system to restore/provide service. When traction power is down, this equipment will also be used to move rolling stock to secure locations.

Current Status
The structural design was approved by the CTA and the first snowfighter was received on CTA property as of this reporting period. The contractor and CTA are working to finalize modifications and testing on the first snowfighter and then will be pushed to the remaining three snowfighters. Testing and modification activities continue.

Description
This project funds the continued rehabilitation of self-propelled electric cars used on the Metra Electric. The cars delivered between 2005 and 2007. This first rehabilitation may include, but is not limited to, repair of the car body structure, interior components, and overhaul of propulsion control systems.

The project is currently in phase 8 of 10 of the rehabilitation process. As of the end of March 2024, 227 cars were completed with another three expected to be completed in April. Overhaul activities continue on this project.

+ Metra Peterson Ridge New Station Stations & Passenger Facilities Rail $0 $0 On Schedule

Description
The new station in the Edgewater neighborhood of Chicago will be built to modern standards and feature a platform-length canopy and a heated headhouse. Four ADA-compliant pedestrian ramps and six staircases will provide numerous access points that are accessible to all. A landscaped plaza with benches and bicycle parking will be installed at the station entrance. A passenger drop-off drive aisle, five accessible parking stalls, and 50 parking stalls will be constructed.

Current Status
Design for the new station was completed. The contracts for construction management and construction contractor were procured and awarded in June and July 2021, respectively. Notice to Proceeds were issued in June 2021 for the Construction Manager and August 2021 for the Construction Contractor. The project had a stop work order in place but it was rescinded. Construction continues with the contractor working on concrete ramps and stairs, platform work, and bridge waterproofing. Union Pacific continues to perform flagging activities for the station construction.

Description
The CTA's Forest Park Blue Line Upgrades Project is the first of four phases of the Forest Park Branch. This project will provide for new trackwork from Halsted to IMD, an accessible station at Racine, advanced utility work, and a new substation and traction power equipment upgrades at Hermitage. This work will enhance service quality via speed, reliability, and comfort, and improve operational efficiency on the Forest Park Branch of CTA's rapid transit Blue Line service.

Current Status
FHP heavy mobilization is expected to begin in late April 2024 at the new laydown location at Leavitt and Lake. Heavy mobilization is expected to involve FHP’s construction materials, construction trailers and equipment. FHP plans on having their first 54-hour line cut that is scheduled for April 26, 2024, with May 3, 2024, being a backup date as contingency. During this line cut, FHP expects to perform steel erection at Racine Station and Morgan house. FHP has requested a TAO (Track Access Occurrence) that allows manpower to work without ROW (Right of Way) training due to the complete power shut down and no train service in the work zone. The line cut work zone will extend between UIC Halsted and IMD and will be supported by CTA bus shuttles in the area. The dates are contingent on steel fabrication and submittal approvals. This project will provide for the expansion of four areas that are currently situated in the West Building of Skokie Shops to support the 5000 and 7000-series railcars maintenance cycles. All areas will be upgraded to new “clean” rooms that require the space to be enclosed, well lit, properly grounded, and air conditioned.

Current Status

Currently, the General Contractor continues to submit process plans for construction and mobilization on site. Delivery of onsite storage containers was completed in this reporting period. CTA continues to coordinate and plan with the contractor for the phasing of the expansion. Concrete removal in one of the areas was completed and the contractor continues to install structures for upgrades to the existing mezzanine. The contractor will work to complete the mezzanine and then work next to the Diagnostic Center.

Description
This project will improve signals from Rondout to Deerfield on the Milwaukee North Line. The project will include but not be limited to improve pedestrian crossings at the West Lake Forest Station, as well as grade crossing improvements at Everett and Conway roads in Lake Forest. IDOT will being doing improvements in conjunction with this project.
