Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Description
Purchases various pieces of equipment that will be utilized at Metra Headquarters and outlying Metra facilities. Purchases may include, but are not limited to, replacement of obsolete information technology infrastructure, upgrade network switches, computers and printers, copiers, new and replacement servers, financial system software, and other software.

Current Status
This is a multiple year and multiple project type of capital project. Purchase orders have been awarded for various computer hardware and software. Hardware has been delivered and installed. Purchase Order Releases for computer hardware and software continue in process and deliveries will continue over the next several years.

+ CTA Irving Park Station - Escalator and Canopy Replacement Stations & Passenger Facilities Rail $0 $0 Behind Schedule

Description
Platform canopies and escalators will be replaced at Irving Park station on the O'Hare Blue Line. This project will address safety and state of good repair needs by replacing the worn and damaged platformcanopies at this station. Platform canopies that are in a state of disrepair allow water infiltration, which can cause damage to additional building materials and equipment and pose a safety risk to bothcustomers and employees. The scope of work for the station canopies includes the demolition and replacement of deteriorated canopy corrugated metal roofs, and repair and modification of the supportingsteel structure. Furthermore, escalators will be replaced at Irving Park Station.

Current Status
The construction work has been completed. The escalators have been installed and the canopy work has reached substantial completion. Activities on final punch list items are ongoing. The project is in the close out phase.

Description
Additional construction funds are provided to this project to complete the rehabilitation of the Homewood Metra Station and associated intermodal facilities on the Metra Electric (ME) Line. The scope of work may include, but is not limited to, general tunnel rehabilitation, tunnel drainage solutions, elevator and stair improvements, the addition of a pedestrian ramp into the tunnel on the west end of the station, platform improvements, warming shelter, and head house improvements, and improvements to the Pace and Amtrak facilities.

Current Status
The parking lot with 53 parking spaces was completed. The 100% station design review was completed in this reporting period by Metra and their PMO. The General Contractor was given NTP in March, and crews have mobilized on site and continued construction on the station. Currently, construction is 48% complete.

Description
Metra is partnering with Pace to create the Harvey Transportation Center on the Metra Electric line. Metra will utilize funds for platform reconstruction and to construct other enhancements that will make the station ADA accessible, improve the commuter environment, and facilitate intermodal transfers between Pace and Metra.

Current Status
This project is in the design phase. The National Environmental Policy Act (NEPA) process has been completed. The design is progressing and is currently at 30% completion. Pace and Metra held an open house in January to get the community’s feedback on the design alternatives for the new Transportation Center. Community engagement is ongoing.

Description
This project will replace the Harlem Bus Bridge at our O'Hare Line Harlem Station. The bridge removaland reconstruction limits are from the north end of the bridge expansion joint to the south limits of thebridge expansion joint. The work includes all removal and reconstruction of the existing bridge structurewith a new superstructure galvanized steel and bearing assemblies, concrete bridge deck, concretesidewalks, approach slabs, curb and gutters, drainage, expansion joint assemblies, guard rails, trashenclosures, pedestrian shelters, electrical I LED lighting, signage, pavement stripping, and curb lanepainting.

+ Metra Gresham Area Bridges Track & Structure Rail $0 $0 On Schedule

Description
This project funds the remainder of construction costs to replace two bridges on the Rock Island (RI) Line in the Auburn Gresham neighborhood of Chicago. The Vincennes Bridge on the RI Main Line is a concrete structure built in 1916 at milepost 9.75. The Morgan Bridge on the RI Beverly Branch is a timber structure at milepost 10.15 and was erected in 1973 by the now-defunct Rock Island Railroad with the intention of being a temporary solution. Both bridges are named after the Chicago street over which they cross, carry two main line tracks, and will be replaced with resilient concrete bridges.

Current Status
Design work for the Vincennes Ave. Bridge #98 and Morgan St. Bridge #S-102 were completed. City land swap negotiations are ongoing. Metra is proceeding without the property swap and is investigating the original elevation ordinance for the legal right to construct on City property. The 100% drawings were completed, and vendor selected. The contractor was given the Notice to Proceed in August and kick-off meeting was held in October. The contractor is working on submittals and long lead time items as well as working on permits for the project.

Description
The Green Line Improvements project will largely focus on track replacement and structural repairs. FY 2020 funding will improve Green line infrastructure improvements including Track, Substations, Traction Power Cable Replacement and all local traction power cables throughout the line system.

+ CTA Green Line - Lake Street Bridge Track & Structure Rail $0 $0 Behind Schedule

Description
The Green Line Improvements project will largely focus on track replacement and structural repairs.This funding would support track improvements on both sides of the Lake Street Bridge, which isscheduled to be completely replaced by the Chicago Department of Transportation in 2023. The scopeof the project will include: improve the curve geometry on the east side of the bridge; replace thetimber ties and rail fasteners, install new gauge planking, replace equipment at both the east and westturnouts, and replace structural steel framing for the three side platforms adjacent to the track.

Current Status
The Notice to Proceed for the designer was issued in February 2022. The design activities are nearing completion. Coordination efforts with CDOT are ongoing. Once the CTA design is completed it will be on hold until CDOT finishes their portion of the design in order to align the timeline for construction activities.

Description
This project involves the replacement of the current GPS, which has exceeded its useful life. Metra will replace the GPS, on-board announcement system and signs on the entire fleet. Metra will also install automatic passenger counters and event recorders. The new system will maintain the necessary current functions, while potentially adding video surveillance, customer information displays and an information system. This project will enable Metra to track trains, count passengers and provide information with one system.

Current Status
The project design is 100% complete. The First Article of Inspection and training were completed. All installation work on the MED and RID yards were completed. Station control unit for station announcements installations were completed. Field testing is ongoing. Production installation phase is ongoing for all districts with cab car installation was completed this reporting period. Trailer car installation is at 2% completion.
