Description

Building on previous work conducted by the Village this project created a transit-oriented development plan for an approximate ½ mile radius of the existing Metra station within the Village. The plan focused on improving pedestrian and bicycle safety and access, creating redevelopment opportunities for surrounding properties, and improving the look and signage in downtown. There was a detailed analysis of two areas including the Core Downtown Area and E. St. Charles TIF Area. Specific site recommendations were provided with associated financial analysis and façade ideas. The plan also made recommendation for accommodating parking in the long term and conducting a road diet on Main Street and St. Charles Road east of Main Street. Additionally way finding, signage and branding recommendations were included in the plan. The Village Board officially adopted the plan in March 2011.

Current Activities

In 2021, construction began on the Lilac Station development at 101 South Main Street, a 118-unit mixed-use building with a 11,000 square foot grocery store at ground level. The Village maintains a webpage dedicated to the project that includes detailed construction and permitting updates.

Description
This is a research and strategic planning project to identify the transit-linked opportunities for community development in the Greater Roseland community of Roseland, Pullman, West Pullman, Riverdale and Morgan Park, focusing on the potential of the proposed CTA Red Line South Extension. The project will assess the impact mass transit can have on housing, the economy and work force development in the Greater Roseland area.
Current Activities
The Final Plan was adopted by the Developing Communities Project Board of Directors in November 2009. The Alternatives Analysis for the CTA Red Line South extension was completed by the CTA in 2009 and the Environmental Impact Statement is set to be published in 2015. Three options are under evaluation for the Locally Preferred Alternative along the Union Pacific Railroad (UPRR) tracks including an option within the existing freight right-of-way (ROW Option), an East Option, and a West Option. The CTA is also evaluating a rail alternative along Halsted Street, a bus rapid transit (BRT) alternative along Michigan Avenue, and the No Build Alternative. Description
The Elmhurst Central Business District City Centre Planning Study was completed in March of 1999. The plan was directed by the Central Business District Special Service Area and was part of the RTAP program. The study applied transit-oriented development principles to downtown Elmhurst.
Current Activities

The original TOD study was updated by the City of Elmhurst in 2006 and continues to foster residential, commercial, and retail development in the downtown area. A six-story mixed use development is currently under construction at 100 N. Addison in downtown Elmhurst. This development has 11,000 square feet of first floor commercial space with 165 residential apartment units above the commercial spaces. This development is located adjacent to the Metra station in downtown Elmhurst. Completed in 2019. 

Elmhurst also secured grant funding to reconstruct its downtown Metra station. The work scope included reconstruction of the inbound and outbound platform, a new pedestrian tunnel at York Street and designated bus and vehicle drop-off lanes to reduce localized vehicular congestion. This $18 million project began in the summer of 2019.

In 2010, the City completed construction of a five-story, 253-space parking deck to serve downtown patrons and Metra commuters at First Street and Larch Avenue. In addition, a new parking deck with street-level commercial was built at Schiller Street and Palmer Drive as well as a traditional parking deck at Addison Road and Adelaide Street. 

In 2016 the City opened a 6-story, 690-space parking deck at Addison Avenue and 2nd Street with ground-floor retail, serving downtown customers and employees. Elmhurst 255, a 188-unit residential rental project was completed in 2016, amenities include 12,000SF ground level retail and a public event plaza.

+ Geneva Downtown / Station Area Master Plan Community Planning Transit-Oriented Development Plan Geneva $124,081

Description
This project created a transit-oriented development plan for an approximate ½ mile radius of the Geneva Metra Station. The plan recommendations focused on the expansion of retail development, increasing housing diversity, mixed-use development, parking expansion and improving access to and around the station. The final report consists of an existing conditions report, market analysis, concept plan, parking and circulation plan, design guidelines and implementation recommendations.
Current Activities
The plan was formally approved as an amendment to the Geneva Comprehensive Plan in November 2012. In May 2015, the City completed construction of a third tier on the Third Street parking deck, adding an additional 180 spaces.

Geneva continues to build transit supportive infill residential development per the plan recommendations. Two recent developments are noteworthy Campbell Row and Park Place, both completed in 2017. Campbell Row is a 5-unit townhome development at the corner of Campbell and Fourth Streets, 1/3 of a mile from the Geneva Metra station and within two blocks of Pace routes 801 and 802. Park Place is a 30-unit row house development at the corner of First and Stevens within 3/4 mile of the Metra station and Pace bus routes. In addition, in August 2019, approval took place for Phase I of Hamilton Place, which includes the construction of 16 single-family homes at the Northeast corner of Richards & State street.

This project was a implementation activity to the Station Area Plan for the downtown area that the City adopted in 2012. This project developed revised zoning to support the recommendations in the Station Area Plan.
Current Activities
In 2020 the City adopted the code revisions that are now integrate the recommended transit-oriented development zoning revisions into their municipal zoning code.

Description

The RTA is assisting the City of Geneva with establishing a special financing district to implement recommendations contained in the Downtown Station-Area Master Plan. An existing Special Service Area (SSA) is in place but set to expire in 2023. The RTA will assist the City to determine whether to extend and expand the scope of the SSA and/or create a different funding source, funding generated from which would work to implement plan recommendations.

Current Activities

The RTA has awarded the project to Transystems. Existing conditions and background data analysis is being conducted. Steering committee will be formed and engaged in May.

Description
This study examined the feasibility of creating a new intermodal transportation center in the City Center, adjacent to the existing Union Station. The study also provided recommendations to create intermodal connectivity, improve public transportation and passenger efficiencies and identify potential opportunities for adaptive reuse of the existing Union Station.
Current Activities
The Joliet Gateway Center transportation campus is a $43.4 million project that includes the construction of new commuter parking and kiss-and-ride facilities (completed in 2013), construction of a new bus facility, construction of a new train station, and the relocation of train passenger platforms.  The project is funded through a $32 million grant from the State of Illinois, $7.5 million in funding from the City of Joliet, $2.2 million from the Burlington Northern Santa Fe Railway, and $1.7 million from PACE.  The Gateway Center project demonstrates the continued partnership of the State, City and County, the RTA, Metra, PACE, Amtrak, Burlington Northern and Santa Fe Railroad, and Union Pacific Railroad.

The new Rock Island train passenger platform and temporary Heritage Corridor platform both opened in 2014, in addition to the New Street Pedestrian tunnel. The UP and BNSF are working on the rail viaduct including bridge reconstruction, rail realignment, interlocker rebuild and new signals. The City's contractors will also be coordinating work on the new tunnels to coincide with the work that will be done by the railroads to take advantage of pre-scheduled train service outages. The new train station including new platforms opened in April 2018.

A new 10 story ($195 Million) County Courthouse at southwest corner of Ottawa and Jefferson Streets in downtown Joliet is under construction and is scheduled to be completed in 2020.

Description

The RTA will assist the City of Joliet to develop an ETOD plan for areas of downtown adjacent to the Joliet Gateway Center, a hub for Amtrak, Metra and Pace services. The goals of the ETOD plan are to create equitable housing opportunities adjacent to public transportation that are not currently available in the downtown; increase ridership on existing public transportation routes; spur new investment in the adjacent neighborhood, including underutilized commercial buildings on Washington Street; utilize existing city-owned parking lots for shared parking opportunities; transition publicly owned land into the private sector to generate property tax revenues; and increase and stabilize property values in the immediate area.

Current Activities

The Joliet eTOD Plan has been kicked off. A steering committee meeting was held and work continues on existing conditions and background data analysis.

The RTA coordinated with the Urban Land Institute (ULI) to bring in a panel of development experts to provide guidance and advice on ways the community can attract TOD investment in their Metra station area.

This panel convened in March 2014. A summary of the discussion can be found in the Study Documents section below. The RTA is monitoring progress and will offer assistance with implementation as needed.
