Description

This project will construct bicycle and pedestrian improvements along two corridors in the community: an east-west bicycle route and a north-south pedestrian route that connect the Village’s two Metra stations and three Pace Bus routes to its three industrial areas. Improvements to the bike network will include the installation of eight-foot multi-use paths, on road sharrows, on road dedicated bike lanes, and installation of new signage and path widening along existing paths. The proposed sidewalk improvements on 25th Avenue will provide safe connections from the downtown train stations to the southern industrial area without forcing pedestrians to navigate gaps in the sidewalk network. Employees taking the Pace 303 bus will also benefit from these improvements.

Current Activities

Franklin Park has continued to coordinate with IDOT to get Phase I Engineering approved. All of IDOT's comments have been addressed and approval is pending.

Description

This project assisted the Village with implementation efforts as recommended in their recently adopted TOD plan that was funded through the Community Planning program. A developer panel was conducted with the goal of assisting the Village with several redevelopment sites identified in the plan. Future redevelopment of these sites will capitalize on the proximity to exiting transit facilities as well as help strengthen the vitality of downtown River Grove.

Current Activities

The discussion panel was held on November 18, 2015. The final summary report is complete and can be found in the Related Studies section.

In 2021, the River Grove Station development was completed and began leasing units. The 40-unit multi-family development is located adjacent to the River Grove Metra station in the area designated as "Site 1" in the River Grove Thatcher Avenue Transit-Oriented Development Plan (2014). This site was the subject of the 2015 Developer Panel.

Description

This project developed a transit-oriented master plan for 2.16 acres of land located immediately adjacent to the Village's Metra station, building off recommendations in the Grand Avenue Village Center Plan completed in 2006. The plan also includes a market assessment of market-supportable densities and transit-supportive uses appropriate for this site and conceptual ideas for various other opportunity sites throughout the TOD area.

Current Activities

The plan was adopted on June 5, 2014. To continue support of their efforts, the RTA selected the Village to receive funding assistance for a Developer Panel as part of the 2015 Community Planning Program. The RTA, in conjunction with ULI convened a panel of development experts to provide guidance and advice to Village staff and elected officials on ways to attract investment in the TOD area. This discussion took place on November 18, 2015 and the summary report is available on the project's RTAMS webpage.

Description

The Westmont Transit-Oriented Development Opportunity Study identified mixed-use redevelopment opportunities in the Metra station area. The study recommended the development of mid-rise medium density housing within the station area. In addition, the study addressed improved transit access to the station area and along Cass Avenue in the vicinity of the station.

Current Activities

The study was completed in September 2000. Over the past 10 years, Westmont has built a new Village Hall & Police and Fire Department facility, a new Library, updated their Metra Station and built a new community park and fountain. Additionally, the Village installed new decorative streetscapes and a community sound system which provides background music and community announcements to enhance the pedestrian friendliness of the area.

Westmont was chosen as part of the 2012 RTA Community Planning Program of Projects to update their zoning regulations their TOD study area to include transit-supportive regulations. Although the TOD regulations developed during the project have yet to be adopted, the Village Board did adopt a new zoning map on March 15, 2018. The proposed regulations developed during this project continue to be used as guidelines for downtown projects in the Village.

Quincy Station, a 5-story mixed use building was completed in spring of 2022.  Located at the intersection of South Cass Avenue and West Quincy Street, this mixed-use, multi-family residential building features 94 residential units and a ground floor retail/commercial space.

Description
This study provided a station area plan that examined ways to integrate development plans and increase access to the station, taking into account the roadway re-alignment and rail grade separation feasibility studies that are currently underway. A market analysis was conducted to ascertain the commercial, residential, and retail markets in the station area.
Current Activities

The study was completed in June, 2006. The Village is currently exploring technical assistance opportunities to update their village-wide comprehensive plan. Once this is accomplished, rezoning the TOD area is the next step. Wood Dale Station, a mixed-use condo building, was built across from the station in 2006 and additional condos were built along Irving Park Road in the TOD area.

Description

The project improved bicycle access to the Mount Prospect Metra station and downtown area with the installation of shelters and concrete pads to accommodate 60 new covered bicycle parking spaces.

Current Activities

The project was completed in fall of 2017. Improvements are making transit more accessible to cyclists, potentially increasing ridership along the Union Pacific Northwest Line. These improvements have also increased bicycle access to Pace Routes 234 (which has a shelter at Northwest Highway and Emerson) and 694 (stops at Prospect Avenue and Main Street).

Description

This study built off an initial downtown strategic plan completed by the Village in 1998. The Village was successful in implementing much of that plan; this plan focused on the remaining redevelopment opportunity sites and provides recommendations to improve multi-modal access to the Metra station and the Village's downtown.

Current Activities

The final plan is complete and was accepted by the Village Board in December 2013. Construction on the Founders Row rowhomes, at Central and Emerson, was completed in 2013. For more information please visit: http://www.dailyherald.com/article/20130321/business/703219803/.

In fall of 2015 the Village was awarded CMAQ funding for covered bicycle parking at the Mount Prospect Station via the RTA's Access to Transit Improvement Program. Extensive renovation of the station was completed in early 2017.

In March 2018 Mount Prospect took a major step towards implementation when the Village Board approved a six-story, mixed-use development on a key opportunity site identified in the plan. The '20 West' project, located at the intersection of Northwest Highway and Busse Avenue, will include 73 apartments and a two-story restaurant with 78 parking spaces on-site. It will be constructed on a parcel currently occupied by a surface parking lot, across the street from the Mount Prospect Metra station.

In April 2020 the Village approved the development of a five-story apartment building at Central Road and Main Street, two blocks north of the Metra station. The apartments are going on the site of what was once a 26,500-square-foot shopping center that featured an A & P grocery store. The building will include 97 apartment units, a 900-square-foot indoor amenity area on the fifth floor, and a 1,300-square-foot rooftop terrace.

In 2022 construction commenced to build multi-family residential units at the vacant, former Police/Fire building at 112 E. Northwest Hwy. This six-story, 88-unit mixed-use residential building is located across from the Mount Prospect Metra station.

Although this site was not identified as an opportunity site in the plan, the Village approved plans in 2021 for a $26 million redevelopment of Prospect Place, located at the intersection of W Prospect Avenue, W Evergreen Avenue, and S Willie Street. This project, called 1 W Prospect, will include construction of a five-story, 80-unit building with ground floor retail.

Description
This project conducted an update of the Rand Road Corridor Plan, originally completed in 1998. The new plan includes an emphasis on transportation, transit access and land use along the corridor. Recommendations focus on improvements to bicycle/pedestrian infrastructure, Pace bus access and suggested intersection designs to create a more multi-modal environment.
Current Activities
The final plan was accepted by the Village Board in February 2017. The RTA will continue to provide implementation support to the Village as needed.
