Description
This project examined ways to improve transit options to employment areas within the Village and in neighboring communities. A detailed market analysis was performed to determine the feasibility for a variety of transportation services with recommendations focusing on low-cost, easily-implementable improvements.
Current Activities
The Final Report was completed in early December. The Final Plan was approved by the Village Board on December 16, 2014. The Village is now undertaking outreach efforts to market Pace Rideshare and carpooling.

Description
This University Park Transit-Oriented Development Planning Study recommends the establishment of mixed use development in the station area that would also functionally connect the east and west sides of the Village. The plan also recommends improved connections among Village neighborhoods, Governors State University and the station. The study was completed in September 2002.
Current Activities

The Village is exploring ways to incentivize development around the Metra station as well as near Governors State University. Currently the Village is working on various road improvement projects, especially improving Stuenkel Road with new pavement and a 10' multi-use path connecting GSU to Metra. IDOT constructed a new interchange at I-57 and Stuenkel Road which improves road access to GSU and the Village. Governors State University transitioned to a 4-year college in the Fall of 2014, which will bring an estimated 12,000 students to the area each year. A 3-phase, 10-building student housing project called Prairie Place is currently being constructed on campus to provide on-site housing. With this new housing comes the anticipated need for retail/commercial food opportunities. In advance of the University's expansion, the Village worked with the RTA to convene an RTA/ULI Developer Discussion Panel to solicit guidance and advice on ways to attract investment in the TOD area and near campus. This panel convened in March 2014. A summary of the discussion can be found in the Related Reports section below. 

In early 2015, the RTA applied for CMAQ funds on behalf of the Village, via the RTA's Access to Transit Improvement Program, for pedestrian improvements along Pace Route 367, which connects to the Metra station and Governors State University. The project was chosen for CMAQ funding in fall of 2015 as part of the RTA's combined application.

In 2020, the RTA awarded University Park grant funds to sponsor an update to the TOD Plan. The University Park TOD Plan Update was completed in early 2023 and adopted by the Village Board in February 2023. Description
This project assisted the Village in the creation of a TOD Plan for the area surrounding the Worth Metra station, as recommended by the CMAP Planning Priorities report completed for the Village. The Plan provides a focus on residential and commercial redevelopment near the Metra station along Depot Street, 111th Street and Harlem Avenue. The Plan recommendations create a vision for a Village in developing a downtown area. The desire is to facilitate and sustain future development that would expand opportunities for the residents and business owners, while also increasing ridership for Metra and Pace commuters.
Current Activities
The Worth TOD Plan was completed in August 2016 and adopted by the Village Board as an amendment to the Village Comprehensive Plan on December 6, 2016.

Six new townhomes on Crandall and 5 townhomes on 110th, all within two blocks of the Metra station, have been approved by the Village and constructed in 2018. A key opportunity parcel identified in the plan at 111th and Depot street has been redeveloped into new retail space.

The RTA will continue to monitor implementation activity and will provided assistance as needed.

Description
This project created a master plan and implementation strategy for the redevelopment of the area surrounding the North Chicago Metra rail station. The redevelopment would include high-density housing, retail and commercial services. The project will also analyze the inter-modal connections between Pace and Metra.
Current Activities
The final plan was adopted by the City Council in January 2008. Currently, the City has been exploring ways to acquire some or all of the excess property in the TOD area owned by Abbott Laboratories, which would allow them to pursue TOD opportunities recommended in the plan.

Description

This project provides transportation support individuals with disabilities. The door-to-door transportation services are vital to allow persons enrolled at CTF greater access to their daily supports including community employment, day programs, social and recreational activities, and medical appointments. This award includes funding for a mobility manager. This is an existing Section 5310 funded project.

Description
The Fox River Grove Downtown Redevelopment Plan developed a market-based concept plan for the Metra station area. The plan specifically utilized the proximity of the Fox River to the downtown and proposed new commuter rail facilities as a key to redevelopment. Given that the downtown is bisected by a major arterial and the commuter rail line, that are adjacent and parallel to each other, a pedestrian underpass under U.S. Route 14 was recommended to help achieve greater connectivity between the north and south sides of the downtown. The plan was completed in December 2003.
Current Activities
Expanded station facilities opened in summer of 2013 including a second (western) waiting area in December 2013 at Northwest Highway and Lincoln Ave. The Village is exploring development options for the former Grove Residences site at River Road and Route 14.

Description
This study recommends the redevelopment of the Village's business district using the Metra station as the anchor, while placing emphasis on the proximity of the harbor to downtown.
Current Activities

This project was completed in January 2005. Per a recommendation in the plan, the Village enhanced the streetscape along 7th Street in the TOD area in 2010 with funding assistance from ITEP. Currently, the Village is exploring ways to market their harbor and adjacent proximity to Lake Michigan as a destination and development opportunity for condos, hotel and retail. The Village was chosen as part of the 2012 RTA Community Planning Program for assistance revising their zoning code in the TOD area. This project began in April 2013 and new TOD area zoning regulations were adopted in May 2014. The adopted regulations can be found here.

Description

This project included the purchase and installation of a total of 40 bike parking facilities on three new concrete pads around the CTA and Metra Main Street Stations.

Current Activities

Construction on the project and installation of the bike racks was completed in fall of 2017. Improvements include increased access to the Metra and CTA Main Street stations, CTA #205 and Northwestern University Intercampus Shuttle bus routes. The bike parking facilities improve access to these transit stations, in addition to business and commercial districts along Chicago Avenue and Main Street. Moreover, this project complements the City of Evanston's other efforts to encourage alternative transportation use.

Description
The Woodstock Transit-Oriented Development Study project focused on integrating transportation and mobility improvements into a station area plan that included the redevelopment of the vacant Die Cast lot north of the Woodstock Metra station.
Current Activities
The study was completed in November 2003. The 12-acre Die-Cast site (located just east and adjacent to the UP tracks) was partially redeveloped with a 10-unit townhome community called Woodstock Station by The Hummel Group in 2008. Six acres of the original planning study site remains undeveloped. In 2018 the renovation of the former Elks Lodge at Cass and Throop Street into a retail, café and bar and the conversion of the BMO Harris Bank Building on the Square to a Brew Pub and Café are examples of transit supportive infill development in downtown Woodstock.

Description
This project, completed in 2007, assessed the market for improved transit service in the Village.
Current Activities
The Village of Justice has installed sidewalks along 79th Street from 88th Avenue to Roberts Road, and on Roberts Road from 79th Street to 87th Street. Two new bus shelters, four new benches, and two crosswalks have been added to improve access to Pace buses along 79th Street. Additionally, the Village has applied for Safe Routes to Schools funds for additional sidewalk improvements.
