Description
This project assisted the Village in the creation of a TOD Plan for the area surrounding the Worth Metra station, as recommended by the CMAP Planning Priorities report completed for the Village. The Plan provides a focus on residential and commercial redevelopment near the Metra station along Depot Street, 111th Street and Harlem Avenue. The Plan recommendations create a vision for a Village in developing a downtown area. The desire is to facilitate and sustain future development that would expand opportunities for the residents and business owners, while also increasing ridership for Metra and Pace commuters.
Current Activities
The Worth TOD Plan was completed in August 2016 and adopted by the Village Board as an amendment to the Village Comprehensive Plan on December 6, 2016.

Six new townhomes on Crandall and 5 townhomes on 110th, all within two blocks of the Metra station, have been approved by the Village and constructed in 2018. A key opportunity parcel identified in the plan at 111th and Depot street has been redeveloped into new retail space.

The RTA will continue to monitor implementation activity and will provided assistance as needed.

Description
The Woodstock Transit-Oriented Development Study project focused on integrating transportation and mobility improvements into a station area plan that included the redevelopment of the vacant Die Cast lot north of the Woodstock Metra station.
Current Activities
The study was completed in November 2003. The 12-acre Die-Cast site (located just east and adjacent to the UP tracks) was partially redeveloped with a 10-unit townhome community called Woodstock Station by The Hummel Group in 2008. Six acres of the original planning study site remains undeveloped. In 2018 the renovation of the former Elks Lodge at Cass and Throop Street into a retail, café and bar and the conversion of the BMO Harris Bank Building on the Square to a Brew Pub and Café are examples of transit supportive infill development in downtown Woodstock.

Description
This study provided a station area plan that examined ways to integrate development plans and increase access to the station, taking into account the roadway re-alignment and rail grade separation feasibility studies that are currently underway. A market analysis was conducted to ascertain the commercial, residential, and retail markets in the station area.
Current Activities

The study was completed in June, 2006. The Village is currently exploring technical assistance opportunities to update their village-wide comprehensive plan. Once this is accomplished, rezoning the TOD area is the next step. Wood Dale Station, a mixed-use condo building, was built across from the station in 2006 and additional condos were built along Irving Park Road in the TOD area. 

Wood Dale was chosen as part of the 2011 RTA Community Planning Program of Projects for assistance with developer recruitment and solicitation of opportunities in the TOD study area. A panel of development experts met in July 2012 to discuss potential redevelopment opportunities on City-owned land across from the Metra station. A summary of this discussion can be found below under Related Reports.

This panel convened in July 2012 to discuss potential redevelopment opportunities on City-owned land across from the Metra station. A summary of this discussion can be found below under Study Documents below. The RTA is monitoring progress and will offer assistance with implementation as needed.

Description
This study recommends the redevelopment of the Village's business district using the Metra station as the anchor, while placing emphasis on the proximity of the harbor to downtown.
Current Activities

This project was completed in January 2005. Per a recommendation in the plan, the Village enhanced the streetscape along 7th Street in the TOD area in 2010 with funding assistance from ITEP. Currently, the Village is exploring ways to market their harbor and adjacent proximity to Lake Michigan as a destination and development opportunity for condos, hotel and retail. The Village was chosen as part of the 2012 RTA Community Planning Program for assistance revising their zoning code in the TOD area. Description
To further advance the recommendations of the Transit-Oriented Development (TOD) Plan that was created in 2005 the RTA partnered with the Village to convene a developer discussion panel. The panel of developers provided guidance to the Village on how to attract development/redevelopment opportunities in their TOD area.
Current Activities
The Developer Panel was held on October in coordination with the Village, the Urban Land Institute and the RTA. The RTA will continue to monitor for any implementation activities and will support implementation as it is able to.

Description
This project developed a comprehensive town center revitalization plan for the Winfield station area located on the Union Pacific West line.
Current Activities
In August 2010, a newly-constructed pedestrian underpass opened to facilitate pedestrian access to both sides of the Metra tracks. Additionally, the Village is currently exploring funding opportunities for a shared parking deck in their TOD area to free up various parcels of land currently used as surface lots, a key recommendation in this study.

In 2019 the Village approved the construction of Winfield Station, the development planned for the former Winfield Fuel & Material Co. site immediately south of the train tracks along Winfield Road. The plans calls for a five-story building that will offer 162 units, including 15 efficiency units, 90 one-bedroom units and 58 two-bedroom units. Construction is anticipated to take place in 2020 with completion in 2021.

Description

In late 2009, the Village of Wilmette began a planning process that leveraged the Village's high commuter usage of the rail and bus systems to create a long-range vision for an improved downtown area. This ten-month planning and design process built upon several other studies and engaged some 300 residents in the process. The study process evaluated market feasibility, infrastructure capacity, and most importantly public opinion to create the final plan recommendations. The result of the project created a Master Plan that suggests increased densities, building heights and a mix of acceptable land uses combined with an appropriately regulated urban design and public realm character for defined portions or Target Areas of the Village Center. Additionally, the Master Plan conceptually addresses other areas of the Village Center, most notably the Green Bay Road corridor and future redevelopment which may occur there.

The final Wilmette Village Center Master Plan is intended as a basis, or starting point, for any future detailed development planning, design or engineering that will be required leading up to construction and implementation of all or portions of the Plan. It is a guide and as an approved Village tool, it will provide the roadmap for future initiatives, Village leadership goal setting and budgeting and management of the downtown. It is a living document and must be easily and effectively managed and adaptable to changing market conditions. While the time horizon for this Master Plan has been identified as a 10 to 15 year program, it is important that staff and Village leadership update and benchmark the plan on a regular interval. The Village of Wilmette officially adopted the Village Center Master Plan document as an amendment to their comprehensive plan on January 25, 2011. Current Activities

In 2011, a CMAP-led Value Capture study looked at potential funding mechanisms and innovative financing techniques to identify ways for the Village to fund the parking deck recommended in the TOD plan. The Executive Summary of this study can be found here.

The Village of Wilmette was chosen as part of the 2011 RTA Community Program of Projects to update their Village Center Parking Regulations. This project began in the 4th Quarter of 2011 and the new TOD parking regulations took effect April 1, 2014.  
In September of 2014 the Village announced the sale of a property at 611 Green Bay Road to a developer. A five-story mixed-use project that includes 75 apartments is opening in summer of 2017.

In May of 2018 Wilmette was awarded grant funding from the Illinois Transportation Enhancement Program (ITEP) to improve pedestrian infrastructure in its downtown according to plan recommendations. In addition to aesthetic improvements, such as landscaping and decorative paving, there are a number of pedestrian safety improvements like curb bumpouts and speed tables, as well as bike parking throughout the downtown.

In November of 2020 the Village of Wilmette gave final approval to a developer to construct a mixed-use building across from the Metra station at 1210 Central Avenue. There will be 109 apartments, ground floor commercial space, and 173 car parking spaces.
