Description

This project funded Phase I engineering necessary for future sidewalk network improvements that will provide access from residential neighborhoods south of St. Charles Road to Pace Bus Route 313. Engineering was completed for sidewalk gaps along Lee Boulevard, Morris Avenue, Rohde Avenue, Spencer Avenue, and Jerele Boulevard.

Current Activities

Phase I engineering activities are complete and the RTA awarded Phase II and Construction funding in late 2023.

Description

This project funds Phase II engineering and construction of sidewalk network improvements that will provide access from residential neighborhoods south of St. Charles Road to Pace Bus Route 313. Description

The RTA partnered with the Village of Itasca to update their Downtown Strategic Action Plan aimed at strengthening the downtown business environment surrounding the Itasca Metra station, guiding development and redevelopment, building on the Village's unique assets in the downtown area including historic buildings, parks and open space, and enhancing opportunities for transit oriented-development.

Current Activities

The Plan was completed and adopted by the Itasca Village Board in March 2022, and can be found under "Related Reports". 

In the spring of 2024 a developer was in permitting stages of a Village approved 5 story, 88 unit mixed-use residential building within the core of downtown Itasca, IL.  Situated on a 0.86 acre corner site just north of the Itasca Metra Rail Station, the Transit Oriented Development (TOD) will serve as a catalyst for redevelopment of Itasca’s historic downtown.  The building’s design blends a contemporary aesthetic while paying tribute to Itasca’s historic downtown through building materials and massing.  The U-shaped building consists of a residential Lobby and amenities, 116 indoor residential parking spaces, and approximately 4,600 s.f. of retail space at the ground floor.

Description
This project studied the area surrounding the 211th Street Station, focusing on transit oriented development and pedestrian and vehicular access improvements. The Villages of Park Forest, Olympia Fields, and Matteson participated in this study. This study was completed in September 2007.
Current Activities

Park Forest received a grant from the Illinois Department of Commerce and Economic Opportunity (ILDCEO) for a Phase II study in summer of 2010 to explore development and financial incentives to realize recommendations in the RTA-funded study. A Steering Committee consisting of representatives from Pace, Metra, RTA and Park Forest, Olympia Fields and Matteson finalized the Phase II study in the Fall of 2012 and all three communities are now focusing on implementing the recommendations.

In June 2013 the RTA coordinated with ULI to convene a developer panel to provide guidance and advice to the Village as they work to attract TOD investment near the 211th Street Metra Station. A summary of this discussion can be found in the Related Reports. Additionally, the Village was chosen as part of the 2014 Community Planning Program to complete a pedestrian access plan around the 211th Street Metra Station, which was completed in 2015.

Description

This project included the installation of a five foot wide sidewalk along the south side of US30 / Lincoln Highway in the Village of Park Forest from Orchard Drive east to the Village limits at Rockwell Street, and then south along an undeveloped right-of-way to connect to an existing sidewalk in a residential neighborhood on Farragut Street. This is a segment of 2,425 linear feet and is the final segment of a greater project to build needed sidewalk connections along US30 from the eastern Village limits to the 211th Street Metra station.

Description

The RTA partnered with the villages of Park Forest, Matteson and Richton Park to prepare a transportation alternatives study. The study examined the market potential for new mobility services such as local community-based transit services, shared mobility services, and non-motorized transportation alternatives, as well as identified additional approaches to continued land development near transit services.

Current Activities

The report was completed in the summer of 2022 and can be found under "Related Reports." To advance the recommendation for improving bicycle facilities, the Village of Forest Park was awarded funding from Cook County to conduct preliminary engineering for the 26th Street Multi-Use Path through the County's 2022 Invest in Cook program awards. Completion of this multi-use path along Forest Boulevard, Norwood Boulevard, and 26th Street would allow Park Forest residents and visitors to access downtown Park Forest without a car and establish a connection to the Thorn Creek Trail. Similarly, the Village of Matteson has received construction funds for improvements to the Village portion of the Preservation Path, which will enhance connections to transit services along Lincoln Highway and to the Old Plank Trail.

Description

The study produced a plan for the revitalization of the station area and surrounding commercial district. Previous Village planning studies were used as input to the plan.

Current Activities

The study was completed in December 2005. In November 2012 the Village met with a panel of development experts to solicit guidance and advice on ways to capitalize on redevelopment opportunities in the TOD study area. A summary of this discussion can be found under Related Reports.

Earlier in 2012 the Village was awarded a $400,000 US EPA Brownfield Assessment Grant to conduct 20 Phase I assessments and 12 Phase II assessments throughout the Village, mostly in the TOD area. The Village has also spent considerable effort in preparing for a Letter of Map Revision for the flood plain in the west side of the Village Center with technical assistance and support from CMAP. Assessing the clean-up and flooding issues in the TOD area will allow the Village to pursue and attract realistic development opportunities.

In early 2015 the RTA applied for and was awarded CMAQ funding on behalf of the Village to improve sidewalks and pedestrian access along 147th and near the Metra station. These improvements were constructed in 2018.

In 2016 the Village partnered with CMAP through their Local Technical Assistance program to envision potential pedestrian and stormwater management improvements at key points along 147th Street between Cicero Avenue and Kedzie Avenue. This project included a Complete Streets on-site demonstration event to show the types of potential improvements, cost estimates for improvements and funding sources to implement recommended improvements along 147th.

In early 2019 the RTA applied for and was awarded CMAQ funding a second time on behalf of the Village to construct pedestrian access improvements for southern access to the Midlothian Metra station.
