Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Description
This project will replace the Harlem Bus Bridge at our O'Hare Line Harlem Station. The bridge removaland reconstruction limits are from the north end of the bridge expansion joint to the south limits of thebridge expansion joint. The work includes all removal and reconstruction of the existing bridge structurewith a new superstructure galvanized steel and bearing assemblies, concrete bridge deck, concretesidewalks, approach slabs, curb and gutters, drainage, expansion joint assemblies, guard rails, trashenclosures, pedestrian shelters, electrical I LED lighting, signage, pavement stripping, and curb lanepainting.

Description
Plainfield Garage - Completion of construction of a new 189,000 square foot bus storage and maintenance facility in Plainfield, housing up to 130 buses with 12 maintenance bays and administrative offices. Pace has executed an I.G.A. with Northern Builders and the village of Plainfield to construct the project.

Current Status
Construction of the facility has been completed in September 2022. Pace received the occupancy permit and the facility operations as well as bus service started in October 2022. Pace added an additional phase to the project to include an electric bus charger and electric car chargers, as well as procurement of various furniture and equipment for the facility and offices. This last phase of the project has reached substantial completion in April 2023. This project is currently in close out.

Description
CTA has partnered with the Preservation of Affordable Housing (POAH) to revitalize the southeastcorner of 63rd Street and Cottage Grove Avenue with a new multi-use office/retail space, which willcontain a new Cottage Grove station house. Overall the general design concept relocates the CottageGrove station house within POAH's new Woodlawn Crossing mixed-use development at the southeastcorner of 63rd Street and Cottage Grove Avenue, while the existing platforms and other related railinfrastructure will remain in their current locations. The POAH design concept also adds a newpedestrian bridge and canopy to connect the existing platforms to POAH's Woodlawn Crossing building.The project will dramatically decrease the footprint of the CTA's Cottage Grove station over theintersection of 63rd Street and Cottage Grove, which will provide more natural light at street-level anddirectly respond to community feedback. The project features a number of station enhancements thatwill improve customer experience, including attractive new sculptural canopies, contemporary stationfinishes, a new elevator, and brighter lighting inside the station and on the platform. This funding willprovide for the demolition of the existing station house and canopy, new stationhouse including finisheswithin a new multi-use office/retail space conforming to CTA standards and criteria, platform extensions,new stairs from platform to grade, a new platform canopy, new friction buffer stops and associated trackwork, structural steel girder and stringer repairs, new lighting, new signage, and new train operator'sfacility.

Current Status
A contract has been awarded in January 2021 and CTA has issued a notice to proceed. The 60% design has been completed. Negotiations with POAH and City of Chicago Department of Planning and Development (CDPD) on final design for building where station entrance will be located are ongoing. POAH procured their own designer to support this project. Design is currently on hold until an agreement is reached with POAH and CDPD. CTA is exploring the option to continue design on the structural and track component of the project, as this work will be done by CTA internal forces.

This project funds engineering design services for the replacement of the Stoney Creek Bridge on Metra’s SouthWest Service. The bridge, constructed in 1917, spans over Stoney Creek in Oak Lawn at milepost 16.3. Construction funds are provided in future years.

This project is in the design phase. There are some delays related to the National Environmental Policy Act (NEPA) process and the Illinois State Historic Preservation Office (SHPO) review. The 30% design has been completed. Once the NEPA and SPHO process is complete, work will continue on the design to advance to 60%.

Description
This project involves lifting a bridge between 78th Street and 79th Street on Metra’s Rock Island Line. The bridge spans over three sets of railroad tracks owned by The Belt Railway of Chicago and Norfolk Southern in Chicago at milepost 8.7. This project is a necessary component of the new Auburn Park station project.

Current Status
The design for the project has been completed. Metra advertised the construction procurement and received only one bid. The proposed cost exceeded the allocated construction budget for the project. Metra made a decision to re-design the project to reduce the risk off of the potential contractor and attract more bids. A change order has been issued to the designer and the re-design is 90% complete.

Current Status
Metra will build a new crew facility at Fox Lake Station on the Milwaukee North District Line. The design for this location is 90% complete and the 100% design is expected in July 2023. The designs for the Western Ave and Elgin facilities are 25% complete. Design activities are ongoing.

Description
The City of Joliet is redeveloping the existing publicly owned Joliet Union Depot and nearby publicproperties as a Multi-Modal Transportation Center to be owned by the City. As part of this redevelopmentthe City of Joliet has partnered with Pace to construct a new Bus Station and turn-around for public andinter-city transit which will include parking improvements and the construction of new vehicular andpedestrian access and circulation system. The new Bus Station is south of New Street, north of MarionStreet and west of the BNSF/Union Pacific Railroad. The bus station will have 13 berths, with Pacehaving exclusive use of 11 berths, passenger loading islands with canopies and shelters, signage andlandscaping. There will also be a widening of the St. Louis Street, Pace bus operator and public toilets ata location immediately northeast of the existing Pace Heritage Division garage, and ADA accessiblesidewalks.

Current Status
The City of Joliet and Pace entered into an Intergovernmental Grant Agreement for this project. The overall Joliet Gateway Terminal project is being managed by the City of Joliet. The City of Joliet prepared 100% design and bid the larger Intermodal Transportation Project, of which the Bus Turnaround Component is a part of. A construction contract was awarded, notice to proceed was issued in February, and construction began in March. Substantial completion and beneficial occupancy for the depot building was achieved in December 2021, after a walk?through inspection of depot building. The Scott Street pedestrian tunnel was completed in April 2022. Punch list items on building, passenger platforms and site landscaping were completed in June 2022.

Current Status
Metra continued the preparation of the final design Architectural and Engineering task orders for elevator replacement. The Randolph St. elevator has NEPA issues to resolve. The two other elevators at Grand & Cicero are at 90% and proceeding to 100% design completion. A systemwide elevator inspection and assessment is in progress as well.

Description
Platform canopies and escalators will be replaced at Irving Park station on the O'Hare Blue Line. This project will address safety and state of good repair needs by replacing the worn and damaged platformcanopies at this station. Platform canopies that are in a state of disrepair allow water infiltration, which can cause damage to additional building materials and equipment and pose a safety risk to bothcustomers and employees. The scope of work for the station canopies includes the demolition and replacement of deteriorated canopy corrugated metal roofs, and repair and modification of the supportingsteel structure. Furthermore, escalators will be replaced at Irving Park Station.
