Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Description
CTA has partnered with the Preservation of Affordable Housing (POAH) to revitalize the southeastcorner of 63rd Street and Cottage Grove Avenue with a new multi-use office/retail space, which willcontain a new Cottage Grove station house. Overall the general design concept relocates the CottageGrove station house within POAH's new Woodlawn Crossing mixed-use development at the southeastcorner of 63rd Street and Cottage Grove Avenue, while the existing platforms and other related railinfrastructure will remain in their current locations. The POAH design concept also adds a newpedestrian bridge and canopy to connect the existing platforms to POAH's Woodlawn Crossing building.The project will dramatically decrease the footprint of the CTA's Cottage Grove station over theintersection of 63rd Street and Cottage Grove, which will provide more natural light at street-level anddirectly respond to community feedback. The project features a number of station enhancements thatwill improve customer experience, including attractive new sculptural canopies, contemporary stationfinishes, a new elevator, and brighter lighting inside the station and on the platform. This funding willprovide for the demolition of the existing station house and canopy, new stationhouse including finisheswithin a new multi-use office/retail space conforming to CTA standards and criteria, platform extensions,new stairs from platform to grade, a new platform canopy, new friction buffer stops and associated trackwork, structural steel girder and stringer repairs, new lighting, new signage, and new train operator'sfacility.

Current Status
A contract has been awarded in January 2021 and CTA has issued a notice to proceed. The 60% design has been completed. Negotiations with POAH and City of Chicago Department of Planning and Development (CDPD) on final design for building where station entrance will be located are ongoing. POAH procured their own designer to support this project. Design is currently on hold until an agreement is reached with POAH and CDPD. CTA is exploring the option to continue design on the structural and track component of the project, as this work will be done by CTA internal forces.

Current Status
Activities continued related to the real time signs installed at various transit centers along the Pulse Milwaukee Line with various details on the specifics of screen size. This project involves the modernization and upgrading of outmoded interlockings at the north and south ends of Chicago Union Station (CUS). The project will include, but not be limited to, new rail, ties, ballast cleaning or replacement, upgrades to signal infrastructure, replacement of switches and components, and other related work as needed. Amtrak contributes funds towards a portion of the project work.

Current Status
Amtrak identified scope of work for 2023 and has executed with Metra a Fixed Facility Agreement to complete the project. The project has started where Amtrak began the replacement and upgrades of switches, signal and rail at Harrison St and Taylor St of the North and South end of CUS.

Description
The City of Joliet is redeveloping the existing publicly owned Joliet Union Depot and nearby publicproperties as a Multi-Modal Transportation Center to be owned by the City. As part of this redevelopmentthe City of Joliet has partnered with Pace to construct a new Bus Station and turn-around for public andinter-city transit which will include parking improvements and the construction of new vehicular andpedestrian access and circulation system. The new Bus Station is south of New Street, north of MarionStreet and west of the BNSF/Union Pacific Railroad. The bus station will have 13 berths, with Pacehaving exclusive use of 11 berths, passenger loading islands with canopies and shelters, signage andlandscaping. There will also be a widening of the St. Louis Street, Pace bus operator and public toilets ata location immediately northeast of the existing Pace Heritage Division garage, and ADA accessiblesidewalks.

Current Status
The City of Joliet and Pace entered into an Intergovernmental Grant Agreement for this project. The overall Joliet Gateway Terminal project is being managed by the City of Joliet. The City of Joliet prepared 100% design and bid the larger Intermodal Transportation Project, of which the Bus Turnaround Component is a part of. A construction contract was awarded, notice to proceed was issued in February, and construction began in March. Substantial completion and beneficial occupancy for the depot building was achieved in December 2021, after a walk?through inspection of depot building. The Scott Street pedestrian tunnel was completed in April 2022. Punch list items on building, passenger platforms and site landscaping were completed in June 2022.

+ CTA Irving Park Station - Escalator and Canopy Replacement Stations & Passenger Facilities Rail $0 $0 Behind Schedule

Description
Platform canopies and escalators will be replaced at Irving Park station on the O'Hare Blue Line. This project will address safety and state of good repair needs by replacing the worn and damaged platformcanopies at this station. Platform canopies that are in a state of disrepair allow water infiltration, which can cause damage to additional building materials and equipment and pose a safety risk to bothcustomers and employees. The scope of work for the station canopies includes the demolition and replacement of deteriorated canopy corrugated metal roofs, and repair and modification of the supportingsteel structure. Furthermore, escalators will be replaced at Irving Park Station.

Current Status
Metra continued the preparation of the final design Architectural and Engineering task orders for elevator replacement. The Randolph St. elevator has NEPA issues to resolve. The two other elevators at Grand & Cicero are at 90% and proceeding to 100% design completion. A systemwide elevator inspection and assessment is in progress as well.

Description
The new station in the Edgewater neighborhood of Chicago will be built to modern standards and feature a platform-length canopy and a heated headhouse. Four ADA-compliant pedestrian ramps and six staircases will provide numerous access points that are accessible to all. A landscaped plaza with benches and bicycle parking will be installed at the station entrance. A passenger drop-off drive aisle, five accessible parking stalls, and 50 parking stalls will be constructed.

Current Status
Design for the new station was completed. The contracts for construction management and construction contractor were procured and awarded in June and July 2021, respectively. Notice to Proceeds were issued in June 2021 for the Construction Manager and August 2021 for the Construction Contractor. The project had a stop work order in place but it was rescinded. Construction continues with the contractor working on concrete ramps and stairs, platform work, and bridge waterproofing. Union Pacific continues to perform flagging activities for the station construction.

+ CTA All Station Accessibility Program - Austin Station Stations & Passenger Facilities Rail $0 $0 On Schedule

Description
Rehabilitate Rail Stations - ASAP (AUSTIN): This project is part of CTA’s All Stations Accessibility Program (ASAP). The goal of ASAP is to create a vertically accessible rail system within 20 years. ASAP also adds accessibility features to vertically inaccessible stations such as sidewalks and crosswalks, power-assisted doors, accessible fare array, braille and signage, accessible Customer Assistance (CA) kiosks and staff toilet rooms, enhanced lighting as appropriate, and expanded platform clearances for wheelchair maneuverability.This project is to improve the vertical accessibility at the Lake Line Austin station (Austin station). The original street level station opened on April 15, 1899 as a section of the “Lake Street Elevated Railroad’s” surface level extension. The current stationhouse was rebuilt in 1962 as part of the project that moved the western end of the Lake Street line from a street level alignment to an abandoned strip of the parallel “Chicago and Northwestern Railway” embankment. The Lake Line began using this elevated right-of-way on the CN&W (today’s Union Pacific) embankment between Laramie and Harlem on Sunday, October 28, 1962. This station has not been upgraded since it was rebuilt. The Austin station has been identified as a station that is not vertically accessible for all customers and will require the installation of an elevator to serve this center platform configuration. Work on this project will also bring elements of the station up to current Chicago Building Code requirements and meet the National Fire Protection Association (NFPA) 130 Standard for Fixed Guideway Transit and Passenger Rail Systems emergency egress requirements.

+ CTA All Station Accessibility Program - Elevator Replacement Stations & Passenger Facilities Rail $0 $4,633,224 Behind Schedule

Description
Funding will provide for second installment of funds to rehabilitate and/or replace elevators throughout the system. This funding along with the granted Rebuild Illinois funds provide in part for phase one of the program. For the Elevator Replacement Program, complete inspection of an elevator will need to be conducted to identify all deficiencies. Once inspections are complete, the CTA will need to determine whether rehabilitation or replacement is warranted. The individual scope of work for each elevator will vary depending on its condition and elevator type (machine room-less (MRL), geared, gearless, or hydraulic). Current Status
The Notice to Proceed for the designer has been issued in June 2022. The designer is completing site assessments and elevator inspections. An assessment report will be developed to prioritize the elevator replacement or rehabilitation locations. The report will also provide the scope of work needed for each individual elevator. A draft report is expected to be submitted to CTA in June. Once the report is finalized, CTA will issue a procurement for construction based on the priority recommendations from the assessment report.
