Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Current Status
The contractor was able to install the transformers, rectifiers, as well as roof and door replacements since the last reporting period. The project reachedsubstantial completion in January 2023 and punchlist items were completed. Final invoices remain. This will be the final update on this project.

Current Status
Permits for the project were received in the last reporting period. Currently, the General Contractor is submitting process plans for start of construction and mobilization on site. Delivery of onsite storage containers is ongoing. CTA is working with the contractor to start the first phase of the project, which is the electrical shop equipment relocation.

Phase 1 and 2 design and construction are complete. The Phase 3 design task wasissued an NTP in August 2018. The Phase 3 design was completed in July 2019. ThePhase 3 construction contract and construction management contract were bothawarded in September 2020. Construction started with site work in March 2021and is ongoing. Current activities are related to obtaining permits. The estimatedproject completion date for construction is December 2021 to allow enough timefor phase 3 construction.

Current Status

The CTA's Forest Park Blue Line Upgrades Project is the first of four phases of the Forest Park Branch.This project will provide for new trackwork from Halsted to IMD, an accessible station at Racine,advanced utility work, and a new substation and traction power equipment upgrades at Hermitage. Thiswork will enhance service quality via speed, reliability, and comfort, and improve operational efficiency onthe Forest Park Branch of CTA's rapid transit Blue Line service.

+ Metra Ties & Ballast MWD-W Track & Structure Rail $0 $0 On Schedule

Description
Metra’s track renewal crew will rehabilitate dozens of miles of track along the Milwaukee District West (MD-W) Line in 2022. The project will be the most comprehensive investment in track conditions since Metra acquired the MD-W in 1987. Metra forces will Replace ties, clean or replace ballast, and replace switch components to provide smoother, faster, and safer track conditions. Metra partners with the Canadian Pacific Railroad to fund improvements to particular portions of the MD-W as freight train traffic degrade track conditions more rapidly than Metra trains.

+ Metra Bridge A-32 Reconstruction Track & Structure Rail $0 $0 On Schedule

Project Details

Description
The bridge that carries the Milwaukee District North Line over Milwaukee Avenue near Kilbourne Avenue was built in 1899. It will be replaced with a new bridge with new abutments. Grayland Station, just south of the bridge, will be rebuilt with longer platforms, new public address equipment, visual information signs, shelters with on-demand heat on each side, new lighting and new stairs and ramps, making it fully ADA-compliant.

The construction contract was awarded in October 2020 and the construction management contract was awarded in February 2021. + Metra Ties & Ballast UPR Track & Structure Rail $0 $2,500,000 On Schedule

Description
Metra’s Union Pacific North (UP-N) Line will undergo significant rehabilitation in 2022. Union Pacific Railroad’s crews will replace ties, clean or replace ballast, and replace switch components on the northern extents of the UP-N Line. This project improves the riding quality of the trains and reduces the incidence of slow orders, which can impact the ability to maintain on-time performance. Metra provides funds to improve the track along the UP-N Line and other lines and yard facilities owned by the Union Pacific Railroad.

Current Status
Metra coordinated efforts with UP Forces for starting work on the Kenosha Sub track 1 & 2 related to replacing and cleaning ties, replacement of ballast, as well as switch components from Mile Post (MP) 8.5 to MP 52.1. Work continues and additional locations were added to the project. Kenosha ties work to follow Harvard MP .75 to MP 62. Union Pacific forces continue working and are 50% complete.

+ CTA Blue Line Traction Power - Barry, Damen and Canal Track & Structure Rail $0 $0 Behind Schedule

Description
Construct a tie house (at the intersection of Milwaukee/Canal/Lake Street) and two new substations (atBarry/Kimball intersection and Damen/Milwaukee intersection) to support traction power needs on theBlue Line. These assets will support increasing ridership demands as well as the power needed tosupport 5000 and 7000 series rail cars. The location of the tie house and substations were determinedby the Blue Line Load Flow study, which identified areas that were likely to experience traction powerissues.

Current Status
The contractor during this reporting worked out of sequence to reduce the delays to the project. Construction continues at Damen, Barry and Canal Tie House. Community notices are being put together for the Haymarket elevated work, which includes installing and testing the grounding system as well as steel mesh installation at track level. ComEd coordination meetings have begun for power sources.

+ Metra Gresham Area Bridges Track & Structure Rail $0 $0 On Schedule

Description
This project funds the remainder of construction costs to replace two bridges on the Rock Island (RI) Line in the Auburn Gresham neighborhood of Chicago. The Vincennes Bridge on the RI Main Line is a concrete structure built in 1916 at milepost 9.75. The Morgan Bridge on the RI Beverly Branch is a timber structure at milepost 10.15 and was erected in 1973 by the now-defunct Rock Island Railroad with the intention of being a temporary solution. Both bridges are named after the Chicago street over which they cross, carry two main line tracks, and will be replaced with resilient concrete bridges.

Current Status
Design work for the Vincennes Ave. Bridge #98 and Morgan St. Bridge #S-102 were completed. City land swap negotiations are ongoing. Metra is proceeding without the property swap and is investigating the original elevation ordinance for the legal right to construct on City property. The 100% drawings were completed, and vendor selected. The contractor was given the Notice to Proceed in August and kick-off meeting was held in October. The contractor is working on submittals and long lead time items as well as working on permits for the project.

Description
This project will replace the Harlem Bus Bridge at our O'Hare Line Harlem Station. The bridge removaland reconstruction limits are from the north end of the bridge expansion joint to the south limits of thebridge expansion joint. The work includes all removal and reconstruction of the existing bridge structurewith a new superstructure galvanized steel and bearing assemblies, concrete bridge deck, concretesidewalks, approach slabs, curb and gutters, drainage, expansion joint assemblies, guard rails, trashenclosures, pedestrian shelters, electrical I LED lighting, signage, pavement stripping, and curb lanepainting.
