Project Management Oversight (PMO) Capital Projects

The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the December 2023 Project Management Oversight report.

Description
Metra's investment in innovative, cleaner energy locomotives will be funded in part by this project which will procure multiple-unit car that produce zero mobile emissions. This multi-year, multi-phase project will acquire battery-electric trainsets. Metra will be among the first passenger rail transit agencies to purchase and operate self-propelled trainsets that will not require the construction and maintenance of wayside power. Metra estimates that replacing one old diesel locomotive with a zero-emission locomotive will reduce nitrogen oxides (NOx) emissions by more than 30 tons per year, thus significantly reducing the agency’s greenhouse gas footprint and greatly improving air quality in the region.

Description

Description
This project will provide design and construction funds for yard improvement projects at the yard facilities along the Milwaukee District lines. Upgrades under this project will include, but are not limited to, installation of electric heating elements for switches and the installation of steel grated boardwalks at the Western Avenue yard. Track work would include rail, ties, ballast and switches.

Description
This project provides for the purchase of fleet vehicles and equipment utilized by Metra’s various departments to help service and maintain the system. This project includes, but is not limited to, vehicles used for supervision of fieldwork, small pickup trucks, construction equipment, and other vehicles. Project funds will replace and retire vehicles and equipment in Metra's current fleet that has surpassed its useful life.

Description
A complete renovation of the downtown Chicago terminal station will rehabilitate the existing historic waiting rooms, replace the roof assembly while maintaining the green roof, and will replace the pedestrian tunnel in the park. A new 'pop-up' entrance in Grant Park will add a new access stair case and elevator and add an ADA-compliant ramp connecting to the pedestrian bridge. The pedestrian tunnel under Michigan Ave will be waterproofed and a new elevator will be added to the Jackson Blvd platform. The scope of work includes rehabilitation of the stair enclosures and elevator west of Michigan Avenue, replacement of the platforms, new full-length platform canopies, heated warming shelters, construction of a new vendor space at lower level, and all new mechanical, electrical, and plumbing throughout the station.

Current Status
Metra awarded the consultant contract for station concept design. The concept design is at 15% completion and on hold pending completion of lakefront ordinance protection, NEPA, and environmental processes. Documents are being prepared to be submitted for lakefront ordinance for approval. Environmental and NEPA work is ongoing. The Memorandum of Understanding should be fully executed in Q1 of 2024.

Current Status
This project is in the design phase. The National Environmental Policy Act (NEPA) review process is ongoing. Design activities are at the 60% design mark. Benesch is continuing to review and respond to comments from Metra and UPRR as they come in. Once all comments are addressed, the design will continue to 90% design.

Description
This project involves the replacement of 22 bridges on the UP North Line in Chicago, Illinois. The structural scope of work will include, but not be limited to, replacement of existing stone abutments, retaining wall construction, steel spans, and decks. Also, some track work will be accomplished between the bridges, including the replacement of wood ties with concrete ties, and some commuter station modifications will be required, including the Ravenswood Station. To ensure reliable train operations, theproject will include various signal improvements, including: new interlockers at Addison Street (MP 5.0) and Rosehill (MP 7.3, between Balmoral Avenue and Bryn Mawr Avenue), and upgrades to the Deering interlocker (MP 3.2). Current Status
The bridge construction has been completed in September 2021. The station contractor reached substantial completion in August 2023. The contractor continues to address punch list items on the station. The station had a soft opening at the beginning of August and its opening ceremony at the beginning of October. This will be the final update of this project.

+ Metra Union Pacific West Line Expansion Track & Structure Rail $0 $0 Behind Schedule

Description
This project, a Public-Private Partnership between Metra and the Union Pacific Railroad, will constructtwo new segments of third mainline track on the Union Pacific West Line. One of the segments will bebetween the Vale Interlocking at milepost 10.0 in River Forest and the 25th Avenue Interlocking atmilepost 11.8 in Melrose Park. The other segment will be between the Kress Interlocking at milepost32.1 in West Chicago and the Peck Interlocking at milepost 38.4 in Geneva.Improvements are anticipated for all four of the interlockers that bookend the two segments. Additionally,a new interlocker may be constructed at milepost 35.4 between the Kress and Peck interlockers, whichwill increase operational flexibility. The interlocker improvements and additions will be constructed tomeet Positive Train Control requirements.Improvements along both segments will include, but not be limited to, trackwork, earthwork, sub-ballast,structures, signal infrastructure, interlocking upgrades, and all work necessary at highway gradecrossings. Bridge improvements will be needed over both the Des Plaines River and the Fox River toallow for the third mainline track. The project will also include platform relocations and improvements atboth the Maywood and Melrose Park stations, and platform, platform shelter, and parking improvementsat the Geneva station. Lastly, land acquisition may be required at various locations along the twosegments in areas where the right of way is not wide enough to accommodate the third main track withinthe track centers required by the Union Pacific.

Current Status
Construction for the eastern section reached substantial completion in December 2020. Construction activities on the western section of this project are in progress. The general contractor is working on civil and structural elements. The contractor performed work related to various activities for the installaiton of the soldier piles and lagging. Similarly, the contractor continued to address elements related to jack and boring of culverts on the job site. Work on the Fox River Bridge continues as well with anchors being installed after the earth retention systems continue to be installed.

+ Pace Transit Signal Priority (TSP) Electrical, Signal & Communications Bus $0 $0 On Schedule

Description
Transit Signal Priority Integration - TSP implementation along priority corridors as part of the Regional Transit Signal Priority Implementation Program. Pace plans to deploy TSP along nine additional corridors at approximately 300 signalized intersections. The corridors include: 159th Street, Sibley Boulevard/147th Street, Roosevelt Road, Cicero Avenue, 95th Street, Grand Avenue (Lake County), Cermak Road, I-90 Transit Corridor Access Intersections and Halsted Street. This form represents the portion of the project funded with PAYGO in 2024. Years 2021-2023 of TSP related projects are funded with ICE funds as shown in Exhibit I.

The vendor received the permit to implement TSP system along 58 signalized intersections of Dempster Street from IDOT. Systems integration testing were completed at 47 of the 58 signalized Dempster intersections was completed and railroad crossings field tests/data analysis completed at various locations along Dempster. TSP installation along Dempster St. in Evanston is in process and will continue thru Q2-2023. The vendor completed construction and systems implementation along Grand Ave. in a previous but this quarter acquired IDOT District 1 approval and permitting for EOS deployment along Grand and other corridors. Deployment and initial testing of TSP along Roosevelt Rd. was completed and the vendor is currently demonstrating the information to IDOT Dist. 1.
