Description
The RTA partnered with the Village of Itasca to update their Downtown Strategic Action Plan aimed at strengthening the downtown business environment surrounding the Itasca Metra station, guiding development and redevelopment, building on the Village's unique assets in the downtown area including historic buildings, parks and open space, and enhancing opportunities for transit oriented-development. The Plan was completed and adopted by the Itasca Village Board in March 2022, and can be found under "Related Reports". In the spring of 2024 a developer was in permitting stages of a Village approved 5 story, 88 unit mixed-use residential building within the core of downtown Itasca, IL. Situated on a 0.86 acre corner site just north of the Itasca Metra Rail Station, the Transit Oriented Development (TOD) will serve as a catalyst for redevelopment of Itasca’s historic downtown. The building’s design blends a contemporary aesthetic while paying tribute to Itasca’s historic downtown through building materials and massing. The U-shaped building consists of a residential Lobby and amenities, 116 indoor residential parking spaces, and approximately 4,600 s.f. of retail space at the ground floor. Funding Amounts by Source

Description
The Joliet Arsenal Area Transportation Plan identifies the transportation services that will be required to support existing and future development on an around the former Joliet Arsenal and provides guidance to implementing agencies regarding priorities and needs in southwestern Will county. The 23,000 acre former Joliet Army Ammunition Plant is being re-developed for non-military use including the Midewin National Tallgrass Prairie, Abraham Lincoln National Cemetery, a county landfill and two major industrial parks.
Current Activities
This project was completed in April 2004. The creation of a Southwest TMA was recommended within this study, which was evaluated in a subsequent study by the RTA found at https://rtams.org/projects/planning/2813. Funding Amounts by Source

The RTA will assist the City of Joliet to develop an ETOD plan for areas of downtown adjacent to the Joliet Gateway Center, a hub for Amtrak, Metra and Pace services. The goals of the ETOD plan are to create equitable housing opportunities adjacent to public transportation that are not currently available in the downtown; increase ridership on existing public transportation routes; spur new investment in the adjacent neighborhood, including underutilized commercial buildings on Washington Street; utilize existing city-owned parking lots for shared parking opportunities; transition publicly owned land into the private sector to generate property tax revenues; and increase and stabilize property values in the immediate area. This study examined the feasibility of creating a new intermodal transportation center in the City Center, adjacent to the existing Union Station. The study also provided recommendations to create intermodal connectivity, improve public transportation and passenger efficiencies and identify potential opportunities for adaptive reuse of the existing Union Station.
Current Activities
The Joliet Gateway Center transportation campus is a $43.4 million project that includes the construction of new commuter parking and kiss-and-ride facilities (completed in 2013), construction of a new bus facility, construction of a new train station, and the relocation of train passenger platforms. The project is funded through a $32 million grant from the State of Illinois, $7.5 million in funding from the City of Joliet, $2.2 million from the Burlington Northern Santa Fe Railway, and $1.7 million from PACE. The Gateway Center project demonstrates the continued partnership of the State, City and County, the RTA, Metra, PACE, Amtrak, Burlington Northern and Santa Fe Railroad, and Union Pacific Railroad.
The new Rock Island train passenger platform and temporary Heritage Corridor platform both opened in 2014, in addition to the New Street Pedestrian tunnel. The UP and BNSF are working on the rail viaduct including bridge reconstruction, rail realignment, interlocker rebuild and new signals. The City's contractors will also be coordinating work on the new tunnels to coincide with the work that will be done by the railroads to take advantage of pre-scheduled train service outages. The new train station including new platforms opened in April 2018. A new 10 story ($195 Million) County Courthouse at southwest corner of Ottawa and Jefferson Streets in downtown Joliet is under construction and is scheduled to be completed in 2020. This project, completed in 2007, assessed the market for improved transit service in the Village.
Current Activities
The Village of Justice has installed sidewalks along 79th Street from 88th Avenue to Roberts Road, and on Roberts Road from 79th Street to 87th Street. Two new bus shelters, four new benches, and two crosswalks have been added to improve access to Pace buses along 79th Street. Additionally, the Village has applied for Safe Routes to Schools funds for additional sidewalk improvements.

Description
This project, sponsored by Kane County, addressed the transit component of the Kane County Long Range integrated Transportation and Land Use Comprehensive Plan. It also served as an update to the Kane County Transit Opportunity Assessment Study which was completed in October 2002.
Current Activities
The Transit Plan was adopted on June 14, 2011 by the Kane County Board.
The CMAP LTA project, titled Implementation of the Kane County 2040 Long Range Transit Plan- Transit-Supportive Corridors: Existing Conditions and Implementation Tools, was completed in 2015. Additionally, the Kane County Department of Transportation is in the design phase for the CMAQ grant to install bus shelters on the northern portion of Randall Road. Construction will likely occur in 2018. In late 2013 Kane County DOT received CMAQ approval for the Randall Road Transit Infrastructure Improvements project. This project funds Phase 2 Engineering and Construction for bus shelters, waiting pads, crosswalk markings, pedestrian signals, ADA ramps and sidewalks along Pace Route 801, as recommended in the South Elgin Transit Improvement Plan and Kane County 2040 Long Range Transit Plan CP projects. Description
This project examined ways to coordinate land uses, improve access and signage, and optimize transit operations along Randall Road in Kane County. Current Activities
This project was completed in December 2010. In spring of 2011, Pace was awarded an FTA grant for $800,000 to install bus shelters and sidewalk connectors along the Randall Road Route #529 study area. All shelters under this grant have been installed at 28 stops along the route, along with necessary sidewalk connectors in certain locations as recommended in the plan. Funding Amounts by Source

The Ride in Kane project coordinates dial-a-ride services in Kane County for older adults and persons with disabilities. The sponsors of this project include multiple private non-profit organizations and local units of government. Project DetailsDescription
This project assessed the existing Ride in Kane program and recommended areas of improvement. Program performance and financial conditions were examined. Solution strategies of the report focus on elements such as trip scheduling, reporting procedures, and trip pooling. An implementation plan and sponsor toolkit resource guide were prepared to assist program participants in enacting recommendations.

Description
The Kane County Transit Opportunity Assessment evaluated the existing and potential transit market in the County. The study includes recommendations for further assessing opportunities for transit service in five sub-regions or markets of the County as identified by the study. Two corridors are also identified as candidates for transit services and transit supportive land use planning.
