The current participants of the project are: Crete Township, Frankfort Township, Monee Township, Peotone Township, Washington Township, and Will Township.

Description

This project helps to implement the county's coordinated paratransit plan initially funded through the RTA¿s Community Planning program. Mobility Management funds have been fully expended. This project is complete. The Mobility Manager continues to coordinate services with the six participating townships.

Description

This program provides transportation and mobility management services for persons with disabilities, the elderly and low-income individuals residing in eastern Will County townships. The program is an outgrowth of the county's coordinated paratransit plan funded through the RTA's Subregional Planning program. The RTA Board approved the 2011 Program of Projects at its November 16, 2011 meeting. Grant agreements have been executed. By agreement with Washington Township this project has taken on the management responsibilities for grants initially awarded to Washington Township. As a result of this agreement an additional $32,970 in federal funding has been added to this project. Will County formed the Paratransit Council that will help to set policy for the project. This program provides transportation and mobility services seniors and individuals with disabilities residing in eastern Will County townships.

Description

The RTA partnered with the City of Crystal Lake to create a transit-oriented development plan for the areas surrounding the Crystal Lake and Pingree Road Metra stations. The project created a development strategy for increasing the density in these areas with the goals to strengthen pedestrian walkability and to expand mixed use and transit supportive land uses for increased travel efficiency.

Current Activities

The plan was adopted by Crystal Lake City Council on September 7, 2021. The RTA will monitor for implementation activity.

In 2022 construction commenced to build a new multi-family development at the southwest corner of E. Crystal Lake Avenue and S. Main Street. The community will include 48 apartments and 51 townhouses just a short walk from the Crystal Lake Metra rail station.

Description
The RTA coordinated with the Urban Land Institute (ULI) to bring in a panel of development experts to provide guidance and advice on ways the community can attract TOD investment in their Metra station area.

This panel convened in December 2013 and a summary of this discussion can be found in the Study Documents below. The RTA is monitoring progress and will offer assistance with implementation as needed.

Description

The RTA assisted the Village of Richton Park to update to the Village’s 2004 transit-oriented development plan (TOD), encompassing the 1/2 mile area surrounding the Richton Park Metra station. The goals for the project were to update, consolidate, and refresh the 2004 plan with new recommendations, imagery, and graphics. The plan included a modernized strategy to offer more housing options and create a new public open space near the Metra station. The updated plan focuses on ways to retain existing character, celebrate the Village’s history, and create an appealing Town Center for the community.

Current Activities

Work on the project began in March 2023 with meetings among the project team and the project’s Steering Committee. Work on the project continued throughout 2023 with community engagement, existing conditions analysis, and development of draft recommendations. The project team prepared a draft plan for Village staff, Steering Committee, and Planning and Zoning Commission review and made revisions based on comments received. The plan was approved by the Village Board of Trustees at their April 22, 2024 meeting. You can read the plan in the "Related Reports" section of this page.

Description
This project explored mixed-use redevelopment opportunities by conducting a preliminary market analysis and survey of stakeholder perceptions. Design guidelines, implementation strategies and a preferred concept plan were developed.
Current Activities
This project was completed in November 2004. The Village was chosen as part of the 2013 RTA Community Planning Program to participate in a RTA/ULI Developer Discussion Panel to solicit guidance and advice from the development community on ways to attract TOD investment. This panel convened on December 13, 2013 and a summary of this discussion can be found in the Study Documents.

In early 2015 the RTA applied for CMAQ funds on behalf of the Village, via the RTA's Access to Transit Improvement Program, for pedestrian improvements in the Metra station area. The project was chosen for CMAQ funding in fall of 2015 as part of the RTA's combined application.
