Project DetailsDescription
The RTA chose Blue Island as part of the 2013 Community Planning Program to work with ULI to assemble a developer discussion panel to provide input, guidance and advice to the City as they work to attract TOD investment on a City-owned parcel adjacent to the 119th Street Metra station.
Current Activities
This panel convened in August 2013 and a summary of this discussion can be found in the Study Documents. In March 2015 the City issued a RFQ seeking a redevelopment partner for approximately 7.5 acres at the southeast corner of 119th Street and Vincennes Road. The site will serve as a gateway to Blue Island and create a commercial or mixed-use node, as identified in the Comprehensive Plan and the City is still working with potential developers to explore public and private funding sources to help finance a development.

Project DetailsDescription
This project developed a plan to guide development in and around the possible Plainfield station area site on the proposed Metra STAR Line commuter rail line. The resulting plan provides recommendations to link the proposed station area with the existing downtown, residential areas and employment centers as well as transit-oriented development options.
Current Activities
The Village Board adopted the final plan in June 2009. A Park-N-Ride was implemented in 2009 at New Van Dyke Rd and Village Center Drive to connect to Pace Route #855. Additionally, Planning, Engineering and Environmental phases of the proposed Metra STAR Line project were completed in 2012. Further development of the STAR Line has not taken place since 2012. In 2018 Pace began operations of the new Plainfield Park-n-Ride lot to support the Pace I-55 Bus on Shoulder service. Although this transit service in Plainfield is Bus on Shoulder service instead of STAR Line service, this lot is a recommendation of the 2007 plan. In the spring of 2018 the Village entered into a a public-private partnership with a builder with the intent to encourage new development on several acres adjacent to the Park-N-Ride lot at Van Dyke and Wood Farm Roads. Project DetailsDescription
This study created a transit-oriented development plan for the area adjacent to the Manhattan Metra station. The plan provides guidance for the location of civic, residential, office, commercial, and recreational spaces. Particular attention is paid at enhancing the core downtown while developing a 100-acre parcel adjacent to the station. The plan makes recommendations for the surrounding land uses, transportation improvements, and proposed crossings while outlining an implementation plan and design guidelines to be used by the Village and potential developers. The Manhattan Village Board unanimously adopted the Village Center Master Plan in September 2010 and this plan was awarded an IL-APA Award in 2011.
Current Activities
The RTA provided the Village with continued support through Community Planning Program with two projects: Updating the Village's TOD zoning regulations and a ULI Developer Discussion Panel. The Village of Manhattan unanimously approved the Downtown Zoning District in June 2012. As a follow-up, the RTA worked with ULI to convene panel of development experts to discuss the future of development in the TOD area in April 2013. A summary of this discussion can be found below in Study Documents.
The Village is currently focusing on improving the attractiveness of public space in the TOD area. The first project completed was a new public parking lot on Wabash between North Street and US Route 52 and the Village will soon begin preparing a layout for the area behind Village Hall to include additional public parking, landscaping and a gathering space for community events as recommended during the Developer Panel Discussion. Description
This study was conducted by the DuPage Mayors and Managers Conference in cooperation with DuPage County. The DuPage Area Transit Plan included both a short term and long range transit plan for the County. Throughout the development of the plan stakeholders from the county including elected officials, county and local community staff, and area residents were engaged through an extensive grass roots public involvement process to provide input into the plan. This process resulted in the identification of quality of life issues with respect to the provision and availability of transit service in the County. Current Activities

In 2013 the Village of Glen Ellyn was awarded CMAQ program funds, via the RTA's Access to Transit Improvement Program for multi-modal access improvements to Pace Route 301, which was a recommendation made in the DuPage Area Transit Plan. The RTA awarded $55,000 to the City of Harvard for Phase I engineering needed for pedestrian access improvements along Illinois Route 173 from Marengo Road to US Route 14, including new sidewalks, ADA crosswalks, and pedestrian access over Mokeler Creek. Currently, there are no sidewalks along Route 173, forcing pedestrians to walk on the shoulder. At the crossing of Mokeler Creek, pedestrians have to walk in the travel lanes of Route 173 to get over the creek. Current Activities

Description
The RTA assisted the Village with developing a TOD plan for downtown Elburn and the areas near the Elburn Metra station. Plan objectives included identifying ways to unify and connect the downtown business district with the Metra station and TOD development south of the station and identifying development opportunities that support a vibrant area serving the entire village while incorporating the Metra station as a focal point of new development. Work on this project began in 2021 with an existing conditions analysis and a series of community engagement events and surveys. After developing a set of recommendations and implementation steps, the project team presented the draft plan at the third public workshop in April 2022. The Elburn Village Board adopted the plan as an amendment to the Comprehensive Plan at their July 18 meeting after receiving a unanimous recommendation for adoption from the Planning Commission. Description
This project, sponsored by DuPage County, updated the DuPage County 2002 Transit Plan by developing a phased implementation of projects identified in the plan over a 20 year horizon.
Current Activities
The final plan is complete and was approved by the Public Transit Committee of the DuPage County Board in November 2011. The RTA, partnering with DuPage County, DuPage Mayors and Mangers, and Service Boards, launched a marketing campaign to promote transit in the County. Funded primarily through a Congestion Mitigation and Air Quality (CMAQ) grant, the campaign intends to inform residents and employees in the county of their transit options and encourage them to ride public transportation. The campaign began in October 2014 and will continue to the end of 2015 and utilizes tactics such as billboards, online advertisements, marketing collateral (door hangers), mall displays, newspaper advertisement and community engagement.
CMAQ approved the RTA's submittal to fund 80% of the cost for local access to transit capital improvements for the Village of Glen Ellyn, as recommended in the DuPage County Transit Plan Update. The RTA has approved the local match as part of the 2014 budget. Installation of these improvements will begin in 2015. In late 2013 the City of Aurora received CMAQ approval for the Station Blvd Extension to IL 59 Commuter Parking Lot project. This project funded Engineering and Construction for a new driveway to the IL 59 Commuter parking lot along the Metra BNSF Line, allowing for Park-n-Ride opportunities, as recommended in the DuPage County Transit Plan Update CP project. Description
The Evanston Transportation Center Planning Study developed conceptual plans for access improvements within and between the Evanston Davis Street transit stations and the existing and planned development in downtown Evanston. Wayfinding and pedestrian access improvements were particularily emphasized as nearly half of commuters access the stations by walking. The study also recommended specific improvements at an existing bus transfer location and a review of existing bus services to assess whether it is meeting the needs of the current transit market.
Current Activities
The study was completed in August 2001. The City incorporated design recommendations from the study, including a pedestrian ramp to the Davis Station. Mixed-use development has also been built adjacent to the east and north of the Davis St. Station.
The City was selected as part of the 2015 RTA Community Planning Program to explore ways to create a TOD Parking Policy throughout the City. In May 2020 the Evanston City Council approved an 18-story, 210,000 sq. ft. office project to be located less than 1,000 feet from both the 'L' and Metra rail service, the first high-rise office building to be constructed in the city in 20 years.
