Description

This project funded technical assistance to Pace to enable them to conduct the following studies: The Green Bay Road Flexible Transportation Study in Lake County; the Barrington Road / I-90 Hoffman Estates Circulator and Land Use Study; and the Woodridge Park and Ride Transportation Plan.

Current Activities

The Hoffman Estates study recommended transit service alternatives, revised land uses and bicycle / pedestrian improvements. In 2018 Pace launched I-90 Express Bus services to the new Barrington Road Station as well as the new Route 612, Barrington Road Cirulator in Hoffman Estates.

In 2021 the former AT&T campus in Hoffman Estates opened as Metroburb, a new mixed-use district featuring office, retail and residential accommodationsin close proximity to the Barrington Station. The Woodridge study recommends the area around I-355 and 75th as the preferred location for an I-55 Bus on Shoulder park-n-ride facility. At this location, the Centerpointe of Woodridge is the preferred site due to its proximity near this interchange and site factors that support the development of park-n-ride service. Additionally, this site also has the potential to also serve as a remote park-n-ride facility with connecting service to Metra BNSF stations. Since completion of the Plan Pace has been evaluating the capacity/equipment/garage constraints of I-55 service as it related to a new Woodridge Park and Ride, as well as future development of the Bus on Shoulder corridor. The Green Bay Road final report was completed and delivered in December 2016.

Description

This project funded technical assistance to Pace to conduct a corridor study of North Avenue between Harlem Avenue and York Road. This study aligned with the goals and objectives of the Pace Vision 20/20 plan as well as addressed regional concerns expressed in the CMAP GOTO 2040 plan. Recommendations include providing improved access to current Pace and CTA bus services, providing improved connections for people walking and biking, transportation and land-used tactics to improve the corridor for future Pace Pulse service, and some redevelopment concepts for two sites with redevelopment opportunity along the corridor.

Current Activities

This study was completed in June 2017 and Pace staff has begun to determine which of the recommendations to consider first for implementation.

In 2019 the Village of Melrose Park acquired and incorporated into it's jurisdiction the former Maywood Race Track, as recommended in the plan. In April 2019, reports confirmed that the 42-acre site will be developed into a three-building, 623,000-square-foot industrial and retail project, that will be called the Chariot Logistics Center.

In June 2019 the Chicago Plan Commission approved the redevelopment of the former Sears site at Harlem Ave, as recommended by the plan. Development plans include a five-story complex with 161 residential units, a grocery store, health club, and 462 parking spaces. At nearby 7141 W. Wabansia Avenue, a new four-story development with 152 units and 177 parking spaces is also planned.

In 2021 the Village of Melrose Park was awarded $566,000 from Cook County as part of the 2021 Invest in Cook grant program awards. The funds will be used to make roadway improvements at the intersection of IL-64 (North Avenue) and George Street. Correcting the offset intersection will improve safety for motorists and other users while also improving traffic circulation along commercial properties. Construction will involve installation of new traffic signals, relocating a shopping center entrance drive, as well as modifying sidewalks, ADA ramps, and a bike path. The 2017 Pace North Avenue Corridor Plan highlighted this intersection as needing modifications to better serve Pace riders, which this project will accomplish. The City of Northlake was also awarded funding for right-of-way for roadway improvements to Railroad Avenue, a major trucking corridor within the City. This project will bring Railroad Avenue up to modern design standards for safety and efficiency and improve the movement of trucks in the area. Improvements include adding a southbound right turn lane to improve capacity at the intersection of IL 64 (North Avenue) and Railroad Avenue, upgrading pedestrian accommodations to current ADA standards, and providing new signalized pedestrian crossings. The new signalized pedestrian crossing will improve access to the Pace 309 route.

RTA staff will continue to monitor for implementation activity of this study.

Description

This project assisted the Village with creating a TOD Plan for the downtown area that will serves as an update to the Village 2004 Downtown Land Use Guide. This plan built upon already completed development and redevelopment in the downtown area in the 1990's and early 2000's. This Plan is a refined vision for remaining pocket areas that have potential for redevelopment and focuses on fringe areas where high-density, TOD development transitions back into more traditional, low-density land uses.

Current Activities

The final TOD Plan was adopted by the Village Board on November 14, 2016 and the Village is assessing initial implementation steps it could take. In September 2018, 'Stone Garden' Single Family Homes completed construction near the Palatine Metra Station.

In 2022 the Village was awarded right-of-way funding for Palatine Road improvements from Smith Street through Quentin Road identified in the plan. These improvements will include the reconstruction of Palatine Road, bike lane improvements, and associated sidewalk and pedestrian enhancements. These improvements will not only further solidify this section of Palatine Road as a western gateway into Downtown, but also greatly enhance the pedestrian and bicycle connectivity to Downtown Palatine.

Description

Lake County combined three separate dial-a-ride services, operating in the Central Lake/Shields township area, into one service. The project initially calls for Shields Township to operate separately while the Fremont and Central Lake partners (Fremont Township, Libertyville Township, Villages of Libertyville and Mundelein) are combined. The service provides expanded dial-a-ride transportation in Lake County to seniors and individuals with disabilities residing in Central Lake County. Five municipalities and Lake County sponsor the project.

Description

This dial-a-ride service will operate weekdays in Antioch, Avon, Grant, and Lake Villa townships. A portion of the service will be a flexible route connecting three Metra stations on the NCS Line and Milwaukee District - North Line with residential areas to offer greater access to employment opportunities primarily for individuals with limited mobility and other transit dependent populations. The service expanded its boundaries in December 2012 to include Waconda and Fremont Townships. Lake County implemented the service January 11, 2010.

Description

This project assisted the Village with implementation efforts as recommended in their recently adopted TOD plan that was funded through the Community Planning program. A developer panel was conducted with the goal of assisting the Village with several redevelopment sites identified in the plan. Future redevelopment of these sites will capitalize on the proximity to exiting transit facilities as well as help strengthen the vitality of downtown River Grove.

Current Activities

The discussion panel was held on November 18, 2015. The final summary report is complete and can be found in the Related Studies section.

In 2021, the River Grove Station development was completed and began leasing units. The 40-unit multi-family development is located adjacent to the River Grove Metra station in the area designated as "Site 1" in the River Grove Thatcher Avenue Transit-Oriented Development Plan (2014). This site was the subject of the 2015 Developer Panel.

Description

RTA worked with ULI and the Village to coordinate a developer panel to determine a practical approach to creating a financially-feasible, transit-supportive neighborhood of mixed-use commercial and residential development. The project focused will be along the corridors adjacent to the Oakton-Skokie CTA Station and the neighboring high-density multifamily residential neighborhoods. This effort is intended to support the new CTA station, CTA and Pace Suburban Bus services, and the neighborhood's commercial areas.

This discussion was held on July 10th and a summary of this discussion can be found in the Related Studies section.

In 2020, construction began on a $64 million, 153-unit mixed-use development located at the northwest corner of the intersection of Lincoln Avenue and Oakton Street.  Called Highpoint at 8000 North, this development is emblematic of the type of development that Developer Panel participants recommended for the Oakton Street corridor. The Village anticipates that the development will be open for residents in 2022.

Description
The Ride DuPage to Work is a service of the Ride DuPage system designed to enable persons with disabilities greater opportunities to obtain and maintain employment through more affordable transportation. DuPage Transportation to Work, initially funded with the 2006 program, was implemented March 1, 2008. DuPage County became the grantee for the project in 2010. Prior to that Pace served as the project grantee.

The service provided 2,597 trips in December 2017. This project is complete. Funds have been fully expended.
