Description
The RTA is assisting the Village with updating the zoning code in the southeast portion of the Village, from South Claire Boulevard to the Robbins Metra station. Code updates will allow the Village to realize the type of development envisioned in the Robbins TOD and Industrial Areas Plan, completed with support from the RTA and the Chicago Metropolitan Agency for Planning. The project kicked off in January 2024 with an analysis of the Village's existing zoning regulations for Village staff review. The project team is currently developing draft zoning code amendments for review and consideration by Village staff. Funding Amounts by Source

Project DetailsDescription
The RTA will assist the Village of Riverdale to complete a Mobility Improvement and TOD Action Plan in transit served areas of the Village. The study area includes the 138th Street corridor, Riverdale and Ivanhoe Metra Station areas, S. Halsted Street and S. Indiana Ave. The planning efforts will also incorporate special considerations for current ADA specific infrastructure needs and outline funding opportunities the Village can pursue. The goals for this study include creating specific steps to improve access to all modes of transit within the Village, enhancing safety for residents of all abilities, identifying transit-oriented development opportunities, and creating a guide to secure implementation funding for the Village. Project DetailsDescription
In September 2009, the City and consultant team worked with a steering committee including neighborhood residents and business owners to develop a plan for the area around the Cumberland Metra Station. The plan identifies streetscape, pedestrian, and roadway opportunities to improve access and circulation near the station. The final report adopted by the board is comprised of three different volumes: concept plan, design guidelines, and appendix. Implementation of the plan will strongly rely on market forces and actions from the City. The City Council approved the plan as an amendment to the City's Comprehensive Plan in January 2011. The plan was adopted by the City Council on January 3, 2011. In June 2015, a development team submitted a proposal for the redevelopment of the Littelfuse site along Northwest Highway. The residential project will consist of 127 townhouses and a five-story apartment building with 270 units, located a half-mile from the Cumberland Metra Station. Construction began in late 2016 with townhome units being available for occupancy as soon as 2017. The 397 unit Buckingham Townhomes and Apartments opened in 2018 to residents along Northwest Highway, within walking distance to the Cumberland station. Funding Amounts by Source

Description
This project assessed the feasibility of the City's preferred transit station location and developed a conceptual station area plan for a potential transit station located within the City on the potential Milwaukee District West Line service extension to Marengo. Description
The Joliet Arsenal Area Transportation Plan identifies the transportation services that will be required to support existing and future development on an around the former Joliet Arsenal and provides guidance to implementing agencies regarding priorities and needs in southwestern Will county. The 23,000 acre former Joliet Army Ammunition Plant is being re-developed for non-military use including the Midewin National Tallgrass Prairie, Abraham Lincoln National Cemetery, a county landfill and two major industrial parks.
Current Activities
This project was completed in April 2004. The creation of a Southwest TMA was recommended within this study, which was evaluated in a subsequent study by the RTA found at https://rtams.org/projects/planning/2813. Funding Amounts by Source

Description
This project created a transit-oriented development plan for the City's Main Street Metra and CTA stations. The plan evaluated ways to introduce high-quality office and technology space into the station area and improve connections between the two stations.
Current Activities
The Main Street TOD Plan was adopted by the Evanston City Council on July 9, 2014. A nine-story mixed-use development at Chicago Avenue and Main Street that includes 112 apartment units above ground floor retail and second floor office and amenity space opened in fall of 2016. In 2017 the RTA assisted the City to create a TOD Parking Policy for areas surrounding this and other rail stations throughout the City. In 2018 the RTA awarded funds to install new bike racks at the Main Street Station via the RTA's Access to Transit Program.

Project DetailsDescription
The Riverdale 138th Street Station Planning Study identified redevelopment opportunities in the station area as well as recommended improvements that would compliment revitalization efforts. Among the recommended transit facility improvements were new lighting, sidewalks, and viaduct improvements at the station entrance. A circulation and streetscape plan for the station area and design criteria for the recommended redevelopment were also produced.
Current Activities
The study was completed in December 2001. RTA staff will continue to reach out to Village staff and offer any assistance needed for implementation of the plan.

Project DetailsDescription
The Elmhurst Central Business District City Centre Planning Study was completed in March of 1999. The plan was directed by the Central Business District Special Service Area and was part of the RTAP program. The study applied transit-oriented development principles to downtown Elmhurst.
Current Activities
The original TOD study was updated by the City of Elmhurst in 2006 and continues to foster residential, commercial, and retail development in the downtown area. A six-story mixed use development is currently under construction at 100 N. Addison in downtown Elmhurst. This development has 11,000 square feet of first floor commercial space with 165 residential apartment units above the commercial spaces. This development is located adjacent to the Metra station in downtown Elmhurst. Completed in 2019. Funding Amounts by Source

Description
This project assisted the City with a developer panel to review the City's existing CBD area plans, analyze the CBD for prospective development, and make recommendations for the City's future efforts to market and enhance the Downtown area. Future enhancements to the CBD will support mass transit with new development and redevelopment in the Main Street Corridor and West Washington Street Area.

The Developer Discussion panel took place on October 21, 2015. The Summary Report is complete.
