This study assessed and refined potential market areas identified in the DuPage Area Transit Plan (DATP) for circulator services and developed preliminary service specifications/characteristics. In addition, the study explored potential institutional arrangements that are a prerequisite to successful service deployment.
Circulator service designs were completed for four communities; Addison, Downers Grove, Lombard and Wheaton. Local task forces were formed to create an implementation plan for each community. Final implementation strategies were presented to each city council/village board with a resolution recommending financial and institutional commitment.

New fixed route service connecting retail district at 92nd/Commerical to 83rd Street providing service from east 83rd Street to 79th Street Dan Ryan Red Line station. This service will provide low income individuals access to jobs located in the Chicago Central Business District, employment centers in Hyde Park, and other retail districts accessible via the rail system.
Current Activities
CTA does not have sufficient funds to meet federal local matching requirements at this time. The project cannot be implemented until local funds become available.

Description
This study investigated a location for a proposed transit center within the Village, which would serve as a Pace bus hub and Park-N-Ride facility. At the time of the study it was determined that a comprehensive transit center located within Dundee Crossing would not be viable due low ridership demand coupled with the location of adjunct transit centers in Elgin and Prairie Stone. The study also included a preliminary assessment for adding Pace bus service on Route 72 from the Village to Prairie Stone business park. The study also recommended designing the strategic parcels identified in the study to be transit-friendly to achieve economic development objectives. Current Activities
The final report was completed in November 2010. Per a recommendation in the plan, the Village updated their zoning ordinance to allow more transit-supportive uses. Recently, two phases of an IHDA-approved senior living development have been completed at the Northwest corner of Routes 72 & 25: River Haven Place (68 units) and Gardiner Place (80 units). Currently the Village is looking for ways to improve access to the area Pace Bus routes. The RTA is providing assistance as needed. Funding Amounts by Source

Description
The RTA assisted the Village with developing a TOD plan for downtown Elburn and the areas near the Elburn Metra station. Plan objectives included identifying ways to unify and connect the downtown business district with the Metra station and TOD development south of the station and identifying development opportunities that support a vibrant area serving the entire village while incorporating the Metra station as a focal point of new development. Current Activities
Work on this project began in 2021 with an existing conditions analysis and a series of community engagement events and surveys. After developing a set of recommendations and implementation steps, the project team presented the draft plan at the third public workshop in April 2022. The Elburn Village Board adopted the plan as an amendment to the Comprehensive Plan at their July 18 meeting after receiving a unanimous recommendation for adoption from the Planning Commission. Project DetailsDescription
The RTA and the Chicago Metropolitan Agency for Planning (CMAP) partnered together with Elevated Chicago, a collaboration of 17 public, private and nonprofit organizations, to develop two implementation action plans, one in the Washington Park area surrounding the Garfield CTA Green Line station and the other near the Logan Square Blue Line station. The assistance focused on CTA station access, traffic and circulation, community safety, equity, placemaking, economic development and beautification. Public outreach was conducted to generate public interest and engage partners to identify implementable actions. Current Activities
Work in Washington Park was completed in 2022 and work in Logan Square was completed in 2023. The Economic Development Action Guide (under Related Reports) was developed for the residents of Washington Park to use as a strategy for advancing their goals for future development and redevelopment in the neighborhood. This project created a transit-oriented development plan for an approximate ½ mile radius of the Chicago Street Metra station within the City. The plan promoted revitalization of the area by examining effective land use, multi-modal interconnectivity, and retail and residential redevelopment strategies. Recommendations focused on streetscape improvements, transit access improvements and land use recommendations. Specific land use recommendations focused on new multi-family residential and commercial uses in the station area. Current Activities

Description
The City of Elgin was awarded a Community Planning grant by the Regional Transportation Authority (RTA) to develop a Transit-Oriented Development plan for the National Street Station area. The City and consultant team worked with a steering committee, which included neighborhood residents and business owners, to develop a plan for the area around the National Street Metra Station. Valuable insights about the area were obtained through community meetings and the analysis of existing conditions. Subsequent community meetings were hosted at the library to refine and confirm proposed concept plans. The plan proposed redevelopment opportunities for properties within a 1/4 of a mile of the National Street Train Station. The plan makes recommendations for redevelopment throughout the area particularly for the Clock Tower Plaza shopping center and intersection of National Street and Route 31. In addition to redevelopment opportunities the plan identified streetscape, pedestrian, and roadway opportunities to improve access and circulation near the station. The final report is comprised of an executive summary, detailed concept plans, design guidelines, implementation strategies and appendix including existing conditions summary and market analysis. The final report identified the importance of market forces and City actions as necessary components to implement plan objectives. Current Activities

Project DetailsDescription
The Elmhurst Central Business District City Centre Planning Study was completed in March of 1999. The plan was directed by the Central Business District Special Service Area and was part of the RTAP program. The study applied transit-oriented development principles to downtown Elmhurst.
Current Activities
The original TOD study was updated by the City of Elmhurst in 2006 and continues to foster residential, commercial, and retail development in the downtown area. A six-story mixed use development is currently under construction at 100 N. Addison in downtown Elmhurst. This development has 11,000 square feet of first floor commercial space with 165 residential apartment units above the commercial spaces. This development is located adjacent to the Metra station in downtown Elmhurst. Completed in 2019. Funding Amounts by Source

Description
This project assessed current conditions and recommended improvements for the Elmwood Park station area located on the Metra Milwaukee District West Line. The plan identified transit supportive opportunities and addressed auto and pedestrian circulation issues. Current Activities
The study was completed in July 2006. In June 2021 the Village of Elmwood Park purchased the vacant lot at 7505 W. Grand Avenue, across from the Metra station, to facilitate future development. The RTA is supporting Equiticity, an independent nonprofit 501(c)(3), with advancing development of a community mobility center in Bronzeville, near the 51st Street Green Line station. The RTA will assist with identifying community perceptions of existing public transit; with understanding transportation’s impact on environment & personal wellbeing; with gauging the receptivity to climate-friendly mobility modes, gauging the demand for shared bikes, e-bikes, e-scooters & e-vehicles, and with obtaining feedback on design and implementation of the hub and its services.
