Description
The RTA is assisting the City of Geneva with establishing a special financing district to implement recommendations contained in the Downtown Station-Area Master Plan. An existing Special Service Area (SSA) is in place but set to expire in 2023. The RTA will assist the City to determine whether to extend and expand the scope of the SSA and/or create a different funding source, funding generated from which would work to implement plan recommendations. The analysis of the existing Special Service Area has been completed and revisions based on steering committee feedback are in progress. The RTA will assist the City of Joliet to develop an ETOD plan for areas of downtown adjacent to the Joliet Gateway Center, a hub for Amtrak, Metra and Pace services. The goals of the ETOD plan are to create equitable housing opportunities adjacent to public transportation that are not currently available in the downtown; increase ridership on existing public transportation routes; spur new investment in the adjacent neighborhood, including underutilized commercial buildings on Washington Street; utilize existing city-owned parking lots for shared parking opportunities; transition publicly owned land into the private sector to generate property tax revenues; and increase and stabilize property values in the immediate area. RTA, Urban Land Institute, and the City of Joliet hosted a Development Panel in October 2024. The panel discussion will help inform the draft recommendations of the ETOD plan. The project team is working on creating and distributing a summary report from the panel discussion. Work will begin on the draft recommendations in the last quarter of 2024. Project DetailsDescription
The RTA will assist the Village of Riverdale to complete a Mobility Improvement and TOD Action Plan in transit served areas of the Village. The study area includes the 138th Street corridor, Riverdale and Ivanhoe Metra Station areas, S. Halsted Street and S. Indiana Ave. The planning efforts will also incorporate special considerations for current ADA specific infrastructure needs and outline funding opportunities the Village can pursue. The goals for this study include creating specific steps to improve access to all modes of transit within the Village, enhancing safety for residents of all abilities, identifying transit-oriented development opportunities, and creating a guide to secure implementation funding for the Village. The project kicked off on October 3, 2024 with a meeting among the consultant team, RTA staff, Village staff, and appointed officials. Currently, the project team is working on gathering data for existing conditions analysis and finalizing the project's Steering Committee. Funding Amounts by Source

Description
The RTA will provide assistance to the Village of University Park with identifying a financial strategy to implement the recommendations contained in their newly completed TOD Plan. The RTA will assist the Village with analyzing the plan recommendations, reviewing funding and financing options to spur investment, and recommend a financial strategy that will position the Village for future development at the University Park Metra station. Project DetailsDescription
The RTA is assisting the Village of La Grange to update their current transit-oriented development plan adopted in 2005. By updating this plan, the Village seeks to address current construction market dynamics, changes in the retail industry, and changing commuting habits to poise the community to take advantage of future redevelopment opportunities. In particular, the Village seeks to invite redevelopment on the West End, which has seen no new development since 2005. The proposed study area encompasses the Central Business District of La Grange, the West End Business District, and other properties within less than one quarter mile from each Metra Station in La Grange. Description
The RTA assisted the Village of Homewood to prepare a transit-oriented development plan for downtown Homewood and areas surrounding the Homewood Metra and Amtrak station. Leveraging the ongoing station renovations, the goals of the planning study included identifying strategies to attract investment and development, retaining existing character/historic preservation, and increasing access to transit services in the downtown. With a locally-driven planning vision, the plan presents strategies and projects to foster Downtown population growth, identify new uses for vacant buildings, increase transit ridership, and increase the number of people visiting and spending time in Downtown Homewood. Work on the project began in April 2023 with creation of a Steering Committee and the development of an existing conditions analysis. The project team completed a series of public engagement events in June and July to gather input from residents and stakeholders and inform the Plan’s recommendations, resulting in a recommendations memo and a draft plan document. Following a series of draft plan work and review sessions with Village staff, the project Steering Committee, and staff from Pace and Metra, the plan was revised and presented to the Village's Planning and Zoning Commission. The plan was reviewed by the Village Board of Trustees and adopted as an amendment to the Village's Comprehensive Plan at their April 23, 2024 meeting. The RTA is assisting Pace to prepare a corridor study examining South Halsted St. between the Pace/Metra Harvey Transportation Center and the Pace Chicago Heights Terminal. Goals of the study are to increase transportation resilience, encourage transit-oriented development (TOD), and improve pedestrian accessibility, sidewalks, crosswalks, access to developments, and connectivity. The study will include coordination with Harvey, South Holland, East Hazel Crest, Homewood, Glenwood, and Chicago Heights. The study will also offer strategies to prepare the corridor for Pace Pulse service and will identify future high frequency service station locations. Current Activities
This project kicked off in late November 2023. Throughout spring and summer 2024, the project team held a series of pop-up community engagement events to gather feedback from transit riders, students, and stakeholders. Description
The RTA assisted the Village of Richton Park to update to the Village’s 2004 transit-oriented development plan (TOD), encompassing the 1/2 mile area surrounding the Richton Park Metra station. The goals for the project were to update, consolidate, and refresh the 2004 plan with new recommendations, imagery, and graphics. The plan included a modernized strategy to offer more housing options and create a new public open space near the Metra station. The updated plan focuses on ways to retain existing character, celebrate the Village’s history, and create an appealing Town Center for the community. Current Activities
Work on the project began in March 2023 with meetings among the project team and the project’s Steering Committee. Work on the project continued throughout 2023 with community engagement, existing conditions analysis, and development of draft recommendations. The project team prepared a draft plan for Village staff, Steering Committee, and Planning and Zoning Commission review and made revisions based on comments received.
