Description
This project created a concept plan for a mixed-use development located at the proposed new Metra commuter station on the SouthWest Line extension. The 240- acre site located at Laraway and Cedar Roads is currently vacant. The village's goal is to create a transit-supportive development.
Current Activities

This study (completed in 2005) addressed a proposed station at Laraway Road along the Southwest Service expansion. This expansion project, which included 11 miles of new track, was completed in January 2006, including the Laraway Road station (opened October 9, 2006). As part of the 2013 RTA Community Planning Program of Projects, the RTA worked with ULI to convene a panel of development experts to provide guidance and advice to the Village as they try to attract development to the 240-acre vacant area near the Laraway Road Metra Station. Description
This study examined ways to increase usage of the station, increase access to the station by alternative modes of transportation, enhance transfers between modes at the station, and integrate with development plans.
Current Activities

This project was completed in May 2005. In late November 2011, it was announced that the West Cook County Housing Collaborative received a nearly $3 million grant for its transit-oriented development strategy to update comprehensive plans and to create a sustainable transit-oriented development fund for the communities of Bellwood, Berwyn, Forest Park, Maywood and Oak Park. The communities are completed Comprehensive Plans that include recommendations for priority redevelopment parcels in each community's TOD area. 

Many development projects have been completed in the Village's TOD areas. Construction was completed on a 21-story mixed-use building at Lake Street and Forest Avenue, called Vantage Oak Park, in summer of 2016 with the first units occupied in July. The development includes 270 rental apartments, 25,000SF of ground-level retail and an integrated parking garage with 288 residential spaces and 300 public spaces. Another mixed-use residential, retail and parking project, called Oak Park Station, opened in late 2017 on the Village-owned Westgate site between Lake Street and North Boulevard just east of Harlem Avenue. Oak Park Station features a 20-story tower and five-story building that include 270 rental apartments, 28,000 square feet of retail and a five-story parking garage with 428 spaces for residential, retail, and public use. Additionally, a new transit-oriented development on the southeast corner of South Boulevard and Harlem Avenue was completed in 2019. The building, known as Eleven 33, is a mixed-use structure consisting of approximately 263 rental apartments, 10,000 square feet of retail and a 400 space parking garage. These new developments encourage increased ridership on all available transit services in the downtown area by adding a significant number of residential units within walking distance of CTA, Metra and Pace service. 

The Village is also planning an extension of the Marion Street streetscape improvements west on South Boulevard to Harlem Avenue to enhance pedestrian and bicycle mobility and access to surrounding transit service. These improvements would include wider sidewalks, shorter intersection crosswalk distances improved lighting and public seating. The project is partially funded through the Transportation, Community and System Preservation Program (TCSP).

+ Pace Market Feasibility Study for North Central Shuttle Service Community Planning Transit Improvement Plan Pace Suburban Bus $75,417

Description
This study examined the market feasibility of a comprehensive employer-based shuttle to serve employment centers located along Metra's North Central commuter line, which serves 11 Metra stations. A survey was developed and administered to employers in the corridor to determine demand for potential shuttle service.
Current Activities
This project was completed in March 2005. An initial set of routes began operations in November of 2006. These routes are the Townline Road Shuttle Bug (Route #580), Lincolnshire Shuttle Bug (Route #581) and the Discover/Baxter Shuttle Bug (Route #582). Pace is continuously exploring new opportunities to provide service to additional employers in the area.

Description

The Regional Transit Coordination Plan is an ongoing multi-year program aimed at enhancing regional mobility by facilitating seamless travel on public transportation.

The Fare Coordination component began with extensive research on fare coordination policies in Northeastern Illinois and elsewhere, including a characterization of the various fare instruments currently available in the RTA region. That research was followed by an effort to establish principles, goals and objectives for improving fare coordination. The RTA subsequently evaluated various approaches for implementation of a universal fare card for use on transit services operated by the CTA, Metra, and Pace.

Current Activities

On March 17, 2005, representatives from the RTA, CTA, Metra and Pace, along with their consultants from Booz Allen Hamilton, made a presentation to the Illinois House Committee on Mass Transit regarding options for implementing a Universal Fare Card in the Chicago region. Due to the limited availability of funding for new capital and operating expenditures, a Universal Fare Card is not being implemented at this time.

Description
This project addressed redevelopment potential in the Village's historic downtown. The study also addressed improvements to the railscape.
Current Activities
The study was completed in June, 2006 and the Village worked with CMAP in 2013 to update the study to reflect the current economy. The RTA supported their efforts and continues to provide assistance as the Village implements the updated downtown plan.

In 2018 the Village was awarded funding from the Illinois Transportation Enhancement Program to make needed pedestrian safety improvements for the area in and around the downtown Riverside Metra station.

Description
This study recommends the redevelopment of the Village's business district using the Metra station as the anchor, while placing emphasis on the proximity of the harbor to downtown.
Current Activities

This project was completed in January 2005. Per a recommendation in the plan, the Village enhanced the streetscape along 7th Street in the TOD area in 2010 with funding assistance from ITEP. Currently, the Village is exploring ways to market their harbor and adjacent proximity to Lake Michigan as a destination and development opportunity for condos, hotel and retail. The Village was chosen as part of the 2012 RTA Community Planning Program for assistance revising their zoning code in the TOD area. This project began in April 2013 and new TOD area zoning regulations were adopted in May 2014. The adopted regulations can be found here.

Description
This project assessed the feasibility of transit-oriented development in the vicinity of the Metra Milwaukee West Line station in downtown Franklin Park. The goal of the project was to foster improvements to the area served by the Metra Station in order to attract and retain businesses, increase potential tax revenues to the Village, and increase transit ridership by enhancing pedestrian, bus and auto access to the station. This project was completed in February 2006.
Current Activities
RTA worked with the Village to convene a ULI Developer Discussion Panel to solicit guidance and advice on ways to attract TOD investment in the study area. A panel of development experts met with Village staff and elected officials in July 2012 to discuss potential redevelopment opportunities at the vacant LaSalle Bank site located on Minneapolis & 25th Avenues as well as vacant land next to The Crossings condominium development. A summary of this discussion can be found below in the Study Documents.

In 2014 the completed updates to their downtown zoning code, in partnership with the RTA, to better facilitate TOD development and the Village also pursued a Quiet Zone in the TOD area in partnership with the Village of River Grove. In 2020 the Village approved the sale of a downtown parcel at 9600 Franklin Avenue to make way for the construction of a 6-story, 110-unit, market rate luxury rental housing development with ground floor retail.

Description
This station area planning project focused on mixed use development and improved access and circulation while maintaining the historical character of the study area. A detailed concept plans for the western portion of the Village, including the Metra station area, was prepared. This project was completed in January 2005.
Current Activities

The Village revised their zoning ordinance in 2008 per a recommendation in their Station Area Plan and developed a Unified Development Ordinance, which allows them to provide optimal transitions between incompatible land uses, incorporate design controls, and focus on transit-supportive uses. 

The Front Street Lofts, an 82-unit condo loft development located in the TOD area along the I&M Canal, is completed and occupied. Additional residential and mixed use development has taken place along Talcott Ave., also in the study area. 

In January 2015 the Village held a Developer Discussion Panel coordinated through the RTA and ULI to solicit advice from development experts on ways to proactively attract infill development near the Metra Station along two Downtown corridors, Main Street and Canal street. Description
This project created a master plan and implementation strategy for the redevelopment of the area surrounding the North Chicago Metra rail station. The redevelopment would include high-density housing, retail and commercial services. The project will also analyze the inter-modal connections between Pace and Metra.
Current Activities
The final plan was adopted by the City Council in January 2008. Currently, the City has been exploring ways to acquire some or all of the excess property in the TOD area owned by Abbott Laboratories, which would allow them to pursue TOD opportunities recommended in the plan.

Description

The Regional Transit Coordination Plan is an ongoing multi-year program aimed at enhancing regional mobility by facilitating seamless travel on public transportation.

Recognizing that Information Coordination and Physical Coordination are complementary, the RTA initiated an effort to address both categories simultaneously for existing transfer locations. The information and physical coordination study included an assessment of current information practices targeted to transferring passengers and site visits to 75 priority transfer locations in order to determine necessary modifications in both categories. The focus was on content and specific placement of directional and service information, plus any physical site modifications necessary to improve connections. The results were presented to the RTA Board in February 2003.

The information coordination component recommended modifying existing maps, schedules and signs to clearly emphasize interagency transfer opportunities and better direct transferring passengers. The study also proposed new way-finding signage between boarding areas, new local area maps at interagency locations, and a new rail-to-rail connections map showing both Metra and CTA rail lines and stations. To gage customer response for these recommendations, a second round of focus groups was conducted in June of 2002. The results of the focus groups are documented in the Way-Finding Focus Group Report.

Current Activities

The RTA has obtained a federal CMAQ grant to design and to implement prototypes of new and refined information products related to interagency travel and to develop design standards for systemwide application. Phase I of that project was completed in 2007, and Phase II was initiated in 2008.
