The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently.  The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.

Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.

PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site.  The latest report is the June 2023 Project Management Oversight report

PROJECT DETAILS

Description:

This project with provide for the renovation and expansion of the California Station. It will include a new platform, new emergency exist stairs and two new elevators. The station will be 100% ADA accessible. In addition, state of good repair work will be performed as part of the station renovation.

Current Status

The Notice to Proceed has been granted to the designer in February 2022. The 60% design is underway and is expected to be submitted to CTA at the end of May. The real estate survey has been completed to determine property acquisition needs for the placement of elevators.

Description:

Current Status

The Notice to Proceed for the designer has been issued in June 2022. The designer is completing site assessments and elevator inspections. An assessment report will be developed to prioritize the elevator replacement or rehabilitation locations. The report will also provide the scope of work needed for each individual elevator. A draft report is expected to be submitted to CTA in June. Once the report is finalized, CTA will issue a procurement for construction based on the priority recommendations from the assessment report.

+ CTA Blue Line O'Hare Branch Traction Power Improvements Track & Structure Rail $0 $0 On Schedule

PROJECT DETAILS

Description:

Blue Line O'Hare Branch Traction Power Improvements GTT - Project will include targeted track repairs to remove existing slow zones on the Congress Branch of the Blue Line. CTA has identified traction power voltage drop issues along the Blue Line. Scope of work will include but not limited to the following elements: New infill substations, infill wayside energy storage systems, infill tie houses, third rail replacement, addition of auxiliary negative rail; work will be performed by an outside contractor.

Current Status

The contractor completed installation and testing of wayside signal equipment and all cutovers along the specific portion of the blue line. The project is considered substantially complete with the contractor performing punch list items. Final invoices remain and this will be the final update on this project.

+ CTA Blue Line Traction Power - Barry, Damen and Canal Electrical, Signal & Communications Rail $0 $0 Behind Schedule

PROJECT DETAILS

Description:

Construct a tie house (at the intersection of Milwaukee/Canal/Lake Street) and two new substations (at
Barry/Kimball intersection and Damen/Milwaukee intersection) to support traction power needs on the
Blue Line. These assets will support increasing ridership demands as well as the power needed to
support 5000 and 7000 series rail cars. The location of the tie house and substations were determined
by the Blue Line Load Flow study, which identified areas that were likely to experience traction power
issues.

Current Status

Construction is ongoing at Canal, Damen and Haymarket, with majority of construction forces working at Damen Substation on structural steel installation and electrical work. Substation equipment factory testing is ongoing. A change order to add the scope for the Kimball Subway Belmont crossover has been authorized. Work on the Belmont-Kimball crossover is ongoing during the weekends. There are project delays associated with underground obstructions discovered at the Damen location during micropile installations. A workaround has been developed and a new permitting application process is ongoing.

+ Metra Bridge A-32 Reconstruction Track & Structure Rail $0 $0 On Schedule

PROJECT DETAILS

Description:

The bridge that carries the Milwaukee District North Line over Milwaukee Avenue near Kilbourne Avenue was built in 1899. It will be replaced with a new bridge with new abutments. Grayland Station, just south of the bridge, will be rebuilt with longer platforms, new public address equipment, visual information signs, shelters with on-demand heat on each side, new lighting and new stairs and ramps, making it fully ADA-compliant.

Current Status

The design contract was executed and notice to proceed was given to the designer. The designer will be required to develop a construction set of drawings and specifications that will result in a new completely operational train wash system at the California Avenue Yard. The construction portion will be bid out separately. Real estate review and the real estate acquisition process are in progress.

Description:

This project funds the continued rehabilitation of self-propelled electric cars used on the Metra Electric. The cars delivered between 2005 and 2007. This first rehabilitation may include, but is not limited to, repair of the car body structure, interior components, and overhaul of propulsion control systems.

Description:

This project involves the life‐extending rehabilitation of up to 85 commuter cars,
originally built by the Budd Company between 1974 and 1978, last rehabilitated
between 1990 and 1993. The rehab includes, but is not limited to, replacement
and/or repair to electrical and control lines, heating and lighting systems,
replacement of seats, floors, walls, AC units, overhaul of trucks, replacement of all
windows, door mechanisms, and emergency lighting requirements, etc..

Current Status

This project will improve the overall state of good repair for Metra rolling stock. As with the locomotive rehabilitation projects, vehicles are being removed from service in such a manner as to not disrupt operations. Seventy-one cars completed the rehabilitation continues with the remaining cars as they cycle through the rehabilitation program. The next phase of the rehabilitation work will be installing new AC units into the cars. Additional cars are being completed as a more precise and limited rehab program.

+ Metra Clarendon Hills Station Stations & Passenger Facilities Rail $0 $0 On Schedule

PROJECT DETAILS

Description:

This project redevelops the Clarendon Hills Station on the Metra BNSF line. The station improvements include new platrofm canopies, enclosed shelters, benches, and covered bike parking. The shelters will feature green roofs. The parking lot improvements will feature kiss‐and‐ride areas on both sides of the tracks. Landscaping improvements will also be included.

Current Status

Metra entered into an Intergovermental Agreement (IGA) with the Village of Clarendon Hills for the reconstruction of the station. This project is part of the Village of Clarendon Hills downtown revitalization project. The Village procured a contractor and led the construction project. The substantial completion was reached in the first quarter of 2022. This is the final update on this project.

Description:

Computer Systems/Hardware & Software - Projects in 2021 include upgrades, licenses, and training for Hastus route-scheduling software, RideCheck ridership data software, ArcGIS software, and the Pace website. Procurement of digital screens for the interior of buses is also included.

Current Status

This project is underway, and Pace executed a contract for redesigning Pace’s website. Activity continued with a rebid for the procurement of digital screens for the interior of the buses due to low responses. Additional tasks will be added throughout the duration of this project.
